A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE MODIFICATION
TO CONDITIONAL USE PERMIT NO. 87-14, THE REQUEST TO
EXPAND AN EXISTING 7,200 SQUARE FOOT CHURCH BY 2,285
SQUARE FEET WITHIN AN EXISTING INDUSTRIAL PARK LOCATED AT
9521-A BUSINESS CENTER DRIVE IN THE GENERAL INDUSTRIAL
DISTRICT (SUBAREA 3) , AND MAKING FINDINGS IN SUPPORT
THEREOF APN: 209-021-39.
A. Recitals.
(i ) On April 27, 1987, this Commission adopted its Resolution No.
87-63, thereby approving, subject to specified conditions, Conditional Use
Permit No. 87-14 which provides for locating a church within the General
Industrial District (Subarea 3) .
(ii) New Hope Community Church has filed an application for the
issuance of the modification to Conditional Use Permit No. 87-14 as described
in the title of this Resolution. Hereinafter in this Resolution, the subject
Conditional Use Permit request is referred to as "the application".
(iii ) On the 24th of May, 1989, the Planning Commission of the City
of Rancho Cucamonga conducted a duly noticed public hearing on the application
and concluded said hearing on that date.
(iv) All legal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on May 24, 1989, including written
and oral staff reports, together with public testimony, this Commission hereby
specifically finds as follows:
(a) The application contemplates an expansion of 2,285 square
feet to an existing 7,200 square foot church facility located at 9521-A
Business Center Drive, within a fully developed industrial site; and
(b) The property to the north of the subject site is
residential , the property to the south of that site consists of industrial
buildings, the property to the east consists of industrial buildings, the
property to the west is vacant.

3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the proposed use is in accord with the
General Plan, the objectives of the Development
Code, and the purposes of the district in which
the site is located.
( b) That the proposed use, together with the
conditions applicable thereto, will not be
detrimental to the public health, safety, or
welfare, or materially injurious to properties
or improvements in the vicinity.
(c) That the proposed use complies with each of the
applicable provisions of the Development Code.
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Commission hereby issues a Negative
Declaration.
5. Based upon the findings and conclusions set forth in paragraph
1, 2, 3, and 4 above, this Commission hereby approves the application subject
to each and every condition set forth below.
( 1) Any modification, expansion, or other change in operation,
including day care, will require a revision to the Conditional
Use Permit.
(2) Approval of this request shall not waive compliance with all
sections of the Industrial Specific Plan, all other applicable
City Ordinances and any community or specific plans in effect at
the time of occupancy.
(3) All signage proposed for this Conditional Use Permit shall be
designed in conformance with the City's Sign Ordinance and shall
require review and approval by the Planning Division prior to
installation.
(4) If the operation of this Conditional Use Permit causes adverse
effects to neighboring businesses, the Conditional Use Permit
shall be brought before the Planning Commission for the
consideration and possible termination of the use.
(5) Plans shall be submitted to and approved by the Foothill Fire
Department and Building and Safety Division for their review and
approval prior to the issuance of building permits. The plans
shall indicate:

A. A seating diagram for the sanctuary with the type of
seating illustrated.
B. The proposed use for each room, including ages of children
using each room.
(6) The building shall not be occupied, except for church office
activity, until completion of all improvements required by
Building and Fire Codes to the satisfaction of the Building and
Safety Division and Foothill Fire Protection District. Further,
the building may be used for religious assembly and other large
group (50+ persons) activities on Saturdays and Sundays and
after 6:30 p.m. on weeknights.
( 7) Preschools or schools are not allowed by this permit; however,
this shall not preclude nurseries or Sunday School during the
hours of religious or group assembly.
6. The Secretary to this Commission shall certify to the adoption
of this Resolution.

regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
