A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
APPROVING DESIGN REVIEW FOR TRACT NO. 13476 LOCATED EAST
OF HELLMAN AND NORTH OF TRYON IN THE LOW DENSITY
RESIDENTIAL DISTRICT (2-4 DWELLING UNITS PER ACRE) -
APN: 208-111-04
A. Recitals.
(i ) West Venture Development Co. has filed an application for the
Design Review of Tract No. 13476 as described in the title of this
Resolution. Hereinafter, the subject Design Review request is referred to as
"the application".
(ii ) On May 25, 1988, the Planning Commission of the City of Rancho
Cucamonga held a meeting to consider the application.
(iii ) All legal prerequisites to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced meeting on May 25, 1988, including written and
oral staff reports, this Commission hereby specifically finds as follows:
1. That the proposed project is consistent with the
objectives of the General Plan; and
2. That the proposed design is in accord with the
objective of the Development Code and the purposes
of the district in which the site is located; and
3. That the proposed design is in compliance with each
of the applicable provisions of the Development
Code; and
4. That the proposed design, together with the
conditions applicable thereto, will not be
detrimental to the public health, safety, or
welfare, or materially injurious to properties or
improvements in the vicinity.
3. Based upon the findings and conclusions set forth in paragraph 1
and 2 above, this Commission hereby approves the application subject to each
and every condition set forth below and in the attached Standard Conditions
attached hereto and incorporated herein by this reference.

Planning Division
(1) The required flood wall along Hellman Avenue shall
be located at the back of walk and constructed of a
slump stone material . The perimeter tract wall
adjacent to Hellman Avenue shall be stucco coated
with slump stone pilasters and capped. The flood
wall shall be constructed as a level wall with steps
to follow natural grade, rather than parallel to the
sidewalk with the courses in the block running
parallel to those in the pilasters of the perimeter
wall .
(2) An enhanced landscape treatment shall be provided
adjacent to the wall insets along Hellman Avenue.
The treatment may include decorative planters,
accent trees, and/or additional shrubbing.
(3) Permanent vine supports shall be provided on the
tract wall adjacent to Hellman Avenue which will
accommodate future growth.
(4) The final Landscape and Irrigation Plans and wall
design for Hellman Avenue shall be reviewed and
approved by the City Planner and City Engineer prior
to issuance of building permits.
(5) Decorative side yard walls, which are consistent
with the wall design on Hellman Avenue, shall be
provided adjacent to Lots 3, 4, 8, 29, 30, 34, and
37 and shall be located at least 5 feet from the
back of walk.
(6) The applicant shall provide landscaping and
irrigation to those areas between the sidewalk and
corner side yard walls.
(7) The percent grade of the driveway for Lot 1 shall
not exceed 8 percent within 18 feet of the garage
and 14 percent at any point.
(8) A minimum 15 foot flat rear yard area shall be
provided for Lot 2.
(9) For all fieldstone veneer, a natural river rock
shall be used rather than a manufactured stone. For
all other types of stone, manufactured veneers were
found acceptable. Of the cultured stone veneers the
Brown Cobblefield, San Francisco, a mix of the San
Francisco and Grey Cobblefield, and the Texas Creme
Cobblefield are acceptable.

(10) The use of the cape cod blue and mauve color schemes
shall be used on the project' s interior and not on
lots fronting on Tryon.
Engineering
(1) Slopes on Hellman Avenue to be maintained by the
City shall not exceed 3 to 1. A separate landscape
and irrigation plan shall be provided for Hellman
Avenue which is consistent with City standards and
shall be reviewed and approved by the City Engineer.
4. The Deputy Secretary to this Commission shall certify to the
adoption of this Resolution.
