A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING
TENTATIVE TRACT MAP NO. 12820
WHEREAS, Tentative Tract Map No. 12820, hereinafter "Map" submitted
by Highland Community Covenant Church, applicant, for the purpose of
subdividing the real property situated in the City of Rancho Cucamonga, County
of San Bernardino, State of California, described as a residential subdivision
of 4.1 acres of land located at the southeast corner of Jasper Street and
Highland Avenue into 16 lots, regularly came before the Planning Commission
for public hearing and action on November 14, 1984; and
WHEREAS, the City Planner has recommended approval of the Map subject
to all conditions set forth in the Engineering and Planning Division's
reports; and
WHEREAS, the Planning Commission has read and considered the
Engineering and Planning Division's reports and has considered other evidence
presented at the public hearing.
NOW, THEREFORE, the Planning Commission of the City of Rancho
Cucamonga does resolve as follows:
• SECTION 1: The Planning Commission makes the following findings in
regard to Tentative Tract No. 12820 and the Map thereof:
(a) The tentative tract is consistent with the General
Plan, Development Code, and specific plans;
(b) The design or improvements of the tentative tract is
consistent with the General Plan, Development Code,
and specific plans;

(c) The site is physically suitable for the type of
development proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable
injury to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large,
now of record, for access through or use of the
property within the proposed subdivision.

(g) That this project will not create adverse impacts on
the environment and a Negative Declaration is
issued.
SECTION 2: Tentative Tract Map No. 12820 a copy of which is attached
hereto, is hereby approved subject to all of the following conditions and the
attached Standard Conditions:
Planning Division:
1 . The proposed units, their design and plotting on the
lots, shall be reviewed by the Design Review
Committee prior to the issuance of any permits.
2. One-story buildings only shall be developed on those
lots abutting the proposed freeway corridor ( lots 1,
8-11) .
3. There shall be a suitable noise attenuation wall ,
with a minimum height of 6 feet, constructed on the
northerly line of the twenty-foot storm drain
easement. The style, appearance and any landscape
treatment of the wall shall be to the satisfaction
• of the City Planner and City Engineer. Additional
sound attenuation measures, as deemed necessary by a
recognized accoustical expert, shall be incorporated
into the design of residences in order to reduce the
potential noise level generated by the proposed
Foothill Freeway by a minimum of 10 dB.
4. A tree removal permit is necessary in order to
remove the eucalyptus and palm trees on Jasper
Avenue.
Engineering Division:
1. A drainage/flood study shall be provided by the
Developer's Engineer to determine the necessary
flood protection facilities for the homes that front
on Jasper Street. These facilities could include
street paving in excess of the standard 26-foot half
width, increased curb height, or low block walls.
2. The cul-de-sac street shall be designed to prevent
drainage entering the street from Highland Avenue.
