RESOLUTION NO. 86-190
A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
APPROVING THE AREA DEVELOPMENT PLAN FOR VICTORIA
VINEYARDS NORTH VILLAGE LOCATED SOUTH OF HIGHLAND, WEST
OF DAY CREEK BOULEVARD, NORTH OF THE RAILROAD TRACKS AND
EAST OF MILLIKEN AVENUE
WHEREAS, on the 10th day of October, 1986, a complete application was
filed by The William Lyon Company for review of the above-described project;
and
WHEREAS, on the 10th day of December, 1986, the Rancho Cucamonga
Planning Commission held a public hearing to consider the above-described
project.
NOW, THEREFORE, the Rancho Cucamonga Planning Commission resolved as
follows:
SECTION 1: That the following findings can be met:
1. That the proposed use is in accord with the
objectives of the Victoria Planned Community Text
and the purposes of the district in which the use is
proposed; and
2. That the proposed use, together with the conditions
applicable thereto, will not be detrimental to the
public health, safety, or welfare, or materially
injurious to properties or improvements in the
vicinity; and
3. That the proposed use is in compliance with each of
the applicable provisions of the Victoria Planned
Community Text and Development Code; and
4. That the proposed project is consistent with the
General Plan.
SECTION 2: That Area Development Plan for Victoria Vineyards North
Village is approved subject to the following conditions:
PLANNING DIVISION:
1. That conceptual approval is granted for the land use
designations and locations, specific road alignments and
street sections, locations for school/park sites and
location for a community facility site.
2. All pertinent conditions of approval as contained in
Resolution 81-37 shall apply.

3. The Community Facility site shall be architecturally
compatible with surrounding residential character,
including harmonious building style, form, size, color,
material and roof line. Commercial/Office architecture is
discouraged.
4. Community pedestrian trail shall be provided on the west
side of Rochester within an expanded parkway. Detailed
cross sections shall be reviewed and approved by the City
Planner prior to map recordation.
5. Special treatment shall be provided on trail crossing where
proposed, to the satisfaction of the City Planner and Trails
Advisory Committee. No unsignalized midblock trail crossings
shall be permitted on Victoria Park Lane or Rochester Avenue.
6. Private trails within planning areas V and X shall be
designed compatible with Community Trail Standards and to
distinguish these trails from on-site sidewalk systems.
Conceptual design criteria shall be reviewed and approved
by the City Planner and Trails Advisory Committee prior to
submittal of any development application within the
affected planning area.

I, Brad Buller, Deputy Secretary of the Planning Commission of the City of
Rancho Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
on the 10th day of December, 1986 by the following vote-to-wit:
