HomeMy WebLinkAbout89-39 - Resolutions RESOLUTION NO. 89-39 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING TENTATIVE PARCEL MAP NUMBER 9326, LOCATED NORTH OF ARROW ROUTE, EAST OF THE I-15 FREEWAY AND SOUTH OF FOOTHILL BOULEVARD, AND MAKING FINDINGS IN SUPPORT THEREOF - APN 229-021-59 WHEREAS, Tentative Parcel Map Number 9326, submitted by The Plies Development Company, applicant, for the purpose of subdividing into 28 parcels, the real property situated in the City of Rancho Cucamonga, County of San Bernardino, State of California, identified as APN(s) 229-021-59, located north of Arrow Route, east of the I-15 Freeway and south of Foothill Boulevard; and WHEREAS, on March 22, 1989, the Planning Commission held a duly advertised public hearing for the above-described map. NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED AS FOLLOWS: SECTION 1: That the following findings have been made: 1. That the map is consistent with the General Plan. 2. That the improvement of the proposed subdivision is consistent with the General Plan. 3. That the site is physically suitable for the proposed development. 4. That the proposed subdivision and improvements will not cause substantial environmental damage, public health problems or have adverse affects on abutting property. SECTION 2: This Commission finds and certifies that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970 and, further, this Commission hereby issues a Negative Declaration. SECTION 3: That Tentative Parcel Map No. 9326 is hereby approved subject to the attached Standard Conditions and the following Special Conditions: PLANNING COMMISSION RESOLUTION NO. 89-39 TENT PM 9326 - THE PLIES DEV. CO. MARCH 22, 1989 PAGE 2 Special Conditions 1. If the Parcel Map records prior to the improvement of the portion of Day Creek Channel south of Arrow Route, an interim retention basin shall be designed/constructed as follows: a. The runnoff (Q100) from the site, including any runoff from the area north of the site, shall be 100% contained within the basin; b. The basin shall have sufficient capacity to contain 3-100 year sequence storms with a gated gravity or pump system to drain the basin within 24-hours during the off-peak flow hours; c. A mechanism shall be provided for the maintenance/removal and the funding thereof of the interim drainage facilities by some entity other than the City with a provision that the City be allowed access and cost recovery for maintenance if necessary; d. A plan identifing the interim and permanent drainage facilities shall be provided to and approved by the City Engineer; and e. The screening of the Basin shall be subject to the approval of the Design Review Committee. 2. An in-lieu fee as contribution to the future undergronding of the existing overhead utilities (electrical , except for the 66KV electrical ) on the opposite side of Arrow Route shall be paid to the City prior to the approval of the Final Map. The fee shall be one- half the City adopted unit amount times the length from the center of the Southern California Edison property to the east project boundary. 3. Parkway improvements may be deferred until the development of the adjacent parcels except as otherwise required for the area master plan. 4. Easements for joint use driveways shall be provided on the Final Parcel Map or by separate instrument prior to approval of the Final Parcel Map. 5. The cul-de-sac extension of "B" Street shall be constructed as follows: a. Full width for the portion adjacent to Parcel 9 upon development of Parcels 8 or 9. b. A minimum 26' wide pavement within a 40' dedication for the portion along the eastern boundary of Parcel 8 upon the development of Parcel 8. The intersection of "B" and "C" Streets shall be constructed as a standard knuckle initially and reconstructed as a standard "Tee" upon construction of the cul -de-sac . d. The cul -de-sac street may be deleted if access to the two existing parcels adjacent to the east (APN 229-013-15 and 16) is no longer required. 6. The construction of the Master Plan Storm Drain within Arrow Route shall be coordinated with the Metropolitan Water District, including any offsite easements, if required. 7. Provide dedication for the I-15 Freeway to Foothill Boulevard Interchange as required by Caltrans and the City Engineer. 8. The curves within "A" and "C" Streets shall begin a minimum of 100' north of the curb returns with Arrow Route, shall have a minimum radius of 300' , reversing curves shall have the same radius and be separated by a tangent of 100' . 9. The Master Plan is conceptual only and is subject to future development design review approval . APPROVED AND ADOPTED THIS 22ND DAY OF MARCH, 1989.
