FD 91-011 A RESOLUTION OF THE FIRE BOARD OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, RESCINDING RESOLUTION NO. FD 90-017 IMPLEMENTING SALARY AND BENEFITS FOR FISCAL YEAR 1991/92 WHEREAS, the Fire Board of the Rancho Cucamonga Fire Protection District of the City of Rancho Cucamonga has determined that it is necessary for the efficient operation and management of the City that policies be established prescribing salary ranges for employees of the Rancho Cucamonga Fire Protection District and WHEREAS, the Fire Board of the Rancho Cucamonga Fire Protection District of the City of Rancho Cucamonga recognizes that it competes in a marketplace to obtain qualified personnel to perform and provide municipal services, and that compensation and conditions of emplo3nnent must be sufficiently attractive to recruit and retain qualified employees. SECTION 3: Dental Insurance The Fire District provides fully paid employee and family dental insurance plan for all full-time continuous salaried employees. SECTION 4: Vision Insurance The Fire District provides vision care coverage for management employees and employees of the Support Services Association at a payment of up to $19.00 monthly beginning July 1, 1991. Resolution No. FD 91-011 Page 4 SECTION 5: Life Insurance Non-safety, non-management full-time employees are entitled to a term life insurance policy of $30,000, paid by the Fire District. SECTION 6: Holidays Holidays are those days which the District designates as observed holidays. Holiday leave is a right, earned as a condition of employment, to a leave of absence with pay. Whenever a holiday falls on a Saturday, the preceding Friday shall be observed as the holiday. Additionally if your alternate day off falls on a Monday which is a holiday, you are to take Tuesday off. If the holiday falls on a Friday then Thursday would be taken off as a flex day. Employees shall accrue holiday time as follows: Effective July 1, 1991 Type of Personnel Shift Personnel 40 Hour Personnel Monthly Annually Maximum 14.0 hrs. 168.0 hrs. 192.0 hrs. 9.33 hrs 112.0 hrs. 168.0 hrs. SECTION 7: Holiday Hours Employees assigned to alternative work schedules (i.e. 4/10, 9/80) will be allowed to charge the equivalent number of hours for observance of a holiday, equal to the number of hours in the regularly scheduled work day (i.e. 4/10 schedule, 10 hours equals I day). However, the total number of holidays offered by the Fire District shall not be exceeded in hourly equivalent or days. SECTION 8: Flex Work Week Management employees shall be allowed to work a flexible work week upon the approval of their supervisor. Resolution No. FD 9!-OIl Page 5 SECTION 9: Uniform Allowance The Fire District provides $425 annually to the Maintenance Technician and Fire Protection Specialist for the purchase and maintenance of uniforms required to be worn in the performance of their job responsibilities. The Fire District also provides $425 annually to safety members. SECTION 10: Tuition Reimbursement Employees are eligible for reimbursement of up to $1,500 based on actual cost as documented by receipts, per fiscal year for costs associated with attendance of work related classes, or earning credits toward completion of courses required for a degree, or courses that the employee feels would be valuable for their overall development at colleges or universities. Approval for reimbursement must be obtained by the employee's supervisor prior to taking the course. SECTION 11: Vacation Vacation leave is a right, earned as a condition of employment, to a leave of absence with pay. All full-time employees shall, with continuous service, accrue working days of vacation monthly according to the following schedule: 40 - hour personnel Years of Annual Completed Service Accrual 1-3 years 4-7 years 8-10 years 10 years-19 years 20 years 25 years Shift personnel 85.72 hours 128.57 hours 171.43 hours 188.58 hours 196.58 hours 204.58 hours Years of Annual Service Accrual 1-3 years 120 hours/5 shifts 4-7 years 180 hours/7.5 shifts 8-10 years 240 hours/lO shifts Over 10 years 264 hours/11 shifts For Battalion Chiefs - 1 additional shift at 20 years and I shift at 25 years. SECTION 12: Sick Leave Sick leave is the authorized absence from duty of an employee because of physical or mental illness injury, pregnancy, confirmed exposure to a serious contagious disease, or ~or a medical, optical, or dental appointment. Sick leave is that amount of leave designated by the District. Employees shall be entitled to sick leave as follows: 40 hour personnel accrue 96 hours annually; shift personnel accrue 144 hours/6 shifts annually. Resolution No. FD 91-011 Page 6 SECTION 13: Bereavement Leave 40-hour Personnel In the event of death in the employee's immediate family, the employee shall be granted three (3) days paid bereavement leave. A maximum of five (5) days paid bereavement leave shall be granted if there is a death in the immediate family outside the state boundaries in accordance with rules and regulations. Shift Personnel In the event of a death in the employee's immediate family, the employee shall be granted two (2) shifts paid bereavement leave. A maximum of three (3) shifts paid bereavement leave shall be granted it there is a death in the immediate family outside the state boundaries in accordance with rules and regulations. SECTION 14: Military Leave Employees are entitled to thirty (30) days paid military leave in any one fiscal year, provided they have been employed by the district for one (1) year prior to this leave. Any employee with less than one years' service must use accrued annual leave or compensatory time if he wishes to receive his normal pay. SECTION 15: Work Related Injuries All management and non-management, non-safety and safety Fire District employees are entitled to their full salary and benefits when they sustain an on-the-job work related injury for up to one (1) year. (See Labor Code Section 4850 for provisions). Although Section 4850 covers only safety personnel, the Distict is extending this same benefit to non-safety employees. Temporary disability payments received during any injury period are to be returned to the Fire District. SECTION 16: Standby Pay Standby pay to Maintenance Technician shall be at the rate of $195 per month. SECTION 17: The provisions of the Memorandums of Understanding for the period July 1, 1988 through June 30, 1991, are incorporated by reference as part of this resolution. All provisions in those Memorandums of Understanding are in affect, unless otherwise modified by this resolution. PASSED, APPROVED, and ADOPTED this 17th day of July, 1991.
