HomeMy WebLinkAbout85-47 - Resolutions • RESOLUTION NO. 85-47 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING THE AREA DEVELOPMENT PLAN FOR VICTORIA GROVES VILLAGE LOCATED ON THE WEST SIDE OF MILLIKEN, SOUTH OF HIGHLAND, AND NORTH OF THE PACIFIC ELECTRIC RAILROAD TRACKS IN THE VICTORIA PLANNED COMMUNITY. WHEREAS, on the 31st day of January, 1985, a complete application was filed by The William Lyon Company for review of the above-described project; and WHEREAS, on the 27th day of March, 1985, the Rancho Cucamonga Planning Commission held a meeting to consider the above-described project. NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as follows: SECTION 1: That the following can be met: 1. That the proposed use is in accord with the objectives of the Victoria Planned Community Text and the purposes of the district in which the use is • proposed; and 2. That the proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, or materially injurious to properties or improvements in the vicinity; and 3. That the proposed use is in compliance with each of the applicable provisions of the Victoria Planned Community Text and Development Code 4. That the proposed project is consistent with the General Plan. SECTION 2: That Area Development Plan for Victoria Groves Village is approved subject to the following conditions. PLANNING DIVISION: 1. A Tree Removal Permit shall be submitted for review and approval prior to approval of the rough grading plan. A detailed site plan shall accompany said Tree Removal Permit showing the precise location, size and type of all trees on the subject property. Said plan shall take into account the • proposed grading, trees that are to be retained, trimming methods, and where new trees will be planted for replacement of removed trees. Planning Commission Resolution Victoria Groves Page #2 • 2. Landscape treatment at the end of cul-de-sacs along Victoria Park Lane shall be designed to provide open views into the cul- de-sacs. 3. Decorative masonry walls shall be provided along the "Loop Road". Details shall be submitted with corresponding tentative tract map applications. 4. Along the east/west trails the flat usable open space areas shall be increased by adjusting slope configurations and/or the use of low level retaining walls. Recreation amenities such as exercise stations or benches are encouraged. Details shall be provided with the corresponding tentative map applications. 5. A minimum eight foot wide improved surface shall be provided along the interior/paseo trails to provide for safe and convenient pedestrian and bicycle traffic. ENGINEERING DIVISION • A. Streets: 1. Two means of access shall be provided to each tract as it develops. It shall have a minimum 26' AC paved width within a 40' wide right-of-way. 2. All knuckles and cul-de-sac bulbs shall be designed to City Standards. 3. The following north/south street connection from Highland Avenue to Base Line shall be constructed with the first tract: a. Portion of the Loop Road from Highland Avenue to Victoria Park Lane, 26' AC paved width within a 40 foot wide right-of-way, b. Victoria Park Lane from Loop Road to Milliken Avenue, both roadbeds, and c. Milliken Avenue from Victoria Park Lane to Base Line, an 18 foot wide AC paved lane on both sides of the median. If the Developer decides to construct Milliken Avenue full width, he shall be credited or reimbursed from Systems Development Fees for the cost of the west half from Base Line Road to the railroad. • Planning Commission Resolution Victoria Groves Page #3 • 4. The right-of-way on the Loop Road shall be increased to include 0.5 feet beyond the outside edge of the sidewalk. 5. A precise alignment for the transition of Highland Avenue to meet the existing bridge to the west shall be submitted to and approved by the City Engineer prior to scheduling of the first Tract Map for Planning Commission' s approval . B. Drainage: 1. All storm drain connections to Deer Creek Channel shall be subject to the approval of the Flood Control District. The total number should be minimized. 2. A revised storm drain master plan for the entire area shall be completed by the Developer' s Engineer and approved by the City Engineer and the Flood Control District prior to scheduling of the first tract map for Planning Commission approval . 3. A drainage report identifying required storm drain facilities for each tract when submitted will be required and shall be approved by the City Engineer prior to scheduling for Planning • Commission approval . Each plan shall provide for 100 year overflows. C. Grading: Approval from the Flood Control District and the Southern Pacific Railroad are required for the proposed grading on their property. The approvals shall be obtained prior to submittal to the Planning Commission of the Tract Maps effecting those areas. APPROVED AND ADOPTED THIS 27TH DAY OF MARCH, 1985.
