A. C.~T.T. TO ORDER
An adjourned meeting of the City Council of the City of Rancho Cucamonga met on
Friday, June 29, 1990, in the Council Chambers at 10500 Civic Center Drive,
Rancho Cucamonga, California. The meeting was called to order at 5:35 p.m. by
Mayor Dennis L. Stout.
Present were Councilmembers: William J. Alexander, Deborah N. Brown, Charles
J. Buquet, Pamela J. Wright, and Mayor Dennis L. Stout.
Also present were: Jack Lam, City Manager; Jerry B. Fulwood, Deputy City
Manager; Rick Gomez, Community Development Director; Duane A. Baker, Sr.
Administrative Assistant; Jim Hart, Administrative Services Director; Susan
Neely, Finance Manager; Jerry Grant, Building Official; Jim Martin, Plan Check
Coordinator; Patty Riffel, Executive Assistant; and Debra J. Adams, City Clerk.

B. CONSENT CALENDAR
B1. Approval to adopt salary resolution implementing salary and benefits changes
for fiscal year 1990/91. (0502-02 PERSONNEL) (0502-04 SALARY)
RESOLUTION NO. 90-273
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, RESCINDING RESOLUTION NO. 89-295
AND ADJUSTING SALARY RANGES AND BENEFITS FOR EMPLOYEES
OF THE CITY OF RANCHO CUCAMONGA.
MOTION: Moved by Buquet, seconded by Alexander to approve the Consent Calendar.
Motion carried unanimously 5-0.

C. CITY MANAOER'S STAFF REPORTS
C1. Approval to set annual special tax for Community Facilities District No.
88-2 (Etiwanda Highlands). Continued from June 20, 1990 meeting. Staff report

Councilmember Buquet stated he had asked for the disclosure to be posted in a
conspicuous place.
Jerry Fulwood, Deputy City Manager, stated that the City Attorney had stated
that a developer does not have to do this, but staff can try to work with them
and get them to do this.
Councilmember Wright asked if the City has leverage to even require that this
be included as a certain level of awareness in the information that is given to
a buyer.
Jerry Fulwood, Deputy City Manager, stated yes.
Councilmember Brown expressed concerns regarding page 10, item 34, stating that
she felt the people needed to know that there is no cap, and that they are
subject to a yearly increase.
Jerry Fulwood, Deputy City Manager, stated this particular district does have
a cap and that annually the City cannot go above that cap.
Councilmember Brown stated at the last Council meeting she was told there was
not a cap on the police assessment district.
Jerry Fulwood, Deputy City Manager, stated that there was.
Councilmember Buquet felt the City should discuss further with the City Attorney
the matter of having a developer place the disclosures out in the open.
Mayor Stout concurred.
Councilmember Brown asked if the City could tell them they must disclose the
information on assessment districts.
Jerry Fulwood, Deputy City Manager, stated no.
Councilmember Buquet suggested this be made a condition of approval that they
must disclose this information.
Jack Lam, City Manager, stated staff would pursue this suggestion with the City
Attorney.
RESOLUTION NO. 90-268
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, ESTABLISHING ANNUAL SPECIAL TAX
FOR COMMUNITY FACILITIES DISTRICT NO. 88-2
MOTION: Moved by Buquet, seconded by Alexander to approve Resolution No. 90-
268. Motion carried 3-2 (Brown and Wright voted no).

D. COUNCIL BUSINESS
D1. Consideration of support of Assembly Concurrence Resolution 158 regarding
local school funding. (1405-03 SCHOOLS)
Jack Lam, city Manager, stated staff has been asked to place this on the agenda
by Councilmember Wright.
Councilmen~er Alexander asked if there was a need for the City Council to get
involved in school district business.
Councilmember Wright stated this is a state issue as well as a matter for the
quality of life for Rancho Cucamonga.
Councilmember Alexander stated he wasn't sure that the City should take a stand.
Jack Lam, City Manager, stated if the Council concurred, a letter could be sent
under the Mayor' s signature.
MOTION: Moved by Alexander, seconded by Brown to draft a letter for the Mayor's
signature. Motion carried unanimously, 5-0.

E. COMMUNICATIONS FROM THE PUBLIC
No communication was made from the public.
Councilmember Buquet wanted to commend Jim Hart for all of the work he did in
preparing the Memorandum's of Understanding.

F. ADJOURNMENT
The City Council recessed at 5:50 p.m. to Executive Session and reconvened at
6:15 p.m. It was announced that the Council approved an amendment to the City
Manager's contract and extended the term of it for an additional year.
