A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING
TENTATIVE TRACT MAP NO. 13248 AND DESIGN REVIEW THEREOF
WHEREAS, Tentative Tract Map No. 13248, hereinafter "Map" submitted
by Chris Canaday, applicant, for the purpose of subdividing the real property
situated in the City of Rancho Cucamonga, County of San Bernardino, State of
California, described as a total multi-family residential development
comprising 60 units on 5.85 acres of land in the Medium Residential District
(8-14 du/ac), located on the north side of Highland, approximately 850 feet
east of Archibald Avenue - APN 201-252-32 into 16 lots, regularly came before
the Planning Commission for public hearing and action on August 27, 1986; and
WHEREAS, the City Planner has recommended approval of the Map subject
to all conditions set forth in the Engineering and Planning Division's
reports; and
WHEREAS, the Planning Commission has read and considered the
Engineering and Planning Division's reports and has considered other evidence
presented at the public hearing.
NOW, THEREFORE, the Planning Commission of the City of Rancho
Cucamonga does resolve as follows:
SECTION 1: The Planning Commission makes the following findings in
regard to Tentative Tract No. 13248 and the Map thereof:
(a) The tentative tract is consistent with the General
Plan, Development Code, and specific plans;
(b) The design or improvements of the tentative tract is
consistent with the General Plan, Development Code,
and specific plans;
(c) The site is physically suitable for the type of
development proposed;
(d) The design of the subdivision is not likely to cause
substantial environmental damage and avoidable
injury to humans and wildlife or their habitat;
(e) The tentative tract is not likely to cause serious
public health problems;
(f) The design of the tentative tract will not conflict
with any easement acquired by the public at large,
now of record, for access through or use of the
property within the proposed subdivision.

(g) That this project will not create adverse impacts on
the environment and a Negative Declaration is
issued.
SECTION 2: Tentative Tract Map No. 13248, a copy of which is
attached hereto, is hereby approved subject to all of the following conditions
and the attached Standard Conditions:
Design Review:
1. Special landscaping entry statement should be provided
(i .e. , pockets of annual color, accent trees, and shrubs,
and rockscape).
2. Eucalyptus trees located at east side of central open
space is to be saved and shall be enclosed by a chain
link fence prior to issuance of any grading or building
permit and prior to commencement of work. Fences are to
remain in place during all phases of construction and
cannot be removed without I e written consent of the City
Planner until construction is complete.
3. The remainder of existing trees may be removed subject to
replacement planting as part of overall landscaping of
project as required elsewhere by these conditions.
4. Any proposed security gates shall be reviewed by Design
Review Committee and Foothill Fire District prior to
issuance of building permits.
5. A sound barrier consisting of a wall or wall/berm
combination shall be required along Highland Avenue. A
final acoustical report to provide mitigation measures
for interior noise reduction (45 CNEL) in compliance with
Title 25 Standards shall be required.
6. The developer shall , in cooperation with the property
owner/developer to the west, install one common block
wall along the adjoining property line. A letter of
agreement from the property owner/developer to the west
shall be filed with the City.
7. Texturized surface shall be provided at project entry and
texturized pedestrian crossings shall be minimum 6 feet
wide.
8. Trellis shall be provided on courtyard elevations for
Buildings A & B.
9. Provide sidewalk all the way around internal loop road to
separate cars and pedestrians. Where sidewalk crosses
drive aisle, provision for 6 foot wide texturized surface
shall be required.

10. Recreation building elevations shall reflect the dominant
architectural elements of buildings.
11. Dense landscape shall be provided along the north and
east property lines for buffering and wind mitigation,
(i .e. 50% combination of deciduous and evergreen tree
types, 25 feet on center).
12. Evergreen tree types shall be plotted along building
elevations to soften the building mass.
13. Planting fingers and tree wells and pockets shall be used
between garage doors and on the ends of the driveway.
14. Planted hedgerow or handrail shall be required along
south side of sidewalk at Building 14, due to steep
grade.
15. Final landscaping plan shall provide dense planting of
trees (15 gallon) along all buildings with southerly and
westerly solar exposure to mitigate solar heat gain.
16. All outdoor mailbox locations shall be covered and
appropriate lighting provided. The final design shall be
compatible with the building architecture and shall be
submitted for review and approval by the Planning
Division prior to issuance of building permits.
17. Low level lighting shall be provided in all open space
areas. Construction details shall be provided prior to
issuance of building permits.
18. Final design details of frontage wall along Highland and
decorative masonry wall along the east property line
shall be submitted to Design Review for review and
approval prior to issuance of building permits.
Tract Map:
1. The existing Hermosa Water Company easements for
pipelines shall be abandoned prior to recordation of the
Final Map.
2. Construct a channel and access road improvements as
recommended by the San Bernardino County Flood Control
District and as required by the City Engineer along the
project easterly boundary.
3. Provide a left-turn pocket into the project on Highland
Avenue as approved by the City Engineer.
4. Revisions to street improvement plans shall be approved
by the City Engineer prior to issuance of an encroachment
permit.

5. The existing overhead utilities (telecommunication and
electrical ) on the project side of Highland Avenue shall
be undergrounded from the first pole west of the project
boundary to the first pole east of the channel along the
east project boundary prior to public improvement
acceptance or occupancy whichever occurs first.
6. The design of the block wall to be constructed along the
Flood Control Channel located on the east property line
of the project shall be submitted to the Design Review
Committee for review and approval prior to issuance of
building permits.
