Adiourned Meetinq
A. CALL TO ORDER
An adjourned meeting of the Rancho Cucamonga City Council and the Rancho Cucamonga Community
Foundation was held on Tuesday, August 10, 1999, in the Tri Communities Room of the Civic Center located
at l0500Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 4:35 p.m.
by Mayor William J. Alexander.
Present were Councilmembers: Paul Biane (arrived at 4:40 p.m.), James Curatalo, Robert Dutton, Diane
Williams, and Mayor William J. Alexander.
Present were Foundation Members: Chuck Buquet, Patti Geye, Dawn Rae Granger, Sue McNiel, Sandra
Metel, and Ann Punter.
Also present were: Jack Lain, City Manager; Diane O'Neal, Assistant to the City Manager; Kevin McArdle,
Community Services Director; Paula Pachon, Management Analyst II; Melissa Morales, Administrative
Secretary and Debra J. Adams, City Clerk.
Absent was Foundation Member: Ed Gandara
B. ITEMS OF BUSINESS
B1. SWEARING IN OF COMMUNITY FOUNDATION MEMBER ANN PUNTER - The Oath of Office wUI be
administered by Mayor William J. Alexander
Mayor Alexander administered the Oath of Office to Foundation Member Punter.
B2. DISCUSSION REGARDING GOALS AND OBJECTIVES FOR THE RANCHO CUCAMONGA
COMMUNITY FOUNDATION
Staff report presented by Kevin McArdle, Community Services Director.
Foundation Chair Buquet stated he has been named the Chair of the Community Foundation. He stated the
list of priorities is not a rubber stamp but added each member has put a lot of thought into this. He hoped that
the Foundation could really help the City. He stated the list is a first cut.
Foundation Member Geye stated they want to be unified with the City Council and the community. She felt
having staff's assistance would help them to achieve their goals.
Mayor Alexander stated he felt Performing Arts is very important. He felt they should focus on a small thing
first instead of going after something that is very big.

Foundation Chair Buquet continued to go through the attached list of possible goals and explained them to
the Council.
Foundation Member Geye stated right now no one really knows about them and that they need to make
themselves known through an event to raise funds.
Councilmember Biane inquired how much money they have in their bank account.
Foundation Member Geye stated they have $18,579 in their account.
Councilmember Biane asked if the tax exempt status issue had been worked out so that is now legal to use
staff time to help them.
Councilmember Dutton stated it was resolved when he was part of the Foundation which is when this was first
a question. He continued to comment about the previous funds that the Board had set up and explained what
they were.
Councilmember Biane asked if these different funds that were set up are included in the $18,579 amount.
Foundation Member Geye, Foundation Treasurer, stated yes and commented how the money was broke out
into the various funds.
Councilmember Dutton stated he likes the work that he sees so far and complimented them for taking on the
challenge.
Mayor Alexander asked if resources have been identified where they can get funds.
Foundation Chair Buquet stated not formally, but felt they will get more into this at their September meeting.
Foundation Member Granger stated she has been doing some research on grants available and will bring that
information back to the Foundation Board at its next meeting.
Councilmember Biane asked what the City can do towards the grant writing program.
Kevin McArdle, Community Services Director, stated he and Dave Moore, Recreation Superintendent, would
be able to provide staff time to help in this area. He talked about his other staff that would also provide
suppod to the Foundation, which would not affect its nonprofit status.
Foundation Chair Buquet stated he felt the Foundation would work in concert with some of the Library
Foundation's goals as well.
Councilmember Biane stated he wants to make sure the Foundation knows they can use City staff resources
to get things done.
Foundation Chair Buquet stated they do realize this.
Mayor Alexander suggested they provide an update to the City Council every 90 days on their
accomplishments and progress.
Foundation Member McNiel felt this would be a good way to measure their progress.

Mayor Alexander stated he is glad that previous nonprofit issues are resolved and that staff can now assist
the Foundation Board.
Foundation Member Punter stated she wanted to make sure that the wheel isn't reinvented and did not want
to waste staff's time. She felt Performing Arts is a good goal for them to work on.
Councilmember Williams felt the Foundation can be used as a conduit for raising funds through various
projects or events.
Foundation Member Granger added she and Foundation Member Metel could do some of the grant writing
because of their previous experience.
Jack Lam, City manager, stated staff is available to help the Foundation, but if the Foundation has experience
they can go ahead and do a project with staff's help if needed.
Councilmember Dutton explained that Mike Mitchell worked with Jim Markman on clearing the nonprofit issue
up and that it is not a problem any longer so the Foundation will not lose their tax exempt status by using
staff's help.
Foundation Chair Buquet stated they want to make a contribution and make a difference. He stated this is
a partnership between the Council and the Foundation.
Foundation Member Geye stated they like being aligned with the Community Services Department and felt
that gives them strength.
Councilmember Curatalo stated he doesn't know if it is a good idea just to focus on Performing Arts.
Councilmember Dutton stated the previous Foundation had talked about having a Founder's Day Ball in
conjunction with all of the other Founder's Day activities. He asked that they take a look at implementing this.
Councilmember Williams stated a Founder's Day Ball 2000 is a reachable goal.
Mayor Alexander suggested the Council and Foundation meet on an annual basis to see how they are
progressing.
Foundation Member Geye stated they could come to a City Council meeting and give a report how they are
doing which would give them more exposure to the community.
Foundation Chair Buquet stated they could on a quarterly basis give an update to the Council at their regular
meetings.
