CITY COUNCIL WORKSHOP MINUTES
Special Workshop
A. CALL TO ORDER
A special workshop of the City Council of the City of Rancho Cucamonga met on
Wednesday, April 5, 1989, in the Lions Park Community Center, 9161 Base Line
Road, Rancho Cucamonga, California. The workshop was called to order at 6:05
p.m. by Mayor Dennis L. Stout.
Present were Councilmembers: William J. Alexander, Deborah N. Brown, Charles
J. Buquet II (arrived at 6:15 p.m.), and Mayor Dennis L. Stout.
Also present were: Jack Lam, City Manager; Jerry Fulwood, Deputy City Manager;
Linda Daniels, Deputy City Manager; Beverly A. Authelet, City Clerk; and James
Markman, City Attorney.
Absent was Councilmember: Pamela J. Wright.

B1. WORKSHOP DISCUSSION OF PROPOSED COMMUNITY FACILITIES DISTRICTS FOR ETIWANDA
HIGHLANDS TRACTS (CARYN COMPANY). Jerry Fulwood, Deputy City Manager, presented
a report on the Communities Facilities District. (0403-01 COM FAC DI)
Jerry Fulwood, Deputy City Manager, outlined the boundaries of the District,
stating we were only talking about 700 units. On April 19, staff will bring
resolutions for approval which will form the Community Facilities District. He
stated if staff doesn't move forward by April 19, then we will not be able to
get the 131 units that are now under construction on the tax roles. He went over
the major issues, the possible assessments and taxes, the 1.8% tax rate ceiling,
the total unit count, the District operation and maintenance costs, and the
landscape costs. He ended the report by stating staff has been very conservative
in its estimates.
Joe DiIorio, representing the Caryn Project, went over some of their major
concerns.

Jack Lam, City Manager, stated the purpose of tf~e meeting was an informational
one only because this was so complex with so many variables, staff felt that a
workshop briefing would be necessary prior to formal consideration.
Mayor Stout stated that if there were still points of contention when staff
brought the item back, that these be listed side by side.
Staff concurred.
There were none.
