C~I.L TO ORDER A special meeting joint meeting of Che City Council and Planning Commission of the City of Rancho Cucamonga met on Tuesday, December 17, 1985, in Che Lions Park Commanit7 Center, 9161 Base Line Road, Rancho Cucamonga. The meeCing was called to order at 6:35 p.m, by Mayor Jon D. Mikels and Planning Commission Chairman Dennis: SCout. ., . .- Present were Councilmembers: Pamela J. Hrigbt, Charles J. Buquet II, and Mayor Jon D. Mikels, Present were Planning Commissioners:~ Herman Rempel, Suzanne Cbiciea, Larry McNiel, David Barker, and Chairman Deehis SCout. Also present were: tit7 Manager, Lauren M. Wasserman; City Clerk, Beverly A. Autbelet; Assistant City Manager, Robert Rizzo; Community Development Director, Jack Lam; City Planner, Brad Bullet; Commanit-/Services Director, Bill Holley. Absent were: City Councilmembers: Richard M. Dahl and Jeffrey Kin8. 2. CITY NAN.ad':ER STAFF REPORT 2A. CIVIC CP~TER HORKSHOP. Mr. Hasserman introduced the purpose of the meet- ing, end then turned the meeting over to the City's architect, Duke Oakley. (1601-04 CIVIC CENTER) Mr. Oakley, architect, presented slides depicting a variety of structures with different surface treatments. Mr. Oakley then asked for comments. Commissioner Barker started the meeting by stating we needed co have a theme. There was no statement. Re felt we needed to start by finding the type of im- age we wanted. Commissioner Chitlea said she liked the very clean, reflective glass. She was interested in the visual impact. Something with a strong bold statement. Commissioner Rempel would like to be able to bring the outside inside -- to be able to see the inside from Haven. Also, to have the main entrance coming off the parking lot. Cbaixman Scout want Co see concrete and glass, but the proposed building was very complex and difficult for Cbe masses to like it. He liked texture. He also would like to see something different on the fron~ of the building -- per- haps to be able to look in, but not to the degree chat everyone Cbinks Chat is the main entrance. Mayor MikeIs stated that the east rendering is the one Chat will welcome people Co ~be building. He don°= want Haven entrance to bave the massive look. Councilmen BuqueC stated the appearance on Haven is grandiose. He felt the space around the opening should be built into the entrance. Be would like Co see some texture to .the building. He wanted the buildin8 to establish an iden- tity; be tasteful, but different from cbe County Building. Councilmen Buquec also expressed concern that the press might take a picture of cbe drawings and people feel this is the civic center. Commissioner Rempel stated that the basement should be extended. He felt the building should be builc now completely, at least the shell since it is often difficult to add on in the future. City Council Minutes December 17, 1985 Page 2 Councilwoman Wright felt a theme was lacking, She felt the proposed buildi appeared like just another office building, We needed to give directions the building so it will be able to stand out on its own. She also felt the en- trance on Haven was too massive. We needed to focus more on the theme and make a statement about our heritage, Councilwoman Wright asked if a contemporary building could reflect the heri- tage? Mr, Oakley answered that it would be difficult. Commissioner Stout suggested that a smell group of people work with Mr. Oakley and bring something back for the group to look at to see if they liked Mayor Mikels wanted to look at the givens and ho~ restrictive the floor plan really is. He suggested sbo~ing pictures of some city halls to see what we like and don't like. ACTION: Council to set up another meeting and decide how to proceed at the next meeting.
