CALL TO OldhER An adjourned meeting of the City Council of the City of Ksncho Cucamonga met on Monday, November 15, 1985, in the Lions Park Commznity Center, 9161 Base Line Road, Rancho Cucamonga. The meeting was called to order at 6:10 p.m. by Mayor Jon D. Mikela. Present were Council embers: Charles J. 3uquet II, Richard M. Dahl, Jeffrey ling (left at 6:35 p.m.), and Nayor Jon D. Nikels. Also present were: City Manqer, Lauren M. Wassermsn; City Clerk, Beverly A. Anthelet; Assistant City Manager, Robert Rizzo; Administrative Analyst, Mark Loriser; Community Development Director, Jack Lam; City Planner, Brad Bullet; City Engineer, Lloyd Eubbs; Building Official, Jerry Grant; Community Services Director, Bill Holley. Absent: Councilwomen Pamela J. Wright (yes ill). 2. CITY NANa~-glZ'S STIFF REPORTS 2A. DISCUSSION R~3~unI!lC PLATS FOR P~M~mMqT CITY FACILITIES. (1601-04 CIVIC CEIqTER). Mr. Wasaermen presented a report on the need for: - Cultural Center - Maintenance Yard - Public Safety and Civic Facilities 2B. DISCUSSION OF FINANCING Ax-TEsmATIVES. (1601-04 CIVIC CENTER), Mr. Wassermen went over the sources of revenues available for the projects and methods of financing. A break yes called at 6:45 p.m. The meeting recoovened at 6:55 p.m, with Coun- cilsembers Buquet, Dabl and ~ayor MikeIs present. Councilmen ling left for an- ocher appointment at 6:30 p.m.). Mr. Wassermen introduced Duke OakIcy, architect, who presented revised site plans and three elevations of the ne~ public safety and civic center facili- ties. A~ter reviewing the items, Mr. Buquet stated that he had not bad an opportunity to review these before and would like to have the Council have more time to re- view these. Mayor MikeIs stated that what we vented was to have the Planning Commission re- view all three of these and then have tbea come back to the Council. Mr. Wassermen stated that there were five sctions on the sgenda for considera- tion by Council. If Council felt uncomfortable in taking any action, he would meet with Mr. ling and Mrs, Wright to fill them in and then put the item on the next Consent Calendar for approval. City Council Minutes November 25, 1985 Page 2 Mr. Buquet stated that he would like to see the tit7 and the Fire District con- tinue to explore the possibility of sharing uses. MOTI01e: Moved by Dahl, seconded by Buquet to authorize staff: To continue searching for potential sites for the tit7 Maintenance Yard; To explore the feasibili~7 of establishing a Rancho Cucamonga Non-Profit Foundation to help finance a future Cultural Center; and To continue studyin2 the feesibilit7 of establishing a contract equipment maintenance proEram; and To refer the design concepts to the Planning Commission for revie~ and com- ment to further refine a preferred alternative. Motion carried by the follovin2 vote: AYES: Buquet, MikeIs, Dehl NO~S: None ABSEi~T: Wright, Eing ACTION: Council concurred to place the following on the next Consent Calendar in order to give the City Manager time to meet with Councilsembers Wright and King who were absent: Authorization for staff to prepare · contract with Fieldsan-Kolapp for fi- nancial consulting services necessaz7 to isplement Certificate of Partici- pation Financing Prodran. 3.
