A RESOLUTION OF THE PLANNING COMMISSION OF RANCHO
CUCAMONGA, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT
NO. 89-23 FOR DEVELOPMENT OF A FIRE STATION, MAINTENANCE
FACILITY, TRAINING CENTER AND TRAINING TOWER TOTALING
36,328 SQUARE FEET, INCLUDING SPECIFIC DESIGN REVIEW
APPROVAL FOR PHASE I, ON 7.08 ACRES OF LAND LOCATED AT
THE SOUTHWEST CORNER OF THE PROPOSED EXTENSIONS OF JERSEY
BOULEVARD AND MILLIKEN AVENUE IN THE MINIMUM IMPACT HEAVY
INDUSTRIAL DISTRICT (SUBAREA 9) OF THE INDUSTRIAL AREA
SPECIFIC PLAN, AND MAKING FINDINGS IN SUPPORT THEREOF -
APN: 229-111-23.
A. Recitals.
(i) The Rancho Cucamonga Redevelopment Agency has filed an
application for the issuance of the Conditional Use Permit No. 89-23 as
described in the title of this Resolution. Hereinafter in this Resolution,
the subject Conditional Use Permit request is referred to as "the
application".
(ii) On the 27th of September, 1989, the Planning Commission of the
City of Rancho Cucamonga conducted a duly noticed public hearing on the
application and concluded said hearing on that date.
(iii ) All legal prerequisites to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on September 27, 1989, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The application applies to property located on Parcel 8 of
Parcel Map 11891, with a street frontage of 600 feet along Jersey Boulevard
and a street frontage of 835 feet along Milliken Avenue, the project site is
currently vacant; and
(b) The property to the north and east is vacant and has been
master planned for industrial development, the property to the south and west
contains existing industrial buildings; and

(c) The application addresses the master plan for development
of a fire station, maintenance facility, training center and training tower,
however, the application only contains design review of Phase I building
elevations.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the proposed use is in accord with the General Plan, the
objectives of the Industrial Specific Plan, and the purposes of the district
in which the site is located.
(b) That the proposed use, together with the conditions applicable
thereto, will not be detrimental to the public health, safety, or welfare, or
materially injurious to properties or improvements in the vicinity.
(c) That the proposed use complies with each of the applicable
provisions of the Industrial Specific Plan.
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Commission hereby issues a Negative
Declaration.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Commission hereby approves the application subject
to each and every condition set forth below and in the attached Standard
Conditions , attached hereto and incorporated herein by this reference.
Planning Division:
(1 ) The brick block used in the building elevations
shall be a 4 x 8 x 12 inch block size.
(2) Additional building details including, but not
limited to, the standing brick lintel , columns at
the entrance to the apparatus room, additional
detailing at the windows and doors and the project
perimeter wall shall be reviewed and approved by the
Planning Commission prior to issuance of building
permits.
(3) Additional landscaping shall be provided along the
northwest elevation of the primary facility adjacent
to the intersection of Jersey Boulevard and Milliken
Avenue. Large canopy trees shall be used to frame
the building to soften its appearance. The
additional landscaping and canopy trees shall be

shown on the landscape and irrigation plans to be
reviewed and approved by the City Planner prior to
the issuance of building permits.
(4) A decorative paving/banding treatment shall be
provided at both driveways to break up large
expanses of paving , subject to review and approval
by the City Planner.
(5) All equipment shall be ground mounted and shall be
adequately screened by landscaping and low
decorative walls. Any landscape screening shall be
shown on the landscape and irrigation plans to be
reviewed and approved by the City Planner prior to
issuance of building permits.
(6) Phase II shall require separate design review
approval in the future.
(7) The tower element on the southwest building
elevation shall be detached from the primary
facility and relocated to the interior courtyard
located between the primary facility, the
maintenance center and the training center. The
tower element is no longer part of Phase I and will
be reviewed with Phase II.
Engineering Division:
Special Conditions:
(1 ) Conditions of Approval for Parcel Map 11891 shall
apply to the project.
(2) Landscape along future Milliken Avenue shall be in
accordance with the City' s landscape master plan for
Milliken Avenue.
(3) Drainage facilities shall be provided for the site
to the satisfaction of the City Engineer as follows:
a) Drainage areas shall be consistent with the
approved hydrology study for Parcel Map 11891.
b) Interium drainage facilities shall be
constructed considering the ultimate
conditions.
6. The Secretary to this Commission shall certify to the adoption of
this Resolution.
