This is the time and place for the general public to address the City Council on any item listed on the agenda. State law
prohibits the City Council from addressing any issue not previously included on the Agenda. The City Council may
receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per
individual or less, as deemed necessary by the Mayor, depending upon the number of individuals desiring
to speak. All communications are to be addressed directly to the Mayor and not to the members of the
audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain
from any debate between audience and speaker, making loud noises, or engaging in any activity which
might be disruptive to the decorum of the meeting.

Subject: CONSIDERATION OF THE RESIGNATION OF COMMISSIONER FRANCES
HOWDYSHELL AND AUTHORIZATION TO ADVERTISE THE VACANCY, AND
ACCEPT APPLICATIONS FOR THE PLANNING COMMISSION/HISTORIC
PRESERVATION COMMISSION.
RECOMMENDATION: Staff recommends the City Council consider and accept the resignation
of Frances Howdyshell from the Planning Commission/Historic Preservation Commission and
-- -. - authorize staff to advertise the vacancy and accept applications to fill the position followed by a
review of the applications with a tentative interview date during the week of July 13.
BACKGROUND: Recently, Commissioner Frances Howdyshell notified staff of her impending
retirement and subsequent resignation from the Planning/Historic Preservation Commission.
Her notice follows 18 years of exemplary volunteer service to the City of Rancho Cucamonga on
various boards and Commissions including the Community Foundation Board, the Library
Foundation and currently the Planning Commission/Historic Preservation Commission. Her
letter of resignation with an effective date of August 26 is attached for reference as Exhibit A.
The Planning Commissioners serve 4-year terms as outlined in Chapter 2.20.050 of the
Municipal Code. The Municipal Code addresses the parameters should a vacancy occur other
than by a regular expiration of the term of office. The Code states that "it shall be filled by
appointment by the Mayor with the approval of the Council for the unexpired term. The term of
any Planning Commissioner shall be extended for that length of time as may be necessary and
convenient to appoint and set a successor Planning Commissioner." The Code is mute on the
actual specific process used to bring new prospective candidates before the Council for
consideration other than the "Mayor shall submit to the Council the name of any person
proposed for appointment to the Planning Commission ..." The last field of applications was
culled and reviewed by the full Council (2013).
ANALYSIS: Following the Council's direction to advertise the vacancy, a large display ad
(Exhibit B) will be published in the Daily Bulletin on Monday June 8, Saturday June 13, Monday
June 15, and Saturday June 20. Completed applications (Exhibit C)will be received until July 6.
The applications will then be reviewed by Staff and recommendations regarding the candidates
will be sent to the full Council to select the candidates to be interviewed. A tentative interview
date held by the City Council is set for the week of July 13.
Commissioner Howdyshell's term was to expire December 31, 2015 as well as Chairman
Ravenel "Ray" Wimberly. Commissioner Wimberly will be eligible to seek re-appointment in

December of this year. The remaining three Commissioners, Richard Fletcher, Lou Munoz and
Francisco Oaxaca are serving terms set to expire December 31, 2017.

Honorable Mayor and Council Members:
I thank you for the honor and privilege to serve the City of Rancho Cucamonga the past 20+
years in many capacities. Over these years, I have witnessed the city grow and mature into
one of the most desirable cities for families to live and for businesses to provide employment
opportunities. I am also proud of the many local and national awards and accolades the City
of Rancho Cucamonga has received.
I have served as a Commissioner on the Planning/Historic Preservation Commission since
2007. Being a Member of this Commission helping to shape the future growth, while
encouraging high standards of growth and development, have been most important to me. I
have taken this responsibility very personal, and have done the utmost to do what is right for
Rancho Cucamonga's future.
It is with deep regret but with great satisfaction that I submit my resignation effective the
adjournment of the meeting of August 26, 2015. I trust and believe the city will be in good
hands with the newly appointed Commissioner when appointed. .

