A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING
TENTATIVE PARCEL MAP NUMBER 12348, LOCATED ON THE EAST
SIDE OF CENTER AVENUE, NORTH OF FOOTHILL BOULEVARD, AND
MAKING FINDINGS IN SUPPORT THEREOF - APN 1077-401-34
WHEREAS, Tentative Parcel Map Number 12348, submitted by DR. REVEEWAN
KANOK VECHAYANT, applicant, for the purpose of subdividing into 9 parcels, the
real property situated in the City of Rancho Cucamonga, County of San
Bernardino, State of California, identified as APN( s) 1077-401-34, located on
the east side of Center Avenue, north of Foothill Boulevard and
WHEREAS, on January 10, 1990, the Planning Commission held a duly
advertised public hearing for the above-described map.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED AS
FOLLOWS:
SECTION 1: That the following findings have been made:
1. That the map is consistent with the General Plan.
2. That the improvement of the proposed subdivision is
consistent with the General Plan.
3. That the site is physically suitable for the
proposed development.
4. That the proposed subdivision and improvements will
not cause substantial environmental damage, public
health problems or have adverse affects on abutting
property.
SECTION 2: This Commission finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Commission hereby issues a Negative
Declaration.
SECTION 3: That Tentative Parcel Map No. 12348 is hereby approved
subject to the attached Standard Conditions and the following Special
Conditions:

A. Engineering Division
1. An in-lieu fee as contribution to the future undergrounding of the
existing overhead utilities (electrical and telecommunications) on
the opposite side of Center Street shall be paid to the City prior to
building permit issuance. The fee shall be one-half the City adopted
unit amount times the length of the parcel frontages as follows:
a. Parcel 1 - From the northerly parcel boundary to the southerly
parcel boundary.
b. Parcel 2 - from the northerly parcel boundary to the center of
"A" Street.
c. Parcel 3 - from the center of "A" Street to the south project
boundary.
2. The storm drain connection to the Deer Creek Channel shall be subject
to the approval of the San Bernardino Flood Control District.
Alternative drainage methods shall be subject to the approval of the
City Engineer.
3. Easements for joint use driveways shall be provided prior to approval
of the Final Map for parcels 4 and 5, 6 and 7, and 8 and 9.
4. All rights of vehicular ingress and egress shall be dedicated as
follows:
a. All frontage on Center Avenue.
b. On "A" Street except for joint access opening and openings for
parcels 2 and 3 as shown on the conceptual master plan.
B. Planning Division
1. Two means of access shall be provided for Parcel 1 to "A" Street
through the contiguous parcels. Reciprocal access easements shall be
provided by CC&R's and shall be recorded concurrent with the map.
2. A private trail connection, identified by special decorative paving
and landscaping shall be provided from the cul-de-sac to the Deer
Creek Channel ( future regional trail) . The trail shall serve the
entire project; therefore, appropriate access easements shall be
shown on the map and maintenance provisions shall be provided by
CC&Rs to be recorded concurrent with the map. The trail alignment
and design shall be shown on a master site plan, subject to approval
by the Design Review Committee, prior to recordation of the final
map. Construction shall be deferred until development of the
affected parcel .
