A RESOLUTION OF THE BOARD OF DIRECTORS OF THE FOOTHILL
FIRE PROTECTION DISTRICT, COUNTY OF SAN BERNARDINO, STATE
OF CALIFORNIA, AMENDING RESOLUTION NO. 02-10-77, AUTHORIZING
THE ADDITION OF FIRE SAFETY SUPERVISOR AND FIRE SAFETY
ANALYST POSITIONS TO THE CLASSIFICATIONS AND SALARIES
PLAN.
WHEREAS, the Board of Directors has determined the need for increased
staffing within the District's Fire Safety Division in order to provide adequate
supervision and building plan check and plan review services, and
WHEREAS, the Board of Directors has determined the addition of a
Fire Safety Supervisor and Fire Safety Analyst will provide added personnel
resources to effectively cope with rapid development and the increasing
responsibilities of the District's Fire Safety Division
NOW, THEREFORE, BE IT RESOLVED that the following salary range be
established for the position of Fire Safety Supervisor and Fire Safety Analyst

BE IT, FURTHER RESOLVED that the following job classification for
Fire Safety Supervisor and Fire Safety Analyst be added to the District's
position classification and salary plan,
FIRE SAFETY SUPERVISOR (Non-Safety)
DEFINITION
Under direction of the Fire Marshal, plan, organize, coordinate and supervise
the work of the Fire Safety Division Personnel engaged in fire inspections,
fire investigations and fire prevention public awareness activities, to assist
the Fire Marshal in coordinating and conducting complex fire inspections and
investigations, to assist in the development of fire prevention and public
safety programs, to perform a variety of technical fire inspection, fire
investigation and fire prevention activities, assists Fire Safety Analyst
in reviewing and checking building plans, specificatins and fire protection
systems to insure compliance with all applicable codes, ordinances, regulations
and requirements, and to do related work as required

EXAMPLES OF DUTIES
' Plans, organizes, coordinates and supervises the work of the Fire Safety
Division Personnel engaged in fire inspection, plan check and review, fire
investigation and fire prevention public awareness activities, reviews reports,
records and correspondence resulting from inspections of commercial, industrial,
residential and public assembly buildings, ensures compliance with fire codes,
ordinances and safety regulations, coordinates and schedules initial and
follow-up inspections, oversees the testing of fire alarm devices and other
fire protection systems and equipment, assists the Fire Marshal in conducting
complex fire inspections and public safety programs and supervises the designing
and preparation of fire prevention literature, assists in the preparation
and control of the Division budget, supervises Fire Safety Division education
activities such as lectures, presentations and demonstrations, supervised
Fire Safety Division Personnel assisting members of the community attempting
to improve the safety of their home or facility, coordinates engine company
inspections of commercial, residential and industrial occupancies, coordinates
weed abatement program activities, directs arson and explosive investigations
in conjunction with law enforcement agencies to determine fire causes and
origin, assists in conducting hazardous materials investigations, develops
evidence for criminal investigations in cooperation with law enforcement
officials, insurance representatives and criminal prosecutors, provides
technical information and fire protection assistance to architects, developers,
contractors, engineers and property owners, reviews, evaluates and coordinates
fire prevention codes and ordinance enforcement within the department and
with other agencies, prepares monthly activity and technical reports relating
' to fire prevention training, inspection and fire investigations, supervises
Fire Safety Division personnel and may act on behalf of the Fire Marshal during
absences, responds to fire scenes during on-duty and off-duty hours for
investigative functions as required, assists Fire Safety Analyst in the checking
and processing of building and/or fire protection system plans as needed
SPECIAL REQUIREMENT
Possession of an appropriate California vehicle operators license issued by
the State Department of Motor Vehicles
DESIRABLE QUALIFICATIONS
Knowledge of
Fire prevention methods, programs and equipment, Public relations aspects
of fire prevention activities, Fire investigation methods, procedures and
equipment, City, County, and State building, fire protection and prevention
codes, ordinances and regulations, General fire suppression methods and
procedures, Principles of management, supervision and training, Office
organization and management practices, Recordkeeping, filing and report
preparation practices, Applicable City, State and Special Agency fire laws,
ordinances, regulations and requirements, Fire prevention methods, programs
and equipment, general building, electrical and plumbing codes and ordinances
ABILITY TO
Plan, organize, direct and coordinate assigned fire inspection and investigation
activities, directs the investigation of arson and other suspected incendiary

