' A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE FOOTHILL FIRE PROTECTION DISTRICT, COUNTY
OF SAN BERNARDINO, STATE OF CALIFORNIA,
AMENDING RESOLUTION NO. 2 10-77 , TO AUTHORIZE
A CHANGE IN JOB CLASSIFICATION FOR MAINTENANCE
OFFICER AND ADDING THE POSITION OF MAINTENANCE
TECHNICIAN TO THE POSITION CLASSIFICATION
AND SALARY PLAN
WHEREAS, the Board of Directors has determined that
a position of Maintenance Technician should be established in
the District and a need to revise the classification of
Maintenance Technician; and
NOW, THEREFORE, BE IT RESOLVED that the following
salary range be established for the position of Maintenance
Technician;

' BE IT, FURTHER RESOLVED that the following 3ob
classification of Maintenance Officer and Maintenance Technician
be included in the District ' s classification and salary plan;
MAINTENANCE OFFICER
DEFINITION•
Under direction of the Operations Chief, the Maintenance Officer
plans , organizes , coordinates , directs and supervises District
vehicle and equipment maintenance program. Prepares and controls
annual maintenance and repair budgets . Performs ma3or overhauls
and repairs , maintenance and modification work, and does related
work as required
EXAMPLES OF DUTIES :
Plans , organizes , coordinates and directs the work of personnel
engaged in the servicing, installation, maintenance, repair
and modification of equipment. Establishes and maintains uniform
practices and policies for effective ma3or repair, overhaul,
refurbishment and special pro3ects . Supervises the painting,
welding and fabrication of parts . Inspects work methods and
the condition of shop facilities and equipment. Directs inventory
control of supply parts of a wide variety of equipment.
Determines need and feasibility of ma3or repairs on individual
pieces of equipment. Consults with operating officials and
' administrative personnel on the specifications for the purchase
of new equipment. Furnishes cost estimates for work contemplated
on equipment cost data for work accomplished. Authorizes the

purchase of parts and supplies . Investigates and resolves
complaints . Confers with and advises staff on maintenance and
repair problems . Prepares detailed records relating to
preventative maintenance schedules and of time, materials, and
equipment used. Initiates and maintains good working
relationships with vendors . Formulates long term maintenance
and repair programs . Directs the preparations of vehicles and
equipment bids and recommends awards of contracts . Prepares
annual budget estimates and justification for maintenance and
repair activities. Recommends changes in the basic maintenance
structure and staffing. Assists the training program of
personnel, regarding equipment, tools , services and field
problems . Locates and arranges for the purchasing of parts
and supplies .
Performs the most advanced and technical maintenance, repair
and modification work on District vehicles and equipment. Insures
the proper diagnosis of defects and problems . Adapts and
fabricates parts and tools to accomplish repair functions .
Repairs , adjusts and trouble shoots hydraulic systems , fuel
systems , ignition systems, fire pumps and accessories .
Installs new or rebuilt engines and reconditions existing engines .
' Repairs and replaces components . Determines the need for
contracting services . Uses acetylene and electric welding and
cutting equipment on body, fender and related work. Coordinates
the design and manufacturing of specialized equipment and in
the remodeling of old equipment and vehicles. As required,
responds on a call back basis or shares duty coverage with
assistant, responding to emergencies, regarding equipment repairs
in the field. Supervises the work of staff involved in building,
electrical communications , and equipment maintenance.
SPECIAL REQUIREMENTS :
Possession of a valid Class II California Drivers License.
DESIRABLE QUALIFICATIONS:
Knowledge of :
Principles, methods and practices pertaining to the operation
of an equipment maintenance and repair facility. Tools,
lubricants, equipment and procedure used in servicing,
overhauling, repairinq and adjusting a variety of automotive,
emergency and other power driven equipment. Principles , methods
and practices used in a program of preventative maintenance.
Hydraulic principles essential to the maintenance and repair
of specialized fire fighting equipment. Inventory control and
purchasing methods and techniques . Internal combustion and
diesel-powered engines characteristics and maintenance needs
' of a wide variety of emergency automotive and mechanical
equipment. Basic principles and practices of office management,
administration, budgeting, supervision, training and office

