A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING DESIGN REVIEW
FOR TRACT NO. 13859, LOCATED ON THE NORTHWEST CORNER OF
SPRUCE AVENUE AND CHURCH STREET WITHIN THE TERRA VISTA
PLANNED COMMUNITY IN THE HIGH RESIDENTIAL DISTRICT (24-
30 DWELLING UNITS PER ACRE) , AND MAKING FINDINGS IN
SUPPORT THEREOF - APN: 1077-421-11 AND 18.
A. Recitals.
(i ) Lewis Homes has filed an application for the Design Review of
Tract No. 13859 as described in the title of this Resolution. Hereinafter,
the subject Design Review request is referred to as "the application."
( ii ) On the 13th day of June, 1990, the Planning Commission of the
City of Rancho Cucamonga held a meeting to consider the application and
continued said meeting to July 11 and August 8, 1990.
(iii ) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows :
1 . This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced meetings on June 13, July 11 , and August 8, 1990,
including written and oral staff reports, this Commission hereby specifically
finds as follows :
(a) That the proposed project is consistent with the
objectives of the General Plan; and
(b) That the proposed design is in accord with the objectives
of the Development Code and the purposes of the district in which the site is
located; and
(c) That the proposed design is in compliance with each of the
applicable provisions of the Development Code; and
(d) That the proposed design, together with the conditions
applicable thereto, will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.

3. Based upon the findings and conclusions set forth in paragraphs
1 and 2 above, this Commission hereby approves the application subject to each
and every condition set forth below and in the attached Standard Conditions,
attached hereto and incorporated herein by this reference.
Planning Division
1 . A colored, scored concrete apron shall be provided outside
the garages. A second natural concrete band which may be
used as a gutter in some locations shall also be provided
adjacent to the colored, scored concrete apron. The design
details shall be shown on the construction documents and be
reviewed and approved by the City Planner.
2. A minimum 2-foot-wide clear planter area shall be provided
between the low retaining wall and the curb edge of the
drive aisle along Church Street.
3. Gas meters and/or any other utility fixtures shall be
screened from view with low walls, berming, and/or
landscaping. These fixtures may also be enclosed within
outdoor storage areas if possible.
4. The project shall be constructed consistent with the
preliminary acoustical studies. A final acoustical study
shall be prepared and submitted for review prior to
issuance of building permits. The study shall address the
noise along both Spruce Avenue and Church Street and shall
identify mitigation measures to be incorporated into the
final project design.
5. The 3/4-inch-wide aluminum channel reveal shall be painted
to match the building stucco color.
6. The final landscape plan shall be designed in accordance
with and shall comply with the City' s adopted Xeriscape
Ordinance.
7 . An arched window trim piece shall be added along the top of
all windows where sufficient space is available. The arch
shall be consistent with those above the stairwells and
balconies.
8. A sill trim piece shall be added at the bottom of the
openings on the walls enclosing the stairwells. The design
details shall be reviewed and approved by the City
Planner. The sill trim shall also be used on the balcony
walls below the metal railing.

9. The tile inset design shall be changed to a different
detail such as a foam medallion (with stucco over) , stone
piece, or similar detail . The City Planner shall review
and approve the final design.
10. The compact stalls on site shall be revised in some areas
to provide a more balanced distribution and to maximize
landscape area.
11. The main recreation building shall return for final Design
Review Committee approval . The circular tower element
shall be retained, an overhead trellis or tile roof element
shall extend further along the right side of the pool side
elevation, and a chimney shall be provided between the two
large windows on the right side elevation. The Commission
directed the applicant to upgrade and enhance
architecturally the entire right hand side of the pool side
elevation.
Engineering Division
1 . Construct the following Master Plan Storm Drain facilities:
(a) Line 1 from Deer Creek Channel to Church Street.
(b) Line 2-1 in Church Street from the site to Elm Avenue.
(c) Line 1-2 in Spruce Avenue.
(d) The retention basin in La Mission Park.
2. Construct the following portions of streets full width,
including street lights, except for off-site parkway
improvements which may be deferred until development of the
adjacent property:
(a) Spruce Avenue from Foothill Boulevard northerly to
meet the existing portion.
(b) Church Street, including landscape median, from Haven
Avenue to Milliken Avenue.
(c) Elm Avenue West from Church Street to Spruce Avenue.
3. Construct the traffic signal at the intersection of Spruce
Avenue and Foothill Boulevard.
4. A Master Plan for the landscaping of the median within
Church Street, from Haven Avenue to Rochester Avenue, shall
be completed and approved by the City prior to submittal of
the improvement plans to the City for review.

5. The easterly left turn pocket for the median opening in
Church Street is shown incorrectly on the latest plan
submittal ; therefore, it shall be corrected on the project
improvement plans.
4. The Secretary to this Commission shall certify the adoption of
this Resolution.