Volunteer work:
• I taught art therapy for STRIVE, an MHS mental health group in Ontario. I did that
twice a week for 2 years until they lost their grant money and had to close. We assisted
the homeless, abused, and mentally ill clients from the Ontario, Upland and Rancho
areas.
• For 15 years I worked for the bishops of San Bernardino Diocese as I of their Master of
Ceremonies, which is organizing and facilitating multi-cultural liturgies (anywhere from
200-2000 people), throughout southern CA. (resigned June 2015)
• I have always been active at the churches my husband and I have been assigned, mostly
facilitating and organizing volunteers and multi-cultural ministries. I implemented a teen
youth group and led a core team of 20 young adults for 7 years.
• 1 served on the Advisory Board for the San Bernardino Sun newspaper, the sister paper
to the Daily Bulletin.
Historical Home Experience
Owned 5708 Hellman Ave., Rancho Cucamonga, from 1995-2005: 1915 Craftsman home.
Worked with Larry Henderson on obtaining Mills Act status. Renovated home and brought up
to historical style.
Owned 3170 Valencia Ave.,San Bernardino,92404, from 2006-2009: 1929 Mission Revival
Style. Worked with city to implement a Historical Home Program and Mills Act Program for
homeowners. 3170 Valencia Ave. was the 1'historical home for the city of San Bernardino.
Personal: Married to husband, John, for 40 years. John is ordained clergy at St. Peter and Paul's
Parish in Alta Loma and also works for the Diocese of San Bernardino. I have 1 son who is a
fire captain for Upland Fire, a great daughter-in=law and 4 granddaughters.

years and a resident for almost 35 years. My background in interior design,art history,and history
of architecture lends itself to the historical preservation of Ranchos heritage. I have also owned 2

those years and understand how a business works.

in all sections of Engineering.I have attended hundreds of Planning Commission Meetings at
the staff level and fully understand the process.I am also involved in the Alta Loma High School

The major planning issues facing the City in the next year as well as the next five and ten years
is to carefully plan for the existing vacant property. In addition, many of the existing commercial
properties are in need of a face lift due to age related conditions. If these issues are carefully
resolved,then the City will continue forward with the highest standard of living and be a proud
place to live in.
2 What is your understanding of the role of the Planning/Historic Preservation Commission in
relation to the Community. City staff?City Council?
The role of the commission is to carefully exam each project submitted by staff after providing
any necessary modifications in coordination with the developer.The Commission will receive a
verbal staff report and obtain comments from the audience. Upon completion,the
Commissioners will evaluate all the material and recommend either an approval or denial.
If,the applicant is not satisfied with the recommendation of the Commission,they may appeal
their decision to the City Council,who has the authority to over turn the decision.

