SUBJECT: DESIGN REVIEW COMMITTEE MEETING OF NOVEMBER 17, 1992
The following is a description of projects which require review and
rating by the Design Review Committee. Please review the attached
plans, visit the project sites, and write down your comments using the
blank space provided under each project on the attached sheets. After
the meeting, the consensus of the Committee's concerns will be typed up
as the formel action/recommendation of the Committee and distributed to
the Commission and Council.
AS always, feel free to contact the appropriate project manager (noted
in parentheses along the left margin), prior to the meeting date, if you
have specific questions related to the scheduled projects. Consent
Calendar items will be reviewed between 5:00 p.m. - 5:30 p-m., with the
first design review item being heard at 5:40 p.m. Please notify our
department if you will be unable to attend the meeting.

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE
PERMIT 92-18 - SMITH'S - The development of a commercial
shopping center consisting of a 75,000 square foot
grocery store, two satellite buildings of 3,500 square
feet each, and a drive-thru pad of 4,800 square feet on
10.6 acres of land in the Community Commercial District
(Subarea 2) of the Foothill Boulevard Specific Plan,
located at the northwest corner of Foothill Boulevard
and Vineyard Avenue - APN: 207-102-03, 5, 8, 15, 20, 21
and 49. (Plans to be distributed at the meeting.)

ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 92-18 - SMITH'S -
The development of a commercial shopping center consisting of a 75,000
square foot grocery store, two satellite buildings of 3,500 square feet
each, and a drive-thru pad of 4,800 square feet on 10.6 acres of land in
the Community Commercial District (Subarea 2) of the Foothill Boulevard
Specific Plan, located at the northwest corner of Foothill Boulevard and
Vineyard Avenue - APN: 207-102-03, 5, 8, 15, 20, 21 and 49. (Plans to

The Design Review Committee approved the revised project with the
following comments. Item Numbers I, 2, 3, 4, 6, 7, 8, and 12 from the
previous meeting of November 3, 1992 were incorporated into the revised
project. These conditions address the previous cor~nents of the
Committee and should be incorporated as conditions of approval:
A solid bus shelter flat roof is permissible. Vines may be
incorporated adjacent to the supporting pillars in order to soften
the structure. (Addresses previous coment #5.)
The concept of utilizing palm trees within the activity center was
approved, however, the applicant should work with staff in order to
determine the most appropriate species. (Addresses previous
comment #9.)
The metal pipe handrails are acceptable when needed adjacent to
stairways. Color of the railings should blend in with the
mandering landscape and not be treated with an obvious contrasting
color. (Addresses previous comment #11.)
The pedestrian entrance to the fast food pad should be treated with
a textured paving similar to what is proposed adjacent to the
Smith's store entrance (scored concrete with a broom finish).
Conditions #1-6 from the previous Design Review Committee meeting
will apply.
6. Colors of the roof tile, window mullions, and tinted windows will
be discussed by the full Commission.

Committee Action:
Review of site plan and fence
materials.
The Committee (Melcher, Coleman)
recommended approval of the proposed
site plan and that the entire project
(including the Variance) be forwarded
to the Planning Commission.
In addition, the Committee directed
staff to continue working with the
applicant on the perimeter and private
patio wall materials and designs,
pursuing the "wood crete" material
concept.

(Bev) Request to utilize standing seamed
roof material rather than tile.
Committee Action:
The Committee (Melcher, Coleman) did
not reach a consensus on this item.
