Joint Meeting of the City Council and
the Public Safety Commission
A. CALL TO ORDER
A joint meeting of the City Council of the City of Rancho Cucamonga and the
Public Safety Commission met on Wednesday, March 28, 1990, at the Rancho
Cucamonga Neighborhood Center, 9791 Arrow Highway, Rancho Cucamonga, California.
The meeting was called to order at 7:05 p.m. by Mayor Dennis L. Stout.
Present were Councilmembers: William J. Alexander, Deborah N. Brown, Charles
J. Buquet II (arrived 7:07 p.m.), Pamela J. Wright, and Mayor Dennis L. Stout.
Present were Commissioners: James Curatalo, Patricia Quintana, Pete Amodt, and
Chairman Clyde A. Boyd.
Absent were Commissioners: George Yankovich, Daniel Glass, and Elvira West.
Also present were: Jack Lam, City Manager; Jerry B. Fulwood, Deputy City
Manager; Rick Gomez, Community Development Director; Russ Maguire, City Engineer;
Duane Baker, Sr. Administrative Assistant; Marti Higgins, Disaster Preparedness
Coordinator; Tony Flores, Administrative Aide; Jana Ellis, Disaster Preparedness
Technician; Joyce Hunt, Office Assistant; Chief Dennis Michael and Division Chief
Bob Corcoran, Rancho Cucamonga Fire Protection District; Lt. Bruce Zeiner, Rancho
Cucamonga Sheriff's Station; and Jan Sutton, Deputy City Clerk.

Mayor Stout stated this was one of a continuing series of meetings the Council
was having with Commissions and outside agencies to improve communication on
issues'that affect the community.

B. JOINT ITEMS OF DISCUSSION
B1. Discussion of Items of Mutual Concern. (0701-01 COMMISSION)
Chairman Boyd expressed appreciation to the Council for their support of public
safety in general, and of the Commission specifically.

Councilwoman Wright felt the Commission has served the community well, and has
helped the Council immensely by handling issues that would have gone to the
Council if the Commission did not exist, and helped to expand the area of public
safety in the community.
Chairman Boyd referred to the Public Safety Commission's 1989 Annual Report and
the number of requests made by citizens that the Commission handled, as well as
items identified by staff and the Commissioners.
Councilwoman Brown felt the Commission had a reputation for integrity and
respect, and felt that when the Council referred items to the Commission, they
are confident that they will be well analyzed, and can rely on the Commission's
recommendations.
Mayor Stout felt it was well known the importance the City places on public
safety issues, and that they have just scratched the surface on some issues that
will be looked at in the near future. He felt the City will be taking an active
role in preventing certain situations, such as the gang issue, and hoped the
Commission would be able to work on prevention education types of programs for
the community.
Chairman Boyd stated that some of those issues will be covered in the upcoming
law enforcement budget. He spoke about an idea that former Commissioner Nacho
Gracia had about utilizing people from graffiti prone areas to work in the parks,
who would not only know who was creating the problem but might also be able to
exert peer pressure on those individuals to stop defacing their parks and
neighborhoods, and how the Commission is exploring that avenue. He felt that
the citizens provided many good suggestions on ways to handle certain issues,
and the Commission appreciated receiving that type of input.
Councilman Alexander asked what the turnout at the Commissions meetings was like.
Chairman Boyd stated that 50% of the agenda seemed to be traffic problems that
are brought to the attention of the Commission by citizens, and the other 50%
are general safety issues brought up by the Commission or staff. He stated the
number of people attending the meetings varied depending on the issues being
discussed, or if there was something happening in the community that citizens
wanted to make the Commission aware of.
Mayor Stout felt the City has a good reputation with surrounding communities for
how they view public safety. He stated he was impressed with the statistics
showing a decrease in traffic accidents, especially since there has been such
an increase in population. He felt that with the enforcement, engineering, and
education components stressed by the City, the people understand and appreciate
the focus on public safety.
Chairman Boyd stated he felt it was uncommon for a Council to set as one of its
goals increased public safety, and felt this policy and direction from Council
has helped the Commission in doing their job.

Councilwoman Brown felt the Disaster Preparedness Plan should be referred back
to the Public Safety Commission to conduct periodic reviews of it.
Councilwoman Wright concurred.
Jack Lam, City Manager, stated it would be going back to the Commission because
of the annexes that needed to be completed.
Councilman Alexander asked how many annexes were left.
Marti Higgins, Disaster Preparedness Coordinator, stated they are working on
eight currently, and there were eleven total.
Commissioner Amodt stated he felt the communication between the Commission and
Council has always been good, and would hope to see it continue.

B2. Video Presentation of Emergency Drill. (0201-00 DISASTER)
Marti Higgins, Disaster Preparedness Coordinator, presented a video film on an
earthquake drill put on by the Chaffey Joint Union High School District and
emergency agencies in the City in 1989, and discussed the upcoming drill
scheduled for June of this year.

C. COMMUNICATIONS FROM THE PUBLIC
No communication was made.

Jack Lam, City Manager, announced the City had closed its latest bond issue which
would be used for the Sports Park, the Milliken grade crossing, the first phase
of Central Park, all the Fire District facilities, and the first phase of the
Foothill Boulevard implementation.

Jack Lam, City Manager, referred to a list of possible dates for the Council
Team Building and Goals Workshop.
The Council tentatively set the date for July 14, 1990.

Duane Baker, Sr. Administrative Assistant, asked the Council for a date they
would be available to conduct their joint meeting with the Planning Commission.
The Council stated May 8, 1990 would be acceptable.
D. ADJOURNMENT
MOTION: Moved by Wright, seconded by Brown to adjourn.
unanimously, 5-0. The Council adjourned at 8:10 p.m.

MOTION: Moved by Quintana, seconded by Curatalo to adjourn. Motion carried
unanimously, 4-0-3 (Yankovich, Glass, West absent). The Public Safety Commission
adjourned at 8:10 p.m.