fires, insure the proper supervision and training of assigned staff, effectively
represent the fire district with community organizations and other agencies
as directed, establish and maintain cooperative working relationships, express
ideas clearly, orally and in writing, assist in the development of fire
prevention and public safety programs, assist the Fire Marshal in coordinating
and conducting complex fire inspections and investigations, interpret, apply
and explain fire codes and regulations, prepare technical correspondence and
reports, read and interpret complex blueprints and prepare comprehensive plan
check reports
TRAINING AND EXPERIENCE
Eight years experience in an organized fire department, of which three years
should be in a technical fire prevention and investigation position, preferably
including at least one year of experience in a supervisory capacity.
EDUCATION
Equivalent to graduation from high school, preferably supplemented by college
level courses in fire science Possession of an Associate in Science degree
in Fire Science and State Fire Marshal Fire Prevention Officer certification
are highly desirable
FIRE SAFETY ANALYST (Non-Safety)
' DEFINITION
Under direction of the Fire Marshal and in cooperation with the City of Rancho
Cucamonga Building and Safety Division, reviews and checks building plans,
specifications and fire protection systems to insure compliance with all
applicable fire protection codes, ordinances, regulations and requirements,
to meet with architects, builders, business owners, city officials and members
of the public and provide information, assistance and code and ordinance
definition and interpretation, to conduct inspections of commercial, industrial,
institutional, public and residential occupancies, and to do related work
as required
EXAMPLES OF DUTIES
Analyzes plans, data, programs and reports to control fire safety problems
prior to construction and conducts technical inspections after construction
to ensure compliance, reviews building plans to assure adequacy of fire
requirements, meets with architects, builders, business owners, city officials
and the public to define code and ordinance requirements, conducts inspection
of commercial, industrial, institutional, public and residential occupancies
to determine compliance with state and local regulations and makes
recommendations for improved fire protection, works closely with Fire District
personnel, and other departments and other agencies in coordinating plan and
' building review and fire protection service, reviews statistics regarding
fire cause in relation to existing provisions of the Fire Code and recommends
changes as needed, participates in development, presentation and evaluation

' of public relations/educational programs, fire safety and prevention, hazard
abatement programs, company inspection and fire fighting training programs
in fire prevention and inspection and other related programs, enforces fire
safety code provisions of a technical and complex nature, witnesses tests
of fire protection systems, prepares special, comprehensive and routine reports
and maintains records, compiles a variety of statistical data, assists
fire/arson investigators in gathering evidence and preparing cases for criminal
prosecution, attends seminars, meetings and conferences to stay abreast of
development in the field, assists in coordinating and supervising plan check
activities, serves on committees and task forces
SPECIAL REQUIREMENTS
Possession of an appropriate California vehicle operators license issued by

' services, filing, recordkeeping and report writing practices
ABILITY TO
Review and check building plans, specifications and fire protection and
sprinkler system to insure compliance with all applicable fire protection
codes, ordinances, regulations and requirements, conduct effective inspections
of assigned commercial, industrial, institutional, public and residential
occupancies, analyze data, recognize problems, make appropriate decisions
and to use resourcefulness and tact in resolving problems, provide information,
assistance and code and ordinance interpretation and definition to architects,
builders, business owners, city officials and members of the public, establish
and maintain effective working relationships with district employees, express
ideas clearly and concisely, orally and in writing, to groups and to
individuals, prepare and maintain a variety of records and files, coordinate
plan checking activities with other divisions and agencies, read, interpret
and apply terms and requirements of pertinent codes, ordinances and regulations,
effectively represent the interest of the District in all public contact and
inspection activities, perform rapid, accurate statistical calculations,
investigate complaints regarding the specific areas of responsibility and
makes necessary recommendations or corrections, write necessary correspondence,
and reports and follows through until the case is closed, work effectively
and independently without direct supervision.
' TRAINING AND EXPERIENCE
Any combination of training and experience which would provide the required
knowledges and abilities The experience should include at least one year
of professional experience in fire protection and building plan review or
in a closely related field

EDUCATION
Graduation from an accredited four year college or university with
specialization in Fire Protection Engineering or a closely related field.
