As always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects- Dinner will be provided between 5:00 - 5:45 p.m., Consent Calendar items will be reviewed between 5:45 p.m. - 6:30 p.m., with the first design review item being heard at 6:30 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:30 - 7:00 (Tom) MODIFICATION TO DESIGN REVIEW FOR TENTATIVE TRACT 13759 - FU MAI LIMITED The design review of building elevations and detailed site plan for a previously approved tract map consisting of 56 single family lots on 14.01 acres of land in the Low Residential District (2-4 dwelling units per acre), located on the west side of Haven Avenue north of the Southern Pacific Railroad - APN: 202-201-53- 7:00 - 7:30 (Nancy) DEVELOPMENT REVIEW 91-15 - MONARCH FOODS (SHAKEY'S) The development of a 5,000 square foot restaurant within the Terra Vista Town Center in the Community Commercial District of the Terra Vista Planned Community, located on the north side of Foothill Boulevard, east of Haven Avenue - APN: 1077-421-76- SM:mlg Attachments cc: Planning Commission/City Council DESIGN REVIEW COMMENTS 6:00 - 7:00 Tom January 2, 1992 MODIFICATION TO DESIGN REVIEW FOR TENTATIVE TRACT 13759 - FU MAI LIMITED - The design review of building elevations and detailed site plan for a previously approved tract map consisting of 56 single family lots on 14.01 acres of land in the Low Residential District (2-4 dwelling units per acre), located on the west side of Haven Avenue north of the Southern Pacific Railroad - APN: 202- 201-53. Design Parameters: The application proposes modification to the Design Review for Tentative Tract 13759 which was approved by the Planning Commission on June 27, 1990. The modification consists of revised building footprints and elevations as well as a revised detailed site plan. The previously approved Design Review application provided five floor plans with two elevations each. There were thirty-eight 3-car garage elevations and eighteen 2-car garage elevations. The proposed modification consists of three floor plans with three elevations each. The Site Plan identifies a 3-car garage on each lot, however, two of the elevations provide a 2-car garage/bonus room option. Staff Comments: The following comments are intended to provide an outline for Con~mittee discussion: Major Issues: A minimum 15 percent of the lots should provide either a 2-car garage or a 2-car garage/bonus room option rather than all 3-car garages. Both floor plans A and B provide a 2-car/bonus room option; those parcels using this alternative should be identified. A percentage of the lots should be RV accessible. The side and/or rear yards can be made accessible by shifting the footprint to provide a wider side yard setback adjacent to the garage. Design Review Co-~{ttee ACtion: Meters Present: John Melcher, Larry McNiel, Otto Kroutil Staff Planner: Tom Grahn The Committee reviewed the project and recommended approval with the following modifications: DESIGN REVIEW COMMENTS ~ 13759 - FU MAI LIMITED JANUARY 2, 1992 Page 2 A minimum of 15 percent of the lots should be designated the 2-car garage/bonus room option. AS the project develops, modification to the location of these units will be permitted provided the minimum percentage is maintained and these units are spread throughout the'tract- A minimum of 15 percent of the lots should be designated as RV accessible. Those lots designated RV accessible should have an unobstructed 10-foot minimum side yard setback adjacent to the garage. Garages on adjacent lots should be situated in pairs to add interest to the streetscape. This may result in reversing the footprint on Lots 10, 11, 13, 17, 19, 21, and 55. Provide a detail of the accent tile and the adjacent stucco finish. The tile color should be of the same hue of colors used on the units. The tile accent colors that were not acceptable are Jade, Mulberry, and Starlight. Increase the size of the balcony support posts to a minimum 6 x 6. If possible, the balcony on Plan A-1 should be cantilevered. On Plan A-l, the banding on the rear elevation should intersect the window to allow for a full half-round window above the banding. Wrought iron used on the balconies should be painted to match the trim color. DESIGN REVIEW COMMENTS 7:00 -7:30 Nancy January 2, 1992 DEVELOPMENT REVIEW 91-15 MONARCH FOODS (SHAKEY'S) - The development of a 5,000 square foot restaurant within the Terra Vista Town Center in the Community Commercial District of the Tetra Vista Planned Community, located on the north side of Foothill Boulevard, east of Haven Avenue - APN: 1077-421- 76. Design Parameters: The site is one of the conceptually approved restaurant pads within the Terra Vista Town Center. All the public improvements and some of the on-site landscaping have been completed. Staff Comments: Major Issues: The following broad design issues will be the focus of the Conunittee discussion regarding this project: 1. The tower element in the middle of the building is out of proportion with the rest of the building. There should be a proper transition from the flat roof to the top of this element. Shakey's proposes to have an outdoor seating area at the south elevation facing Foothill Boulevard. OUtdoor seating area is allowed within the setback area. Since there is trellis work over this outdoor area, the stone columns must meet the minimum building setback of 38 feet from the ultimate curb. The stone columns are only setback 28 feet. To maintain the outdoor seating area and trellis work, the building needs to be moved 10 feet northwards, which would require some modification to the parking area and would result in the loss of a couple of parking spaces. In addition to this Code issue, staff questions the southerly orientation of the outdoor seating area. The City encourages this type of use. However, the south side normally receives more sun. The weather in the summer is hot and rather long. This south side faces one of the busiest streets - Foothill Boulevard. All of these elements are not conducive to a pleasing environment for outdoor seating area. Secondary Issues: Once all of the major issues have been addressed, and time permitting, Committee will discuss the following secondary design issues: the The stairs going up to the main building entry should be of decorative textured materials consistent with the theme established in the center. Additional landscaped area should be provided along the east elevation so that trees can be planted to soften and enhance this side of the building- 3. Landscape area should be provided to the north side of the trash enclosure area- The proposed plans show the overhead trellis work for the trash enclosure area overhangs into the parking space. 4. The pedestrian walkway north of the trash enclosure area should be connected to the easterly parking area. Policy Issues: The following items are a matter of planning Commission policy and shall be incorporated into the project without discussion: 1. The proposed delivery/loading space is within the required drive aisle which could block traffic. A loading/delivery parking space should be provided. Design Review Committee Action: Members Present: John Meloher, Larry McNiel, Otto Kroutil Staff Planner: Nancy Fong The Committee did not approve the proposed design and recommended that the project be revised to address the following items: 1. The tower element in the middle of the building is out of proportion with the rest of the building. A proper transition should be provided from the flat roof to the top of the element. 2. The Committee stated that outdoor seating area is encouraged. However, the stone columns shall meet the minimum building setback. The Committee agreed to a Minor Exception to decrease the building setback from 38 feet to 34 feet. 3. The stairs going up to the main building should be of decorative textured materials consistent with the theme established in the center- Shrubs massing and vines should be provided to discourage pedestrians from walking through the planting areas along the east elevation. However, two landing areas should be set aside for pedestrians to step onto the walkway. The overhead trellis work for the trash enclosure area should not overhang into the parking space. 6. The pedestrian walkway north of the trash enclosure area should be connected to the easterly parking area. 7. A loading/delivery parking space should be provided.
