A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE FOOTHILL FIRE PROTECTION DISTRICT OF
SAN BERNARDINO COUNTY, STATE OF CALIFORNIA,
ESTABLISHING AN APPROPRIATIONS LIMIT FOR
FISCAL YEAR 1987-88 PURSUANT TO ARTICLE
XIII-B OF THE CALIFORNIA CONSTITUTION
WHEREAS, Article XIII-B of the Constitution of the
State of California provides that the total annual appropriations
subject to limitation of the State and of each local government
shall not exceed the appropriations limit of such entity of
government for the prior year ad3usted for changes in the cost
of living and population except as otherwise provided in Sections
( 5 ) , ( 7 ) and ( 8 ) of said Article 13-B. These exclusions are:
Debt Service Funds, Revenue Bonds, Federal Funds and Grants ,
Contingencies , Emergencies , Enterprise Funds , Capital Improvement
Carry-Overs , Capital Equipment, Intra-Governmental Service Funds,
Reserves for Workers ' Compensation, Long-Term Disability,
Retirement, Unemployment and other Reserve Funds that are deemed
reasonable and proper per the aforementioned sections ; and
' WHEREAS, pursuant to said Article 13-B of the
Constitution of the State of California, the Board of Directors
of the Foothill Fire Protection District deems it to be in the
best interests of the Foothill Fire Protection District to
establish an appropriations limit for the fiscal year 1987-88 ;
and
WHEREAS, the Foothill Fire District has determined
that said appropriations limit for the fiscal year 1987-88 be
established in the amount of $4 ,125 , 893 .
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Foothill Fire Protection District that an appropriations
limit for the fiscal year 1987-88 pursuant to Article 13-B of
the Constitution of the State of California be established in
the amount of $4 ,125, 893 and the same is hereby established.
BE IT FURTHER RESOLVED that said appropriations limit
herein established may be changed as deemed necessary by
resolution of the Board of Directors .

the Board of Directors of Foothill Fire Protection District

RECOMMENDATION•
Board of Directors adopt attached resolution,
setting the Article XIII B Appropriation Limit,
for Fiscal Year 1987-88 .
BACKROUND:
The State of California Constitution, Article
XIII B, requires that an appropriations limit
be established annually by the Districts
governing body, the Board of Directors . The
factors used to develop the appropriation
limit, is the C.P. I . change, and the change
in population within the District.
The index we are required to use for the Gann
Limit calculation changes from January 1986 ,
to January 1987 , by 3 . 04% , and the population
change factor for the same period, is 9. 0% .
This gave the District a total factor of
1 . 12318. These factors are determined by the
State of California and forwarded to different
public agencies in May of each year .
ANALYSIS •
The District ' s fiscal year 87-88 limit is
$4 , 125, 893 . The attached chart identifies
the Base year of 1978 with a Appropriation
Limit set at $1, 482, 695 , along with the
C.P.I . and population change for the . •
time frame since then.
