A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 19,
1999, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho
Cucamonga, California. The meeting was called to order at 7:13 p.m. by President William J. Aiexander.
Present were Boardmembers: Paul Biane, James Curatalo, Bob Dutton, Diane Willlares, and President
William J. Alexander.
Also presentwere: Jack Lam, City Manager; James Markman, City Attorney; Linda Daniels, RDADirector;
Jan Reynolds, RDA Analyst; Cathy Wahlstrom, RDA Analyst; Rick Gomez, Community Development
Director; Brad BuEler, City Planner; Darice Sebring, Planning Aide; Joe O'Neil, City Engineer; Dave Blevins,
Public Works Maintenance Manager; Bill Makshanoff, Building Official; Allen Brock, Plan Check Manager;
Larry Temple, Administrative Services Director; Jim Frost, City Treasurer; Keyin McArdle, Community
Services Director; Dave Moore, Recreation Superintendent; Paula Pachon, Management Analyst II; Chief
Dennis Michael, Rancho Cucamonga Fire Protection District; Captain Rodney Hoops, Rancho Cucamonga

B. ANNOUNCEMENTS/PRESENTATIONS
B1. Presentation of a Proclamation declaring the week of May 16 - 22, 1999, as "National Emergency
Medical Services Week," and recognizing the District's Public/Private Partnership with American Medical
Response.
President Alexander presented the proclamation to Chief Dennis Michael and Gary Rackliffe from AMR.

D. CONSENT CALENDAR
D1. Approval of Minutes: March 17, 1999
D2. Approval to receive and file current Investment Schedule as of April 30, 1999.
D3. Approval of General Fund 01 Monthly Expenditure Report for April, 1999, in the amount of
$775,062.67.
D4. Approval of Mello-Roos CFD 85-01 Fund 02 Monthly Expenditure Report for April, 1999, in the
amount of $203,431.03.
D5. Approval of five nominees to fill existing vacancies on the Governing Board of Directors of the Fire
Agencies Insurance Risk Authority of which the District is a Member Agency.
De. Approval of a First Amendment to the existing Communications Site Lease Agreement between
Pacific Bell Mobile Services (FD 98-005) and Ranche Cucamonga Fire Protection District.
MOTION: Moved by Cu ratale, seconded by Biane to approve the staff recommendations in the staff reports
contained in the Consent Calendar. Motion carried unanimously, 5-0.

El. CONSIDERATION OF FIRST READING OF AN ORDINANCE AUTHORIZING THE LEVY OF A
SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR
1999/00

President Alexander opened the meeting for public hearing. There being no response, the public hearing
was closed.

COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1999/00
MOTION: Moved by Williams, seconded by Dutton to waive full reading and set second reading of
Ordinance No. FD 31 for June 16, 1999. Motion carried unanimously, 5-0.

CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY,
CALIFORNIA, ESTABLISHING THE ANNUAL SPECIAL TAX FOR COMMUNITY
FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 1999/00
MOTION: Moved by Dutton, seconded by Williams to approve Resolution No. FD 99-005. Motion carried
unanimously, 5-0.

CALIFORNIA FIRE CODE AN D MAKING CERTAIN DELETION, MODIFICATIONS
AND AMENDMENTS THERETO
MOTION: Moved by Willlares, seconded by Biane to waive full reading and set second reading of Ordinance
No. FD 32 for second reading and conduct a public hearing on June 16, 1999. Motion carried unanimously,
5-0.
