WHEREAS, SanBernardinoOmmtyvotersapprovedpassageofMeamEeI
in November 1989 authorizing San Ber~ Associated Goverrm~, acting as
the San Ber~ County Tr~ti~n Authority, to impcee a c~e-ba]f of one
unincorp~rated territory of the County of ~n Bernardino, and
WHEREAS, revenue frce the tax can only be used for transportation
improvement and traffic management programs authorized in the Experliture
Plans set forth in ~ No. 89-1 of the Authority, and
WHEREAS, Expenditure Plans of the Ordinance rec~{ve each local
jurisdiction receiving revenue frum the tax to ex~ these funds pursuant to
a Five-Year Capital Impr~ Program and a Twenty-Year Trar~tion Plan.
adopted by resolution of the local jurisdiction, and
WHEREAS, Expenditure Plans of the Ordinance also require that each
local jurisdiction annually adopt and update the Five and TWenty-Year plans,
NOW, ~EREFORE, BE IT RESOLV[D that the City Council of the City of
Rancho Cucamonga, State of CalifcTnia, hereby adopts the Measure I Five-Year
Capital I~ Program and TWenty-Year Transportation Plan, a copy of
PASSED, APPROVE3, and ADOPlOD this 15th day of July 1992.

20-YEAR LOCAL MEASURE I TRANSPORATION PLAN
The 20-Year Local Measure I Transportation Plan for the expenditure of
Measure I funds will use the City's General Plan Circulation Element as a
base. It is anticipated that the funds will be allocated in the
following manner:

Measure I Five Year Capital Improvement Plans and Twenty Year Transportation
Plans
Measure I, the countywide transportation sales tax pwgram, requires that each local jurisdiction
receiving pwgram revenues annually adopt a Five Year Capital Improvement Plan and a Twenty
Year Transportation Plan which outlines the specific pwjects upon which those funds shall be
expended. This infomation package has been prepared to assist you in your annual review and
adoption of those plans.
In prt~paring your annual update, it is suggested that you refer to the Measure I Policies provided
to your jurisdiction last November for information related to eligible pwjects. Additional items
are included in this package which will also assist you in this process:

The projects contained in your five and twenty year plans are not subject to SANBAG appwval.
Plans should contain only those pwjects which are to be funded by Measure I pass-through
revenues which are allocated directly to your jurisdiction. SANBAG is responsible for
prrp. antion of simil~r plans which will account for pmj~.s funded from other progr',,m
categories.
Over-pwgmmmlng of projects is encouraged to allow for slippage and to insure that the adopted
plans Contain ample pwjects for Measure I expenditures. Although amendments to the plan can
be adopted throughout the year by action of your governing body, over-pwgr~mming may
minimiTe that necessity.
It is requested that your Council/Board adopt the annual plan update by June 15, 1992 and
provide a copy of the package to SANBAG for informational purposes. Should you need any

This clement should consist of a listing of projects which includes the
facility/street name, project limits, and description of the improvement. (See
suggested format - Attachment D.
An estimated cost for the project should also be included. (Refer to Attached C
to determine estimated Measure I revenues available to your jurisdiction.)

Mo-mlrdDescrt Only - Differentiate between projects which are local (30%),
arterial/regional (65%), and elderly and handicapped transit (5%). Please note
that local funds may be spent on arterial/regional projects, if so desixed.
Twenty Year TranSportation Plan - This plan necessarily should contain considerable
~uidity. The general plan circulation element can serve as a basis for this element. The
plans can consist of either..
A continued list of projects which your jurisdiction anticipates to be completed
during the remaining 18 year term of Measure I Program, using the same format
as suggested for the Five Year Capital Improvement Program, or
B)
A narrative policy statement which will guide your jurisdiction in its continued
programming of funds for the rem,',inlng 18 year term of the Measure I Program.
Please note that SANBAG is anticipating approval of several transportation work
elements during the next year (Congestion Management Program, Comprehensive
Transportation Plan, and identification of the Valley Measure I Arterial System of
Roadways) as well as state and federal guidance for programs in the Intermodal Surface
Transprotation Efficiency Act. In future years, local jurisdictions will want to consider
the impacts of these transportation programs while updating the local Twenty Year
Transportation Plans.
Place your Five Year Capital Improvement Program and Twenty Year Transportation
Plan before your governing board for adoption by resolution. (See Attachment B.)
Attach a copy of your jurisdiction's Proposition 111 Maintenance of Effort report.
Mail your complete package to San Bernardino Associated Governments, 472
N. Arrowhead Avenue, San Bernardino, CA 92401, Arm: Deborah Barmack.
If the Five Year Capital Improvement Program is amended by your governing board
during the year, send a copy of the Council/Board action to San Bcrnardino Associated
Governments for information purposes.
