A RESOLUTION OF THE BOARD OF DIRESTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, CITY OF RANCHO
CUCAMONGA, SAN BERNARDINO COUNTY, STATE OF CALIFORNIA,
AUTHORIZING FORMATION OF THE WEST END COMMUNICATIONS
AUTHORITY
WHEREAS, the Rancho Cucamonga Fire Protection District is considering
proceedings, together with any four (4), or more, of the following public
agencies, namely: the City of Chino, the City of Montclair, the City of
Ontario, the City of Rancho Cucamonga, the City of Upland, the Monte Vista
Water District, the Chino Rural Fire Protection District, and the City of Los
Angeles (Los Angeles Department of Airports) (the "Participants"), for the
acquisition, construction and operation of certain communications facilities
and improvements in connection therewith with such proceedings the Rancho
Cucamonga Fire Protection District proposes to form, with the Participants, a
joint exercise of powers authority pursuant to Article I (commencing with
Section 6500) of Chapter 5, Division 7 of Title 1 of the California Government
Code to exercise the common powers of the Rancho Cucamonga Fire Protection
District and Participants; and
WHEREAS, the form of joint exercise of powers agreement among the
Rancho Cucamonga Fire Protection District and the Participants creating the
West End Communications Authority (the "Joint Powers Agreement"), has been
filed with the Rancho Cucamonga Fire Protection District, and members of the
Board of Directors, with the aid of its staff, have reviewed the Joint Powers
Agreement.
NOW, THEREFORE, the Board of Directors of the Rancho Cucamonga Fire
Protection District of the City of Rancho Cucamonga does hereby resolve, order
and determine, as follows:
SECTION 1: Formation of Joint Powers Authority. The Board of
Directors hereby authorizes the officers and staff members of the Rancho
Cucamonga Fire Protection District to assist in the organization of a joint
exercise of powers authority among the Rancho Cucamonga Fire Protection
District and the Participants, to be known as the "West End Communications
Authority" (the "Authority"). The Board of Directors hereby approves and
authorizes the President to execute and the Secretary to attest the Joint
Powers Agreement forming the authority, in substantially the form on file with
the Secretary together with any changes therein deemed advisable by the
District Legal Counsel.
SECTION 2: Appointment of Members. In accordance with Section 2.03
of the Joint Powers Agreement, the Board of Directors hereby appoints the Fire
Chief to act as the Rancho Cucamonga Fire Protection District represen- tative
to the Board of Directors of the Authority.
SECTION 3: Official Action. The Director, Chief, Finance Director
and Secretary of the District, and any other officers of the District, are
hereby authorized and directed to take all actions and do all things necessary
or desirable hereunder with respect to the formation of the authority, includ-
ing but not limited to the execution and delivery of any and all agreements,

certificates, instruments and other documents which they, or any of them, may
deem necessary or desirable and not inconsistent with the purposes of this
Resolution.
SECTION 4: Effective Date. This Resolution shall take effect
immediately upon its passage and adoption.

District do hereby certify that the foregoing Resolution was duly passed,
approved, and adopted by the Board of Directors of the Rancho Cucamonga Fire
Protection District, at a regular meeting of said Board held on the 21st day
of February, 1990.
