Please review the attached plans, visit the project sites, and write down your comments using the blank space provided under each project on the attached sheets- After the meeting, the consensus of the Committee's concerns will be typed up as the formal action/recommendation of the Committee and distributed to the Commission and Council. AS always, feel free to contact the appropriate project manager (noted in parentheses along the left margin), prior to the meeting date, if you have specific questions related to the scheduled projects. Dinner will be provided between 5:00 p.m. - 5:45 p.m., Consent Calendar ite~ will be reviewed between 5:45 p.m. - 6:30 p.m., with the first design review item being heard at 6:40 p.m. Please notify our department if you will be unable to attend the meeting, or if you will be late, so that the dinner can be properly ordered and the necessary arrangements made. 6:40 - 7:30 (Tom) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 92-04 - GTE The request to establish an unmanned telephone switching equipment building totaling 620 square feet on 0.75 acres of land in the Very Low Residential District (1-2 dwelling units per acre), located on the north side of Wilson Avenue, west of Mayberry Avenue APN: 1074-261-05. Review of revised elevations. Committee Action: The Cormnittee (Tolstoy, Vallette, Coleman) recommended approval of the project subject to staff's review and approval during the plan check process: Stucco should be applied over all wood surrounds on the zero lot line elevation to minimize maintenance. Painted trim may be used around corner windows where appropriate to maintain a continuity of design. A bay window or similar projection should be provided on the zero lot line elevation of Plan 303 for center plotted units. A more significant band of moulding should be provided on the zero lot line side. The wainscot wrapping around to the zero lot line side elevation should extend to the wall or terminate at a logical place. Note: The Committee approved the louver board shutter detail. 13930 - HIX DKVM~OPMENT (Bev) Review of wall cap detail. Committee Action: The Committee (Tolstoy, Vallette, Coleman) did not approve either of the two alternatives presented and directed the applicant to increase the width of the columns to 2 feet to be more in proportion with the scale Of the wall and to increase the height of the column so that the cap does not have the appearance ~f just sitting on top of the wall- The 1-inch reveal width was acceptable in this instance. Related File: Tentative Parcel Map 14190. Design Parameters: The project area for Tentative Parcel Map 14190 currently contains one residence that is proposed for demolition, the remainder of the area contains a citrus grove bounded by Eucalyptus windrows. The project site is located on Parcel 4 of a proposed Tentative Parcel Map 14190. The three remaining parcels will be developed with single family residences; therefore, staff directed the applicant to design the project to have a residential "feel" to help the site blend in with the surrounding neighborhood. The project site is bounded to the south by a Con~nunity Trail and to the east by a Local Equestrian Trail. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues discussion regarding this project: will be the focus of Committee The building orientation and project driveway should relate to Street "A". This would avoid the necessity of crossing the Community Trail to access the site. This would also help "tie" the structure into the neighborhood fabric on this cul-de-sac street. The building should be designed to reflect historical architectural elements found in the community. Due to the projects proximity to the Showalter Rock Pile and the stone residential structures at the southwest corner of Hillside and Hermosa, it is recommended the building be designed to include a stone element as the primary architectural material. Staff has photographs of a similar GTE facility in Claremont that was entirely constructed of rock to emalate pump houses common to the area. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: DESIGN REVIEW COMMENTS CUP 92-04 - GTE MARCH 19, 1992 Page 2 The perimeter slump block wall and access gate should be redesigned to tie into the building and accentuate its design through the use of similar materials and architectural elements (i.e., pilasters, cap). The Landscape Plan should be revised to include a variety of evergreen and deciduous trees along both the project street frontage and the north and east property lines on the interior of the project site. 3. Provide tree and shrub plantings adjacent to the building. The driveway should be located as far south as possible to minimize impacts to adjacent residential properties. 2. The building design should be revised to provide native stone as the primary architectural element, reflective of stone houses in the vicinity. The roof material should be tile. Suggested tile types are either barrel or S-tile, reflective of stone houses in the vicinity. 5. 6. 7. The perimeter wall should be designed to intersect and tie into the building.
