A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING DENIAL OF
GENERAL PLAN AMENDMENT (GPA) NO. 89-01A, REQUESTING TO
AMEND THE GENERAL PLAN LAND USE MAP FROM LOW RESIDENTIAL
(2-4 DWELLING UNITS PER ACRE) TO LOW MEDIUM RESIDENTIAL
(4-8 DWELLING UNITS PER ACRE) FOR 4 ACRES OF LAND LOCATED
AT THE SOUTHEAST CORNER OF MILLIKEN AVENUE AND VINTAGE
DRIVE, RANCHO CUCAMONGA, CALIFORNIA, AND MAKING FINDINGS
IN SUPPORT THEREOF - APN: 225-251-47
A. Recitals.
(i ) Pitassi Architects has filed an application for General Plan
Amendment No. 89-01A as described in the title of this Resolution.
Hereinafter in this Resolution, the subject General Plan Amendment is referred
to as "the application".
(ii ) On January 25, 1989, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application.
(iii ) All legal prerequisites to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part "A", of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on January 25, 1989, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows :
a) The application applies to approximately 4 acres of land,
basically a rectangular configuration, located at the southeast corner of
Milliken Avenue and Vintage Drive and is presently vacant. Said property is
currently designated as Low Residential ; and
b) The property to the north of the subject site is designated
Low Residential and is developed (single family residential) . The property to
the east is designated Low Residential and is developed (single family
residential ) . The property to the west is designated Low Medium Residential
and is currently being developed (single family residential ) . The property to
the south is designated Low Residential and is undeveloped; and

c) This amendment does conflict with the Land Use Policies of
the General Plan and would not provide for development, within the district,
in a manner consistent with the General Plan and with related development; and
d) This amendment does not promote the goals and objectives of
the Land Use Element; and
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
a) That the subject property is not suitable for the uses
permitted in the proposed district in terms of access, size, and compatibility
with existing land use in the surrounding area; and
b) That the proposed amendment is not in conformance with the
General Plan.
4. This Commission hereby finds that the project has been reviewed
and considered for compliance with the California Environmental Quality Act of
1970.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Commission hereby resolves that pursuant to Section
65850 to 65855 of the California Government Code, that the Planning Commission
of the City of Rancho Cucamonga hereby recommends denial on the 25th day of
January, 1989, General Plan Amendment No. 89-01A.
6. The Deputy Secretary to this Commission shall certify to the
adoption of this Resolution.

I, Brad Buller, Secretary of the Planning Commission of the City of Rancho
Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
on the 25th day of January, 1989, by the following vote-to-wit:
