HomeMy WebLinkAbout92-297 - Resolutions RER)LUTION N0.92-297 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCMO ~, C, AT ,TFORNIA, APPROVING THE CEMPRE}{BlqS~' HOUSING AFFORDABTI,TTY STRATEGY (CMAS) FISCAL YEAR 1992 ANNUAL PERFORMANCE REPORT AND FISCAL YEAR 1993 ANNUAL PLAN FOR SIEMITIRL TO THE DEP~ OF HOUSING AND URBAN DEVELOPMBlqT A. Recitals. (i) On December 2, 1992, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing for consideration of the City's Cc~grehensive Housing Affordability Strategy ((I{AS) Annual Performance (ii) All legal prerequisites prior to the adoption of this Resolution B. Resolution. NOW, THEREFORE, it is hereby found, detennj/Bd, and resolved by the City Council of the City of Rancho Cucamonga as follows: (1) This Council hereby specifically finds that all of the facts set. forth in the Recitals, Part "A, " of this Resolution are true and correct. (2) Based upon substantial evidence presented to this=Council during the above-refer~ public hearing on December 2, 1992, including written and oral reports, together with public testimony, ~-this Council hereby specifically finds and concludes as follows: (a) Tnat the proposed CMAS and (I{AS AP are consistent with tha goals, objectives, and policies contained in the City's Housing Element, in that the CHAS and CMAS AP provide for further implementation of the Housing Element through suggested strategies and programs; and (b) That the CMAS and CMAS AP will serve as the accepted housing strategy to guide housing assistance decisions in conjunction with'. the City's C~.tunity Development Block Grant Program and other Federal. assistance programs; and (c) Tnat the CMAS APR provides a cc~olete assessment of housing activities occurring in fiscal year 1992 involving assistance to persons and families of lower and moderate income; and (d) This Council hereby finds that the CMAS, C~AS AP, and CHAS APR are exempt from the requirements of C~D~A pursuant to Section 15061 (B)(3) which states that where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to C~QA. Resolution No. 92-297 Page 2 (3) Based upon the firclings ard conclusions set forth in paragraphs 1 and 2 above, this Council hereby approves the <HAS AP as the accepted Fiscal Year 1993 inplenentation plan that, in conjunction with the City's Housing Elenent will guide housing assistance decisions corx3erning the City's Cum~unity Development Block Grant Program and other Federal assistance programs. The Council also approves the CHAS APR as the complete assessment of housing assistance activities for Fiscal Year 1992 and reccn{nends that both documents be sent to the Department of Housing and Urban Develo[mnent. (4) The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, and ADOPTED this 2nd day of December 1992.
