CALL TO ORDER An adjourned meeting of the City Council of the City of Rancho Cucamonga was held on Thursday, August 9, 1990, in the Council Chambers in the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:05 p.m. by Mayor Dennis L. Stout. Present were Councilmembers: William J. Alexander, Deborah N. Brown, Charles J. Buquet II, Pamela J. Wright, and Mayor Dennis L. Stout. Also present were: Jack Lam, City Manager; Brad Buller, City Planner; Larry Henderson, Principal Planner; Alan Warren, Associate Planner; Miki Bratt, Associate Planner; Vince Bertoni, Assistant Planner; Anthea Hartig, Assistant Planner; Gail Sanchez, Planning Commission Secretary; Shintu Bose, Deputy City Engineer; Susan Neely, Finance Officer; and Debra J. Adams, City Clerk. , , , , , B. ITEM OF DISCUSSION B1. DISCUSSION OF MULTIPLE FAMILY DEVELOPMENT - The purpose of this meting is to discuss multi-family development in general throughout the City. There will be no discussion regarding specific projects. (0203-04 HOUSING) Mayor Stout stated this meeting is to discuss multi-family development in general throughout the City as requested by the City Council. Brad Buller, City Planner, stated he would cover the executive summary with further information to be presented by Alan Warren, Associate Planner, who had prepared the report under the supervision of Larry Henderson, Principal Planner. Brad Bullet, City Planner, stated there were six conclusions in the executive summary as listed in the staff report. Alan Warren, Associate Planner, continued presenting information on acreage and unit count adjustments, existing multi-family development, general plan and land use considerations, effects on housing policies and goals, effects on services and anticipated revenues and legal considerations, which were all covered in the staff report prepared. (i) City Council Minutes August 9, 1990 Page 2 Council and staff discussed the information presented with various suggestions made to staff including further information they would like brought back to them. Mayor Stout called a recess at 8:45 p.m. The meeting was called back to order at 9:05 p.m. with all members of Council present. Mayor Stout felt more information was needed before he could make a decision of what the ratio should be set at, but felt now was the time to make the change in the general plan. Councilmember Brown stated that the Terra Vista Development Agreement that was signed in 1984 takes the control out of the City's hands unless they would come back and amend it with the City. She stated her question was if this were to go to a vote of the people to put in place 75% single family/25% multi-family dwelling ratio or 70% single family/30% multi-family dwelling ratio, would the development between the City and Lewis become a moot point and allow the City to go in and down zone. Brad Bullet, City Planner, stated he did not think it would overrule an existing development agreement. Councilmember Brown felt this was a wealth of information presented, and felt this matter should be moved on at a quick rate and get the changes into the general plan. Councilmember Buquet felt the City should contact Lewis for their input on this matter. Mayor Stout opened the meeting for public input. Addressing the City Council were: Sharon Boydston, 7066 Del Mar Court, had various handouts and pie charts. She stated that Victoria, Terra Vista and Etiwanda take up 36% of residential acreage in the City, but would have 51% of the multi-family units of the City. She stated this concerned her. She added she felt ownership was very important in a community. She felt more apartments would make it difficult to provide quality education. She did not feel multi-family should continue to be built until the Council had further information and discussion on this. Shirley Huston, Director ~f Apartment Renters, commended the Council for taking their time on this issue. She felt the City will have to become more of an area where people will be renting. City Council Minutes August 9, 1990 Page 3 Jack Willjams, Affordable Housing Task Force, stated their report has not been submitted to the City Council subcommittee. He stated the Task Force's position on affordable housing and added they did not think that affordable housing should be the slums of tomorrow, but should fit in with the rest of the City. Ken Douglas, 11463 Genova Road, stated he had bought affordable housing in Rancho Cucamonga one year ago which was a good buy, and now has been able to buy his second home in Rancho Cucamonga. He stated he would like to see the number of apartment complexes reduced. John Novak, 11605 Mayberry Drive, stated he has purchased two homes in Rancho Cucamonga. He stated his concern was Terra Vista and the area east of Haven. Gary Lucay, William Lyon Company Project Manager, stated he hoped equity and fairness would be used when thinking of Victoria. Pete Pitassi, 10919 McLennan, commented on a project in Rancho Santa Margarita called Habitat for Humanity, stating it was a very nice project. He felt staff should be more specific regarding product type in their future reports. Irene Lavano, 8828 Montecito, stated she wished the condos for rent in Terra Vista would have the option of being purchased for ownership. Mayor Stout felt the signs that are posted for new development that state "luxury condominiums" were misleading because they are only apartments and should state so. Councilmember Buquet stated he concurred with this and felt a disclosure should be made to the buyers as to exactly what is going to go in the area in the future. Councilmember Brown stated she has an item on the August 15 agenda whereby all zone changes should go through the City Council. Dave .Vallette, 11116 Amarillo, felt there were other ways to provide affordable housing other than apartments. He felt quality was very important also. Wendy Vallette, 11116 Amarillo, stated she is concerned about the number of multi-family dwelling units being built in Rancho Cucamonga. There being no further response, the public input session was closed. Councilmember Wright asked for the percentage of multi-family and single family units at present and at build out that staff has identified. City Council Minutes August 9, 1990 Page 4 Brad Buller, City Planner, stated he felt he knew from the discussion where the Council was headed and knew where to take this. Mayor Stout asked when this could come back. Brad Buller, City Planner, stated staff would get the missing information and get other additional information the City Council may want, and suggested another workshop would probably take two months to organize. He added staff would like to organize field trips to show the City Council various projects. He further stated staff encouraged the school districts to give their input into this. He felt this entire process would take about nine to twelve months. Councilmember Brown suggested multi-family projects being submitted from this point until the completion of the changes be put on hold. Councilmember Wright suggested staff should closely monitor the multi-family construction and advise the Council if there was something out of the ordinary. Councilmember Brown stated she concurred with Councilmember Wright, but would like to see what is in the process so that she could have input with the projects. Brad Buller, City Planner, stated he would keep the Council informed of what is coming in for approval for their input. Councilmember Alexander stated he is not ready for a moratorium and added he felt better advertisement of these meetings should be done. Brad Bullet, City Planner, reiterated the idea of a field workshop prior to a workshop back in the Council Chambers. Councilmember Wright invited the audience to come back and participate in further workshops. John Shapirie, 11360 Monopoly, stated he had been told at a previous Council meeting he would be notified of this meeting and was not. C. ADJOURNMENT MOTION: Moved by Alexander, seconded by Brown to adjourn to Executive Session to discuss personnel matters. Motion carried unanimously, 5-0.
