Joint Meeting of the City Council and
the Rancho Cucamonga Community Foundation
A. C~T.T. TO ORDER - CITY COUNCIL
A joint meeting of the City Council of the City of Rancho Cucamonga and the
Rancho Cucamonga Community Foundation met on Wednesday, March 14, 1990, at the
Rancho Cucamonga Neighborhood Center, 9791 Arrow Highway, Rancho Cucamonga,
California. The meeting was called to order at 7:03 p.m. by Mayor Dennis L.
Stout.
Present were Councilmembers: William J. Alexander, Deborah J. Brown, Charles
J. Buquet II (left at 8:30 p.m.), Pamela J. Wright (arrived at 7:17 p.m.), and
Mayor Dennis L. Stout.
Also present were: Jack Lam, City Manager; Linda D. Daniels, Deputy City
Manager; Jerry B. Fulwood, Deputy City Manager; Rick Gomez, Community Development
Director; Joe Schultz, Community Services Manager; Diane O'Neal, Administrative
Analyst; Susan Mickey, Administrative Aide; Eva Merritt, Office Assistant; and
Debra J. Adams, City Clerk.

B. CITY COUNCIL BUSINESS
B1. Discussion of County AB 939 Task Force. Staff report presented by Diane
O'Neal, Administrative Analyst. (1170-04 RECYCLE)
Mayor Stout felt the City should write a letter to the Board of Supervisors
stating that Rancho Cucamonga does not endorse the Board's proposal for the Task
Force membership.
Jack Lam, City Manager, stated staff would prepare a letter for the Mayor's
signature.
ACTION: Staff to prepare letter to the Board of Supervisors as suggested by
Mayor Stout stating Rancho Cucamonga does not endorse their proposal for
membership of the Task Force.

C. CALL TO ORDER - COMMUNITY FOUNDATION
The Rancho Cucamonga Community Foundation was called to order at 7:10 p.m. by
Chairman Robert Dutton.
Present were Boardmembers: Guy Beyersdorf, John Mannerino, Tiina Ross, William
Purkiss, and Chairman Robert Dutton.
Absent were Boardmembers: Jeanne S. Barton and Betty McNay.

D. JOINT ITEMS OF DISCUSSION
D1. Discussion of Programs or Pro~ects Planned bv the City Council Which Can
Be Assisted bv the Rancho Cucamon~a Community Foundation. (0701-01 FOUNDATION)
Mayor Stout pointed out to the Foundation members that the City Council has been
having joint meetings with the various public agencies and Commissions. He
stated these meetings are informal and are to discuss issues of mutual interest.
Chairman Dutton stated he would like to know from the City Council if there are
any goals or objectives the Foundation can assist them with.
Boardmember Mannerino asked if there was anything the City Council would like
the Foundation to direct their efforts towards.
Mayor Stout stated the Rancho Cucamonga Community Foundation was set up to be
independent. He stated he did approve of the projects they were presently
working on, i.e., YMCA, arts, etc.
Boardmember Mannerino brought up information on the art piece the Foundation was
negotiating with Lewis Homes for Haven Avenue.

Councilwoman Wright arrived at 7:17 p.m.

Chairman Dutton mentioned that the Foundation was mainly concentrating on the
arts at the present time. He also mentioned the oral history program they were
working on with the Historic Preservation Commission. He further added they were
working on a needs assessment whereby they would try to assist various
organizations in developing projects they were promoting.

Chairman Dutton suggested to the Council that a City staff person would be
helpful to assist with writing grants for them. He further added he felt the
City might want to send this person to classes to learn to do this.
The Council and the Foundation discussed at great length the possibility of
financing mechanisms for the YMCA project.
Councilwoman Brown suggested a staff report be written with all the different
alternatives and ideas discussed tonight.
Mayor Stout asked for the Foundation to give the Council ideas for assisting with
fund raisers.
Councilwoman Wright asked if the City was a member of the L.A. Music Center and
do we use those programs.
Boardmember Ross and Susan Mickey, Administrative Aide, stated they are working
on this at the present time.
Councilman Alexander stated he would like to see name talent come into the City.
D2. Discussion of Items of Mutual Concern.
This item was discussed as part of item D1.
Councilman Buquet left at 8:30 p.m.
E. COMMUNICATIONS FROM THE PUBLIC
No communication was made from the public.

F. ADJOURNMENT
MOTION: Moved by Alexander, seconded by Brown to adjourn the City Council
meeting. Motion carried unanimously 4-0-1 ( Buquet absent ). The meeting
adjourned at 8:35 p.m.

MOTION: Moved by Mannerino, seconded by Ross to adjourn the Rancho Cucamonga
Community Foundation. Motion carried unanimously 5-0-2 (Barton, McNay absent).
The meeting adjourned at 8:35 p.m.
