A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
RECOMMENDING DENIAL OF A REQUEST TO AMEND THE LAND USE
MAP OF THE GENERAL PLAN, GPA 87-04G, FROM LOW-MEDIUM
RESIDENTIAL (4-8 DWELLING UNITS PER ACRE) TO HIGH
RESIDENTIAL (24-30 DWELLING UNITS PER ACRE) FOR A SENIOR
HOUSING PROJECT ON 5.05 ACRES OF LAND LOCATED ON THE
SOUTH SIDE OF BASE LINE ROAD, WEST OF ARCHIBALD AVENUE,
RANCHO CUCAMONGA, CALIFORNIA, AND MAKE FINDINGS IN
SUPPORT THEREOF
A. Recitals.
(i ) Nourse Development has filed an application for General Plan
Amendment 87-04G as described in the title of this Resolution. Hereinafter in
this Resolution, the subject General Plan Amendment is referred to as "The
Application."
(ii ) On April 13, 1988, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on The Application
and concluded said hearing on that date.
(iii ) All legal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on April 13, 1988, including
written and oral staff reports, together with public testimony , this
Commission hereby specifically finds as follows:
(a) The Application applies to a 5.05 acre parcel of land
basically rectangular in configuration, located on the south side of Base Line
Road, west of Archibald Avenue. Said property is currently designated as Low-
Medium Residential (4-8 dwelling units per acre) on the Land Use Map of the
General Plan and is currently developed with an older single family residence
with the remainder of the site vacant land with a concentration of trees
adjacent to Base Line Road; and

(b) The property to the north of the subject site is
designated Neighborhood Commercial on the Land Use Map of General Map and
consists of a neighborhood commercial shopping center, the property to the
south of the subject site is designated Low Residential (2-4 dwelling units
per acre) on the Land Use Map of the General Plan and consists of vacant land
and low density single family residential , the property to the east is
designated Neighborhood Commercial on the Land Use Map of the General Plan and
consists of a neighborhood commercial shopping center, and the property to the
west is designated Low Residential (2-4 dwelling units per acre) on the Land
Use Map of the General Plan and consists of low density single family
residential ; and
(c) The Application requests the Amendment of the Land Use Map
of the General Plan from Low-Medium Residential (4-8 dwelling units per acre)
to High Residential (24-30 dwelling units per acre) for the 5.05 acre parcel ;
and
(d) The Application would not be consistent with the Land Use
Element of the General Plan, would result in potentially significant adverse
impacts to persons and property in the immediate vicinity of the subject site,
and would not be in the best interests of the health, safety, and welfare of
the citizens of the City of Rancho Cucamonga.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
fact set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes that the application would not be consistent with the objectives of
the Land Use and Housing Elements of the General Plan, would not be in the
best interests of the City of Rancho Cucamonga, and would not protect the
health, safety, and welfare of the citizens of Rancho Cucamonga, California.
4. Based upon the findings and conclusions set forth in paragraphs
1, 2, and 3 above, this Commission hereby recommends approval of The
Application and directs that a certified copy of this Resolution and related
material be forwarded to the City Council for final determination.
5. The Deputy Secretary to this Commission shall certify to the
adoption of this Resolution.

Rancho Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
