A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING APPROVAL OF
ETIWANDA SPECIFIC PLAN AMENDMENT 91-03, SUBAREA 5,
AMENDING THE ETIWANDA SPECIFIC PLAN LAND USE MAP FROM
MEDIUM RESIDENTIAL (8-14 DWELLING UNITS PER ACRE) TO LOW
MEDIUM RESIDENTIAL (4-8 DWELLING UNITS PER ACRE) FOR
APPROXIMATELY 10.09 ACRES OF LAND BORDERED ON THE NORTH
AND WEST BY EXISTING LOW MEDIUM RESIDENTIAL DESIGNATED
LAND, ON THE EAST BY EXISTING OFFICE/PROFESSIONAL
DESIGNATED LAND, AND ON THE SOUTH BY BASE LINE ROAD, AND
MAKING FINDINGS IN SUPPORT THEREOF - APN: 227-131-34
THROUGH 36, 52 THROUGH 54, AND 61.
A. Recitals.
(i) The City of Rancho Cucamonga has filed an application for
Etiwanda Specific Plan Amendment No. 91-03 as described in the title of this
Resolution. Hereinafter in this Resolution, the subject Etiwanda Specific
Plan Amendment is referred to as "the application. "
(ii) On August 28, 1991, the Planning Commission of the City of
Rancho Cucamonga conducted a duly noticed public hearing on the application
and also issued Resolution No. 91-63A recommending to the City Council that
the associated General Plan Amendment No. 91-02B, Subarea 7, be approved.
(iii) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the
Planning Commission of the City of Rancho Cucamonga as follows:
1. This Commission hereby specifically finds that all of the facts
set forth in the Recitals, Part A, of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Commission
during the above-referenced public hearing on August 28, 1991, including
written and oral staff reports, together with public testimony, this
Commission hereby specifically finds as follows:
(a) Subarea 5 of the application applies to approximately 10.09
acres of land, basically a rectangular configuration, bordered on the north
and west by Low Medium Residential designated land, on the east by existing
Office/Professional designated land, on the south by Base Line Road as shown
on Exhibit "Al, " and is presently vacant. Said properties are currently
designated as Medium Residential (8-14 dwelling units per acre) ; and
(b) The property to the north of the subject site is designated
Low Medium Residential and is vacant. The property to the west is designated
Low Medium Residential and is underdeveloped with a single family residence.
The property to the east is designated Office/Professional and is vacant. The

property to the south of Base Line Road is designated Medium Residential and
is vacant.
(c) This amendment does not conflict with the Land Use Policies
of the General Plan and Etiwanda Specific Plan and will provide for
development, within the district, in a manner consistent with the General Plan
and with related development; and
(d) This amendment does promote the goals and objectives of the
Land Use Element; and
(e) This amendment would not be materially injurious or
detrimental to the adjacent properties and would not have a significant impact
on the environment nor on the surrounding properties.
3. Based upon the substantial evidence presented to this Commission
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Commission hereby finds and
concludes as follows:
(a) That the properties located in Subarea 5 of the application
are suitable for the uses permitted in the proposed district and are
compatible with existing and surrounding land use designations as evidenced by
the site's being bordered on the north and west by the same land use
designation; and
(b) That the proposed amendment would not have significant
impacts on the environment nor on the surrounding properties as evidenced by
the findings and conclusions listed in Parts I and II of the Initial
Environmental Study and that the proposed designation would reduce the
intensity of future residential development on the subject properties; and
(c) That the proposed amendment is in conformance with the
General Plan and the Etiwanda Specific Plan by promoting the retention of
Etiwanda's rural atmosphere through reduced residential densities.
4. This Commission hereby finds that the project has been reviewed
and considered in compliance with the California Environmental Quality Act of
1970 and, further, this Commission hereby recommends issuance of a Negative
Declaration.
5. Based upon the findings and conclusions set forth in paragraphs
1, 2, 3, and 4 above, this Commission hereby resolves that on the 28th day of
August 1991, the Planning Commission of the City of Rancho Cucamonga hereby
recommends approval of Etiwanda Specific Plan Amendment No. 91-03, Subarea 5,
amending the Etiwanda Specific Plan Land Use Map from Medium Residential (8-14
dwelling units per acre) to Low Medium Residential (4-8 dwelling units per
acre) for approximately 10.09 acres of land bordered on the north and west by
existing Low Medium Residential designated land, on the east by existing
Office/Professional designated land, and on the south by Base Line Road, as
shown in Exhibit "Al. "

6. The Secretary to this Commission shall certify to the adoption
of this Resolution.
