CITY COUNCIL MINUTES
Special Meetln~
1. CALL TO ORDER.
A special meeting of the City Council was held in the City Offices, 9320-C Base
Line Road, Rancho Cucamonga, on Monday, March 10, 1980 at 7:30 a.m. The meeting
was called to order at 7:35 a.m. by Mayor pro rem Phillip Schlosser.
Present: Councilmen Arthur Bridge, Jori Mikels, Michael Palombo, and Mayor pre tem
Phillip Schlosser.
Also present were: City Manager, Lauren Wasserman; Assistant City Attorney, Robert
Dougherty; City Engineer, Lloyd Hubbs.
Absent: James C. Frost, Mayor.
2. Purpose of Special Meeting.
Lloyd Hubbs, City Engineer, presented a report outlining the procedures for submilting
an application for Federal Disaste~ Act funds. The reason for the special meeting
was that inform~.~ion had not been received by the City until Thursday~ Malch 6, a-,d
was due by Tuesday, March 11. The following resolutions needed to be adopted by
the City Council.
A. Resolution No. 80-22.
Motion: Moved by Mikels, seconded by Palombo to adopL Resolution No. 8U 22
and to waive the entire reading. Motio%, carried by the following vote. AYES:
Mikels, Palombo, Bridge, and Schlossei. NOES: None. ABSENT: Frost.
Number and title read by Wasserman.
RESOI~TION NO. 80-22 (11
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, AUTHORIZING
EMERGENCY EXPENDITURES FOR REPAIRS OF PUBLIC
ROADS AND STREETS INCLUDING R.O.W. PURSUANT TO
GOVERNMENT CODE SECTION 37906.
B. Resolution No. 80-23.
Motion: Moved by Mikels, seconded by Palombo to adopt Resolution No. 80r 23
and to waive entire reading. Motion carried by the following vote: AYES: Mikels,
Palombo, Bridge, and Schlosser. NOES: None. ABSENT: Frost. Number and title read
by Wasserman.
RESOLUTION NO. 80-23 (21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, DESIGNATING A HAZARD
MITIGATION COORDINATOR AND A HAZARD MITIGATION PLANNER.
C. Adopt Resolution No. 80-24.
Motion: Moved by Mikels, seconded by Palombo to adopt Resolution No. 80.24.
and to waive entire reading. Motion carried by the following vote: AYES: Mikels,
Palombo, Bridge, and Schlosser. NOES: None. ABSENT: Frost. Number and title read
by Wasserman.

(3) RESOLUTION NO. 80-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, REQUESTING DIRECTOR,
OFFICE OF EMERGENCY SERVICES, CONCURRENCE IN LOCAL
EMERGENCIES.
D. Authorization to hire temporary help for recordkeepin~ responsibilities
in re~ard to recent disaster. Amount not to exceed $500 from the contingency
fund.
(4) Motion: Moved by Mikels, seconded by Palombo to authorize the hiring
of temporary recordkeeping help not to exceed $500 from the contingency fund.
Motion carried by the following vote: AYES: Mikels, Palombo, Bridge, and Schlosser.
NOES: None. ABSENT: Frost.
At 7:45 a.m. Mayor Frost arrived.
Those present who addressed the Council regarding storm problems were:

Motion: Moved by Palombo, seconded by Mikels to adjourn. Motion carried by the
following vote: AYES: Mikels, Palombo, Bridge, Frost, and Schlosser. NOES: None.
ABSENT: None. The meeting adjourned at 7:55 a.m.
