A. CJkT,T. TO ORDER
A regular meeting of the City Council of the City of Rancho Cucamonga met on
Wednesday, June 15, 1988, in the Lions Park Community Center, 9161 Base Line
Road, Rancho Cucamonga, California. The meeting was called to order at 7:30
p.m. by Mayor Dennis L. Stout.
Present were Councilmembers: Deborah N. Brown, Charles J. Buquet II, Jeffrey
King, Pamela J. Wright, and Mayor Dennis L. Stout.
Also present were: City Manager, Lauren M. Wasgerman; Assistant City Manager,
Robert Rizzo; Legal Counsel, James Markman; City Clerk, Beverly A. Authelet;
Community Development Director, Jack Lam; City Planner, Brad Bullet; City
Engineer, Russell Maguire; Community Services Director, Joseph Schultz;
Resource Center Coordinator, Jerry Fulwood; Administrative Services Director,
James Hart; Administrative Intern, Diane O'Neal; and Deputy City Clerk, Debbie

B. ANMOUNGMMENTS/PR~ATIONS
B1. Mayor Stout announced that the City of Rancho Cucamonga has been selected
by the Inland Empire Section of the American Planning Association to receive an
award for the Foothill Boulevard Specific Plan. It was also announced that
City Manager Lauren Wasgerman has been selected for this year's Distinguished
Leadership and Planning award. Both of these presentations will be made
Thursday night, June 16, 1988.
B2. Announcement of the 1988 Bicentennial Poster Contest winners was made by
Mayor Stout and Councilmember Brown.

Discussion of Item Cll. Approval to award and execute Professional Services
Agreement (CO 88-085) with Golden Coast Environmental Services, Incorporated,
Irvine, California, for preparation of a City-wide street tree inventory and
computer~zed tree management proEram in the amount of $85,000 plus a 10~

Councilmember Wright asked if the $93,500 figure also included maintenance.
She also asked about the other proposal by Fred Roth.
Russ Maguire, City Engineer, explained how the tree maintenance program would
work.
Dave Blevins, Maintenance Superintendent, stated that Golden Coast is the only
practical company who could do this work; that if Fred Roth had been awarded
this bid, staff would have had to assist him in a big way. He said that staff
did not receive a direct quote from Mr. Roth.
Councilmember King felt an inventory of this nature was very important to our
City.
Councilmember Buquet felt that it was money well-spent.
Mayor Stout asked if this could be worked into the Maintenance Districts.
Jerry Fulwood, Resource Center Coordinator, said that was a possibility.
Mayor Stout felt that this was a very worthwhile program.
Councilmember Wright asked further questions on how the Maintenance System
would work.
Dave Blevins, Maintenance Superintendent, went into more detail on the tree
maintenance program.
MOTION: Moved by King, seconded by Stout to approve the item to be paid from
reimbursement funds. Motion carried 3-2 (Wright/Brown no).

Lauren Wasserman, City Manager, asked that this item be pulled so that Marti
Higgins, Disaster Preparedness Coordinator, could make a verbal presentation on
this.

MOTION: Moved by Wright, seconded by Brown to approve the use of the Rancho
Cucamonga Neighborhood Center as the interim location of the Emergency
Operations Center. Motion carried unanimously, 5-0.

Councilmember Wright asked if there needs to be a public hearing for a
Certificate of Participation (C.O.P.).
Jim Markman, City Attorney, stated yes.
Councilmember Wright wanted to make sure that this didn't tie the City to a
C.O.P.

Councilmember Brown asked what a person would have to do to comply with the
Victoria Planned Community that might not be in another plan.
Brad Bullet, City Planner, stated that there is nothing out of the ordinary
that the Victoria Planned Community has that other developments have.
Councilmember Wright asked about the contents of the Victoria Plan.
Brad Bullet, City Planner, said it is the same as the Development Code, except
it is the Victoria Plan. He also stated that master plans are established to
be used as guidelines.
Councilmember King did not feel that someone should have to be made to join a
plan if they did not want to.
Councilmember Buquet said he did not see an urgency to do anything tonight. He
felt an appropriate zone change should occur at a time when it is appropriate
to change the zone. He also felt that all the parcels where there would be an
increase in density should be deleted from this concept.
Brad Buller, City Planner, added that the school district's property does
comply with the Victoria Plan conditions.
Councilmember King said he had no problem in approving this if the City got
written okay to do the annexations.

Mayor Stout opened the meeting for public hearing. Addressing Council was:
Diane Willisms, 7251 Amethyst, Rancho Cucamonga, who wanted to thank the
City for the $26,000.00 donation to the library in order to keep it open
on Sundays. As far as the typewriter issue, she felt it is the
responsibility of the County and not the Friends of the Library to get
this resolved.
There being no further public response, Mayor Stout closed the public hearing.
ACTION: Final adoption of the budget with appropriate Resolutions will be
presented to the City Council at the meeting of June 28, 1988.

Mayor Stout opened the meeting for public hearing. Addressing Council was:
Robert Flocker, owner of the property located at 7165 Etiwanda Avenue,
stated he felt that since the house was in the middle of the property,
that it could not be developed very easily. He felt that it should be
preserved, but did not want the house left in the middle of the property.
He suggested that it be moved across the street to another location.
Jim Frost, City Treasurer, said he felt the house should stay where it is.
Councilmember King asked if the City had the right to tell someone that they
want to make their property an historic landmark.
Alice Flocker, owner of the property located at 7165 Etiwanda Avenue, felt
that as property owner, they should have some say in what is going to
happen with the property. She did not feel that it should be made an
historic landmark.
Jim Markman, City Attorney, stated that he would like to review the Historic
Landmark Ordinance, since there was some objection to this, before any decision
is made. He will report back to' the Council at the next meeting.
Coucilmember Brown suggested that the Historic Preservation Commission or the
Planning staff establish a list of the most significant sites to be designated
as historic landmarks.
Brad Buller, City Planner, said this is what basically has been done.

Mayor Stout stated that he would like to see parcel diagrams and some incentive
in making the sites Historic Landmarks.

Mayor opened the meeting for public hearing. Addressing Council was:
Ralph DeMarco, of the Lewis Company, stated that they would settle for the
bend to the north at 10 degrees with a 15 foot off-set and a present
straight drive, and forget about the median.
There being no further public response, Mayor Stout closed the public hearing.
Councilmember Buquet stated that he would be against the median break and any
changes to the drive that goes any further north than what is already
approved. He stated that he didn't have any problem with going to the south,
but to the north he did have a problem with that.
Mayor Stout stated that he also agreed.
ACTION: Resolution to come back at next meeting with the drive to be no
further north than what is already approved.

I1. Councilmember King suggested that the City consider having a celebrity as
Grand Marshal for the Founder's Day Parade in order to increase the attendence.
Lauren Wasserman, City Manager, stated that he would investigate this
possibl ity.

At this point of the meeting, Mr. Flocker, who is the owner of the property of
7165 Etiwanda Avenue (refer back to Item G2), asked if this item could be

this request.
