HISTORIC PRESERVATION COMMISSION MINUTES
Regular Meeting
July 25, 2012
Chairman Munoz called the Regular Meeting of the City of Rancho Cucamonga Historic
Preservation Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at
Rancho Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California.
Chairman Munoz then led in the pledge of allegiance.
ROLL CALL
COMMISSIONERS: PRESENT: Richard Fletcher, Frances Howdyshell, Lou Munoz,
Francisco Oaxaca, Ray Wimberly
ABSENT: None
STAFF PRESENT: Jeffrey Bloom, Interim Planning Director; Jim Markman, City Attorney;
Dan James, Senior Civil Engineer; Lois Schrader, Planning Commission
Secretary; Mike Smith, Associate Planner

APPROVAL OF MINUTES
Motion: Moved by Fletcher, seconded by Oaxaca, carried 4-0-1, (Wimberly abstain)to approve the
regular meeting minutes of July 11, 2012.
PUBLIC COMMENTS
Ed Diet' of HPARC said he wanted to see a report on the Historic Preservation Commission agenda
for every meeting. He complained that there was no report on the China House.
John Lyons commented on how the governor is focused on bringing in the train when there are
bigger problems in our cities such as cutbacks on police, fire and schools. He announced a Holistic
Expo at the Senior Center on August 4th, 10-4pm at the Senior Center.
Gwynn Frost announced the 130-year anniversary of Etiwanda. She gave a brief history of the
community and said the Etiwanda Historic Society is always looking for new members.

COMMISSION BUSINESS AND COMMENTS •
Jeffrey Bloom, Interim Planning Director said staff is working on a full report on the China House that
will be brought to the Commission at the next meeting.

Motion: Moved by Wimberly, seconded by Howdyshell, carried 5-0, to adjourn. The Historic
Preservation Commission adjourned at 7:12 p.m.

Subject: UPDATE TO THE HISTORIC PRESERVATION COMMISSION REGARDING THE
STATUS OF THE CHINATOWN HOUSE LOCATED AT 9591 SAN BERNARDINO ROAD.
RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive the
staff report and file for future reference.
BACKGROUND: At the May 23, 2012, Historic Preservation Commission meeting, staff gave an
update to the Commission regarding the deteriorating condition of the Chinatown House and its
likely demise.
UPDATE: Staff met with the Cucamonga Valley Water District (CVWD) on June 6, 2012, to discuss
the condition of the structure and possible solutions. Since the initial meeting, staff has been in
• contact with the CVWD regarding the status of their progress on securing a historic consultant to
prepare the necessary documentation on the structure prior to future action. CVWD has hired a
historic consultant to perform a Historic American Buildings Survey/Historic American Engineering
Record (HABS/HAER) of the structure. HABS/HAER usually consists of measured drawings,
photographs, and written data that provide a detailed record that reflects the significance of the
property. Documentation is often the last means of preservation of a property. When and if a
property is to be demolished, the documentation provides future researchers access to valuable
information that otherwise would be lost. CVWD is currently waiting for the Scope of Work from the
consultant to determine the level of HABS/HAER documentation, which will help them develop an
action plan for material salvage and recommended monument/interpretive display.
Staff will continue to work with the CVWD and will bring an update at a future date when additional
information is available.
