A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, CONDITIONALLY APPROVING
TENTATIVE PARCEL MAP NUMBER 13694, LOCATED ON THE SOUTH
SIDE OF ARROW ROUTE BETWEEN RED OAK STREET AND WHITE OAK
AVENUE, AND MAKING FINDINGS IN SUPPORT THEREOF -
APN: 209-144-09 AND A PORTION OF 209-144-06
WHEREAS, Tentative Parcel Map Number 13694, submitted by Intech
Ventures of California, applicant, for the purpose of subdividing into 3
parcels, the real property situated in the City of Rancho Cucamonga, County of
San Bernardino, State of California, identified as APN(s) 209-144-09 and
portion of 209-144-06, located on the south side of Arrow Route between Red
Oak Street and White Oak Avenue; and
WHEREAS, on June 12, 1991, the Planning Commission held a duly
advertised public hearing for the above-described map.
NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVES AS
FOLLOWS:
SECTION 1: That the following findings have been made:
1. That the map is consistent with the General Plan.
2. That the improvement of the proposed subdivision is
consistent with the General Plan.
3. That the site is physically suitable for the proposed
development.
4. That the proposed subdivision and improvements will
not cause substantial environmental damage or public
health problems or have adverse affects on abutting
properties.
SECTION 2: This Commission finds and certifies that the project has
been reviewed and considered in compliance with the California Environmental
Quality Act of 1970; and further, this Commission hereby issues a Negative
Declaration.
SECTION 3: Tentative Parcel Map Number 13694 is hereby approved
subject to the attached Standard Conditions and the following Special
Conditions:
Planning Division
1. All improvements on Parcel 1 shall be completed per
approved Development Review 88-40 to the satisfaction
of the City Planner prior to approval of the final
parcel map.

2. Reciprocal parking shall be provided by CC&Rs.
3. Vincent Avenue shall be named White Oak Avenue on the
Final Map.
Building & Safety Division
4. Install all drainage facilities to eliminate cross lot
drainage from this site onto adjacent properties to
the satisfaction of the Building Official prior to
approval of the final parcel map.
5. The proposed Yard Easement surrounding the existing
building on Parcel 1 shall be shown on the final
parcel map. Easement documentation to the
satisfaction of the Building Official shall be
recorded concurrently with the final parcel map.
Fire Protection District
6. Maintenance agreements assuring joint maintenance of
fire protection systems and hydrants serviced by a
common supply system shall be provided by CC&Rs.
Engineering Division
7. A lot line adjustment to incorporate the portion of
APN 209-144-06 west of Vincent Avenue shall be
recorded prior to approval of the final parcel map.
8. Vincent Avenue shall be constructed full width,
including street lights, from Arrow Route to the south
project boundary. Off-site sidewalks and street trees
may be deferred until development of the adjacent
property. The developer may request a reimbursement
agreement to recover the cost of constructing off-site
improvements from future development.
9. Provide standard property-line-adjacent sidewalk on
Vincent Avenue.
10. The existing overhead utilities (telecommunications
and electrical) on the project side of Arrow Route
shall be undergrounded from the first pole off-site
west of the west project boundary to the first pole on
the east side of Vincent Avenue prior to public
improvement acceptance or occupancy, whichever occurs
first. The developer may request a reimbursement
agreement to recover one-half the City's adopted cost
for undergrounding from future development as it
occurs on the opposite side of the street.

11. Street improvements on the south side of Arrow Route
shall be constructed from the existing terminus
easterly through the ultimate BCR on the east side of
the Arrow/Vincent (White Oak) intersection. Provide a
transition to the existing pavement to the
satisfaction of the City Engineer. The developer may
request a reimbursement agreement to recover the cost
of constructing improvements east of the Vincent
Avenue centerline from future development.
12. Landscaping within the "Limited Use Areas" for all
project driveways and the intersection of
Arrow/Vincent (White Oak) shall be approved by the
City Traffic Engineer.
13. The lot line between Parcels 1 and 3 shall be adjusted
to run along the face of the proposed building on
Parcel 3, per DR 88-40, prior to approval of the final
parcel map.
14. Pursuant to provisions of California Public Resources
Code Section 21089(b) , this application shall not be
operative, vested or final, nor will building permits
be issued or a map recorded, until (1) the Notice of
Determination (NOD) regarding the associated
environmental action is filed and posted with the
Clerk of the Board of Supervisors of the County of San
Bernardino; and (2) any and all required filing fees
assessed pursuant to California Fish and Game Code
Section 711.4, together with any required handling
charges, are paid to the County Clerk of the County of
San Bernardino. The applicant shall provide the
Engineering Department with a stamped and conformed
copy of the NOD together with a receipt showing that
all fees have been paid.
In the event this application is determined exempt
from such filing fees pursuant to the provisions of
the California Fish and Game Code, or the guidelines
promulgated thereunder, except for payment of any
required handling charge for filing a Certificate of
Fee Exemption, this condition shall be deemed null and
void.
