A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA MODIFYING TENTATIVE TRACT MAP NO. 12659,
LOCATED AT THE SOUTHWEST CORNER OF ETIWANDA AVENUE AND
24TH STREET IN THE VERY LOW RESIDENTIAL DISTRICT - APN:
225-011-35
A. Recitals.
(i ) On November 13, 1985, the Planning Commission adopted its
Resolution No. 85-168, thereby approving, subject to specified conditions,
Tentative Tract Map No. 12659, which provides for the development of 135
single family lots and 3 common lots on 67.67 acres of land within the Very
Low Residential District.
(ii ) The above-described property is located at the southwest corner
of Etiwanda Avenue and 24th Street and is within the VL (Very Low Residential )
District.
(iii ) On August 6, 1987, a modification request was filed by Security
Management for the deletion of conditions of approval requiring the
installation of bleachers and an announcer's stand adjacent to the arena
within the equestrian lot.
(iv) On the 9th of September, 1987, the Planning Commission of the
City of Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
(v) All legal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on September 9, 1987, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) That tentative tract is consistent with the
General Plan, Development Code, and specific
plans; and
(b) The design or improvements of the tentative
tract is consistent with the General Plan,
Development Code, and specific plans; and

(c) The site is physically suitable for the type of
development proposed; and
(d) The design of the subdivision is not likely to
cause substantial environmental damage and
avoidable injury to humans and wildlife or
their habitat; and
(e) The tentative tract is not likely to cause
serious public health problems; and
(f) The design of the tentative tract will not
conflict with any easement acquired by the
public at large, now of record, for access
through or use of the property within the
proposed subdivision.
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, that a Negative Declaration was issued on
November 13, 1985.
5. Based upon the findings and conditions set forth in paragraphs
1, 2 and 3 above, this Commission hereby modifies Resolution 85-168 by
changing Condition No. ld and le under Design Review, by adding Condition 16
under Design Review, and adding Condition No. 8 and 9 under Tentative Tract to
read as follows:
Design Review
ld. Adequate seating shall be provided around the arena area. The
seating shall be of a sufficient height to provide adequate
visibility into the arena. The final design and location of the
seating shall be reviewed and approved by the Trails Advisory
Committee prior to the issuance of building permits.
le. A building shall be constructed to accommodate on announcer's or
refreshment stand in the future.
16. The equestrian lot shall be maintained by the homeowners
association in perpetuity.
Tentative Tract
8. Utility Undergrounding:
a. The existing overhead utilities
(telecommunications and electrical ) on the
project (south) side of 24th Street shall be
undergrounded from the first pole on the west
side of the northerly projection of future
Hanley Avenue to the first pole on the east

side of Etiwanda Avenue, prior to public
improvement acceptance or occupancy, whichever
occurs first. Reimbursement of one-half the
City adopted cost for undergrounding from
future development as it occurs on the opposite
(north) side of the street is not feasible,
because the property is in the County.
9. If approval from the Metropolitan Water District is
not obtained for the landscaping along 24th Street
at the time of occupancy of Phase I, a cash surety
satisfactory to the City Engineer and City Planner
shall be posted to cover the cost of the
installation of the landscaping and irrigation
along 24th Street.
b. An in-lieu fee as contribution to the future
undergrounding of the existing overhead
utilities (telecommunications and electrical )
on the opposite (east) side of Etiwanda shall
be paid to the City prior to approval of the
Final Map. The fee shall be one-half the City
adopted unit amount times the length from the
south project boundary to the terminus of the
lines near the north project boundary.
6. The Deputy Secretary to this Commission shall certify to the
adoption of this Resolution.

1, Brad Buller, Deputy Secretary of the Planning Commission of the City of
Rancho Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
on the 9th day of September, 1987, by the following vote-to-wit:
