CITY COUNCIL MINUTES
Adiourned Meeting
1. CALL TO ORDER
An adjourned meeting of the City Council of the City of Rancho Cucamonga met on
Wednesday, April 10, 1985 in the Lions Park Community Center, 9161 Base Line
Road. The meeting was called to order at 5:40 p.m. by Mayor Jon D. Nikels.
Present were Councilmembers: Pamela J. Wright, Charles J. Buquet II, Richard
M, Dab1, and Mayor Jon D. Mikels.
Also present were: City Manager, Lauren M. Wasserman; City Clerk, Beverly A.
Authelet; Community Development Director, Jack Lam; Finance Director, Harry
Empey; Community Services Director, Bill Holley.
Absent: Councilman Jeffrey Ring who was working out of town.

District for Heritage and Red Hill Community Parks to include plans,
specifications, cost estimates, assessment diagram, and assessment roll.
John Friedrich, Engineer of Work, presented the proposed boundary map and the
draft Engineer's Report,
2C. ADOPTION OF RESOLUTION APPROVING THE PROPOSED BOUNDARY MAP FOR THE PARK AND
RECREATION IMPROVEMENT DISTRICT - HERITAGE AND RED HILL PARKS.
MacKenzie Brown, legal counsel, read the title of Resolution No. 85-113.
RESOLUTION NO. 85-115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, ADOPTING A MAP SHOWING THE PROPOSED
BOUNDARIES OF A SPECIAL ASSESSMENT DISTRICT
MOTION: Moved by Dahl, seconded by Buquet to adopt Resolution No. 113 adopting
the Boundary Map and waive full reading. Motion carried 4-0-1 (King absent).
2D. ADOPTION OF RESOLUTION APPROVING THE ENGINEER'S REPORT. MacKenzie Brown
read the title of Resolution No. 85-114.

Councilwoman Wright expressed concern about assessing residents in Category B
differently from those in Category A.
Mr. Brown suggested that we proceed tonight with the passing of the
Resolutions, identify the areas of concern, and they will get a full report
back to the Council before the public hearing.
Mayor Mikels asked what would happen to the amount of money which increased
over time? Would the per unit assessments be reduced, or would the money
increase so the bonds would be paid off sooner? Mr. Rolapp stated the Council
has the authority over the capital portion of the assessments to decide, but
not the maintenance part of the formula will have to be dealt as originally
decided.
NOTION: Moved by Buquet, seconded by Dahl to

2E. ADOPTION OF RESOLUTION OF INTENT TO ORDER IMPROVEMENTS, ISSUE BONDS, AND
SET PUBLIC HEARING. Mr. Brown read the title of Resolution No. 85-101.

CUCAMONGA, CALIFORNIA, DECLARING ITS INTENTION TO ORDER THE
FORMATION OF AN ASSESSMENT DISTRICT AND TO LEVY AND COLLECT
ASSESSMENTS, AND SETTING A TIME AND PLACE FOR PUBLIC HEARING
THEREON
MOTION: Moved by Mikeis, seconded by Wright to approve Resolution No. 85-101
and waive full reading. Motion carried 4-0-1 (King absent).
3. ADJOURNMENT
MOTION: Moved by Buquet, seconded by Dahl to adjourn. Motion
The meeting adjourned at 6:00 p.m.
