A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING APPROVAL OF
GENERAL PLAN AMENDMENT 90-03A, TO REVISE AND UPDATE THE
HOUSING ELEMENT IN ACCORDANCE WITH ARTICLE 10.6 OF THE
CALIFORNIA GOVERNMENT CODE, AND ISSUANCE OF A NEGATIVE
DECLARATION, AND MAKING FINDINGS IN SUPPORT THEREOF
A. Recitals.
(i) The City of Rancho Cucamonga has filed an application for
General Plan Amendment No. 90-03A as described in the title of this
Resolution. Hereinafter in this Resolution, the subject General Plan
Amendment is referred to as "the application."
(ii) On February 27, and continued to March 13, and March 27, 1991,
the Planning Commission of the City of Rancho Cucamonga conducted duly noticed
public hearings on the application.
(iii) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearings on February 27, March 13, and
March 27, 1991, including written and oral staff reports, together with public
testimony, this Commission hereby specifically finds as follows:
(a) The proposed revision and amendment of the Housing Element
will not have a significant impact on the environment as evidenced by the
conclusions and findings of the Initial Study Part II; and
(b) The proposed Housing Element Amendment is in substantial
conformance with the provisions of Article 10.6 of the California Government
Code as evidenced by the revisions made to the document at the request of the
State Department of Housing and Community Development; and
(c) The proposed Housing Element is consistent with the other
elements of the General Plan as provided through the organization and
construction of the General Plan into super elements in which the goal,
objectives, and policies contained in these elements are interrelated and
dependent upon one another, and as a result of the recent technical update to
the General Plan adopted January 4, 1989; and

(d) The proposed amendment furthers the attainment of the
City's overall housing goal through the development and implementation of the
five-year action program and quantified objectives which promote the
preservation, maintenance, and development of housing opportunities for all
economic segments of the community.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearings and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the proposed Housing Element Amendment is in
conformance with the General Plan.
(b) That the proposed Housing Element Amendment will not have
significant impacts on the environment.
(c) That the proposed Housing Element Amendment is in
substantial compliance with the provisions of Article 10.6 of the California
Government Code.
4. (a) The Planning Commission specifically finds and determines
that a Negative Declaration for this project has been prepared in compliance
with the California Environmental Quality Act of 1970 as amended and the
guidelines promulgated thereunder; and, further, this Commission finds and
determines that, based upon the findings set forth in Sections 1, 2, and 3,
that no significant adverse environmental effects will occur.
(b) The Planning Commission finds that the facts supporting the
above-specified findings are contained in the Negative Declaration, the Staff
Report and exhibits, and the information provided to this Commission during
the public hearings; and, therefore, this Commission hereby recommends
issuance of a Negative Declaration.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Commission hereby resolves that pursuant to Section
65850 to 65855 of the California Government Code, the Planning Commission of
the City of Rancho Cucamonga hereby recommends approval on the 27th day of
March 1991 of General Plan Amendment No. 90-03A.
6. The Secretary to this Commission shall certify to the adoption
of this Resolution.