' management, administration, budgeting, supervision, trainng
and public relations . Types of metals , their fabrication and
welding techniques. Technical, legal, financial, and public
relations problems involved in the conduct of maintenance and
repair programs . Hazards and safety precautions , of maintenance
and repair work. Accepted safety standards and approved methods
of electrical installation, maintenance and repair.
ABILITY TO•
Plan, organize, coordinate and direct a District-wide program
of vehicle and equipment maintenance and repair. Prepare, read
and interpret plans , specifications and detailed drawings .
Estimate labor and material costs and requirements for major
mechanical maintenance, repair, rehab or replacement projects .
Establish and direct a comprehensive preventative maintenance
program. Effectively supervise and train personnel in all areas
of responsibility. Schedule and program work on a long-term
basis . Prepare comprehensive reports , plans , specifications
and work estimates. Supervise the maintenance of records and
prepare time and activities reports . Express ideas on technical
subjects clearly and concisely, orally and in writing. Maintain
effective working relationships with subordinates and the general
public. Plan and develop a budget and work program. Perform
' the most advanced and technical equipment maintenance and repair
work. Design and fabricate tools and equipment. Diagnose
mechanical problems with skill and accuracy.
TRAINING AND EXPERIENCE:
Any combination of training and experience which would provide
the required knowledge and abilities is qualifying. A typical
way to obtain these abilities and knowledge would be :
Five years of increasingly responsible journey level experience
in the maintenance and repair of emergency, automotive, heavy
and light construction equipment, including at least two years
in a supervisory or administrative capacity. Experience must
include substantial work with diesel engines and fire pumps .
Must be willing to continue education in updating on-going changes
in the industry.
EDUCATION-
Equivalent to graduation from high school, preferably supplemented
by college level courses in hydraulics, apparatus and equipment,
automotive repair and diesel mechanics .

' MAINTENANCE TECHNICIAN
DEFINITION•
Under supervision of the Maintenance Officer the Maintenance
Technician will inspect, diagnose and repair Fire District
vehicles and equipment. Install and maintain fire station alarm
systems , electrical and electronic equipment, District vehicles
and facilities. Services and performs preventative maintenance
work on Fire District vehicles and related equipment. Plus
sharing the duty with the Maintenance Officer. Performs related
work as required.
EXAMPLES OF DUTIES :
Installs , maintains and keeps accurate records of maintenance
of two way radio systems , siren systems , electrical and electronic
equipment associated with District fire vehicles and facilities .
Locate and diagnose mechanical difficulties on District vehicles ,
emergency equipment and other power operated equipment.
Determines and repairs a variety of mechanical equipment including
gasoline and diesel engines, transmissions , clutches and
differentials . Do engine tune ups , starters , lighting systems .
Must be able to do minor welding and painting. Maintains work,
' time and materials records . Makes field and emergency repairs
as necessary. Brings need for repairs to the attention of the
Maintenance Officer. Picks up and delivers vehicles and parts.
Performs custodial duties around the maintenance facility.
SPECIAL REQUIREMENT:
Must possess a valid California Class II driver license.
DESIRABLE QUALIFICATIONS :
Knowledge of :
Theory of electricity as related to installation and maintenance
of electrical equipment, materials , methods , practices and tools
used in installation and maintenance of radios , sirens ,
alternators , starters , generators, motors , and lighting systems,
tools , equipment and procedures used in overhaul, repair and
adjustment of automotive, emergency and other power driven
equipment. The operation and care of internal combustion diesel
engines and other components . Uses of equipment shop tools
and equipment. Basic methods used in electric - arc and acetylene
welding. The servicing and minor maintenance of automotive
and other power driven equipment. Oils , greases , lubricating
devices and other tools and materials used in servicing equipment .
Methods and materials used in cleaning and washing automotive
equipment. Safe work practices. Be familiar with dispatch
' procedures ; two way radio use and ability to instruct on the
use of two way radios . Be familiar with national electrical
code pertaining to 110 volt and 220 volt commercial wiring.

' Ability to repair electronic sub-assemblies and be able to
identify transistors , resistors , capacitors and other electrical
devices . Be able to solder. Should understand protocol of
Fire Service .
ABILITY TO:
Inspect automotive , emergency and other power driven equipment
to locate malfunctions and estimate the time and cost of repairs .
Perform minor and major mechanical and electrical repairs on
District equipment and facilities. Use a variety of tools with
skill and safety. Maintain shop and repair records . Lubricate
a wide variety of mechanical equipment. Maintain basic time,
mileage and service records . Identify automotive parts and
supplies . Understand and carry out oral and written instructions .
Operate District equipment. Establish and maintain cooperative
working relationships with supervision and other personnel. Read
and write at the level required for successful job performance.
Share weekend duty assignments with the Maintenance Supervisor.
Respond to perform repairs to equipment when necessary. Apply
electrical theory to practical applications as encountered in
vehicle maintenance. Read blueprints, specifications and wiring
diagrams . Work safely on and around high voltage equipment .
' Perform heavy manual labor.
TRAINING AND EXPERIENCE:
Skills and abilities required for this job are of a level normally
required through a high school education, a two year college
or technical school and previous job related experience.
Graduation from high school or equivalent is required. Must
be willing to continue on-going technical education.
