A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION
RECOMMENDING APPROVAL OF VICTORIA COMMUNITY PLAN
AMENDMENT 90-02, A REQUEST TO AMEND THE DENSITY
PROVISIONS OF THE VICTORIA COMMUNITY PLAN TO REQUIRE
CHANGES IN LAND USE DESIGNATIONS TO BE APPROVED BY CITY
COUNCIL, AND MAKING FINDINGS IN SUPPORT THEREOF.
A. Recitals.
(i ) The City of Rancho Cucamonga has initiated an application for
Victoria Community Plan Amendment No. 90-02 as described in the title of this
Resolution. Hereinafter in this Resolution, the subject Community Plan
Amendment request is referred to as "the application."
(ii ) On September 26, 1990, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and concluded said hearing on that date.
(iii ) All legal prerequisites prior to the adoption of this
Resolution have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on September 26, 1990, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) The Amendment pertains to all residential property
within the Victoria Planned Community; and
(b) The Amendment provides for an additional level of review
consistent with the intent of the General Plan and Section 65856 of the
California Government Code.
3. Based upon the substantial evidence presented to this
Commission during the above-referenced public hearing and upon the specific
findings of facts set forth in paragrahs 1 and 2 above, this Commission hereby
finds and concludes as follows:

(a) That the Amendment will provide for development of a
comprehensively planned urban community within the District that is superior
to development otherwise allowable under alternate regulations; and
(b) That the Amendment will provide for development within
the District in a manner consistent with the General Plan and with related
development and growth management policies of the City; and
(c) That the Amendment will provide for the construction,
improvement, or extension of transportation facilities, public utilities, and
public services required by development with the District.
4. This Commission hereby finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Commission hereby recommends issuance
of a Negative Declaration.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Commission hereby resolves as follows:
(a) That pursuant to Section 65850 to 65855 of the
California Government Code, that the Planning Commission of the City of Rancho
Cucamonga hereby recommends approval on the 26th day of September, 1990,
Victoria Community Plan Amendment No. 90-02.
(b) The Planning Commission hereby recommends that the City
Council approve and adopt Victoria Community Plan Amendment No. 90-02, as
attached in Exhibit "A."
(c) That a Certified Copy of this Resolution and related
material hereby adopted by the Planning Commission shall be forwarded to the
City Council .
6. The Secretary of this Commission shall certify the adoption of
this Resolution.

I , Brad Buller, Secretary of the Planning Commission of the City of Rancho
Cucamonga, do hereby certify that the foregoing Resolution was duly and
regularly introduced, passed, and adopted by the Planning Commission of the
City of Rancho Cucamonga, at a regular meeting of the Planning Commission held
on the 26th day of September 1990, by the following vote-to-wit:
AYES: COMMISSIONERS: CHITIEA, MCNIEL, TOLSTOY
NOES : COMMISSIONERS : MELCHER, WEINBERGER
ABSENT: COMMISSIONERS : NONE
EXHIBIT "A"
The Victoria Community Plan, page 197, item number 3, shall be modified
to read as follows:
3. In order to provide flexibility in the development of the
Victoria Planned Community over the 10-15 year life of the
Plan, a maximum of 20% variation in the optimum yield may be
allowed.
Any and all variations shall be reviewed and approved by the
Design Review Committee, Planning Commission, and City
Council .
The variation in the number of dwelling units within one