PLANNING COMMISSION QUESTIONNAIRE-RICH MACIAS
WHY ARE YOU INTERESTED IN THIS POSITION?
I am interested in serving on the Planning Commission for two primary reasons. First,as a twenty-five
year resident of the City,it is in my vested interest to serve the community and to continue the mission
of keeping Rancho a"world class community." As a proud resident,I have seen Rancho grow into one of
Southern California's premier places to live,as well as the Inland Empire's most thriving community. It
would be my pleasure to help the City continue to preserve those qualities and to ensure the highest
standards for our residents now and into the future.
Secondly,it has been my pleasure to have previously been appointed to the City's Planning Commission
by the City Council. I served on the Commission for eleven years,from 1996 to 2007. I enjoyed my
experience very much,we accomplished a lot,and I would like the opportunity to serve again on the
Commission as I am newly retired and will have ample opportunity to devote time and effort to my
commission responsibilities.
I would consider it a privilege and honor to serve the City Council and the Rancho community once
again.
WHAT DO YOU CONSIDER TO BE YOUR MAJOR QUALIFICATIONS?
My qualifications are threefold. First,as a longtime resident of our City I am well familiar with the
quality of life that we have in Rancho. I am familiar with every part of our city and what the pulse is of
our community,what our residents like,what their expectations are,and the standard of living that the
City Council and our residents wish to achieve.
Secondly,having served on the Planning Commission I cite my previous experience as a major asset. I
was involved in a multitude of issues and projects ranging from simple design review,to large scale
development projects and policy development. I participated in the City's General Plan update,the
Victoria Gardens development,numerous historic preservation projects,planning and zoning code
development,code enforcement issues,and community outreach efforts. I also participated in a
multitude of planning committees,design review,and joint commission and City Council planning
efforts.
Finally,I would cite my formal education and professional career as an urban"planner"for over thirty-
nine years. I possess a Master of Science degree from the University of Southern California(U.S.C.),in
Urban and Regional Planning. Over the course of my career I have worked for the Army Corps of
Engineers,the City of Los Angeles Redevelopment Agency,Southern California Association of
Governments,as well as in the private sector. Through my career experience I have developed a strong
understanding of urban and transportation planning,smart and sustainable growth,land use and
zoning;urban design,economic and infrastructure development,and environmental planning.
Additionally,I have had extensive experience in dealing with elected officials,the media,and the public.
With my experience and training,I can make a successful contribution to the City's Planning -
Commission.
WHAT DO YOU SEE AS THE MAJOR PLANNING ISSUES FACING THE CITY IN THE NEXT YEAR? IN THE
NEXT FIVE YEARS? TEN YEARS?
The primary factors that will influence planning policy in Rancho Cucamonga's future will be increases in
population,water and energy resource conservation,and demands for more housing,employment and
services. As the City continues to mature,its growth will induce these pressures that will require
implementation of planning policies that focus on smart growth and sustainability,increased and
enhanced services,and economic viability,while maintaining the City's character and good quality of life
for its residents.
That being said,over the next few years the major planning issues for the City will revolve around the
initiation of smart growth/sustainable community strategies,continued economic development,and
enhanced public health and safety. It is imperative that future development include smart growth
initiatives that incorporate energy and water conservation strategies,public health options such as
pedestrian friendly components,active transportation,and land use strategies that incorporate strategic
initiatives for the continued economic growth and vitality of the our City. Planning policy should
encourage investment strategies that balance land uses with transportation needs,environmental
amenities,and economic development opportunities to ensure higher quality of life standards. Smart
growth strategies will also provide greater economies of scale,for both the taxpayer and business
community.
Additionally,as the Inland Empire continues to grow,the City will have to focus on what external
influences beyond the City's limits could impact the quality of life of our residents,including the
economic vitality of the City. It will be ever important to understand what external influences are and
how they would impact planning policy. I believe that it is imperative that Rancho Cucamonga set the
standard for the smart growth in the Inland Empire.
Beyond the immediate future, Rancho will be faced with declining revenues from outside sources and
greater demands for services. As the City continues to grow,there will be increased needs for housing,
conservation measures,and infrastructure preservation. As these needs continue to become apparent,
the City will need to address these concerns by updating planning policy via its general plan
development and implementation. The City will have to rely on the development of strategic planning
policies and initiatives that will focus on preserving the City's quality of life,maintaining the health and
safety of its citizens,economic viability,and continued implementation of smart land use and planning
policy.
WHAT IS YOUR UNDERSTANDING OF THE ROLE OF THE PLANNING/HISTORIC PRESERVATION
COMMISSION IN RELATION TO THE COMMUNITY? CITY STAFF? CITY COUNCIL?
The primary responsibility of the Planning/Historic Preservation Commission is to support and uphold
polices set forth by the City Council and the City's General Plan. To that end,the Planning Commission
must promote the health and general welfare of the community by encouraging the most appropriate
development that will ensure and protect the community's identity,quality of life,environment,cultural
and historic resources,and promote the highest standards in land use,project development,and design.
City staff makes recommendations to the Commission for its review and consideration. The City's
planning staff functions as the technical experts for the Planning Commission,providing all of the
necessary technical information for the Commission to make decisions and recommendations for City
Council review and approvals. To that end,the Planning Commission functions as a decision making
body for the City staff,and provides review,recommendations,and approvals,that would then be
forwarded for City Council action. The Commission serves in an advisory capacity to the City Council.
In short,the City Council thus relies on its planning staff to develop technical recommendations,it relies
on the Commission to review the staff work and make further recommendations to the City Council for
final review and approval. I believe that the Planning Commission is an extension of the City Council,
serving as an advisory body to the Council.The Commission must fully understand and recognize the
pulse of the City Council,what it wants,what is expected,and how the Council wants the City's General
Plan and other policies to be implemented.
