CALL TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District met on Wednesday, June 20, 1990, in the Council Chambers, 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:15 p.m. by President Dennis L. Stout. Present were Boardmembers: William J. Alexander, Deborah N. Brown, Charles J. Buquet II, Pamela J. Wright, and President Dennis L. Stout. Also present were: Jack Lam, City Manager; James Markman, City Attorney, Jerry B. Fulwood, Deputy City Manager; Linda D. Approval of Minutes: May 16, 1990 (Wright absent) D2. Approval to extend the existing Fire Captain promotional eligibility list until a new eligibility list is established through competitive examination, not to exceed one year from June 23, 1990. ITEM REMOVED FOR DISCUSSION BY PRESIDENT STOUT. D3. Approval of a one-step salary adjustment for Office Assistant Robin Brock for outstanding performance of duties and responsibilities. Approval of a resolution establishing the maximum special tax which could be levied in Mello-Roos Community Facilities District No. 85-1 for Fiscal Year 1990-1991. RESOLUTION NO. FD 90-010 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, ESTABLISHING THE MAXIMUM SPECIAL TAX WHICH COULD BE LEVIED IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1990-1991 MOTION: Moved by Wright, seconded by Alexander to approve the Consent Calendar with the exception of items D2 and D3. Motion carried unanimously, 5-0. DISCUSSION OF ITEM D2. Approval to extend the existing Fire Captain promotional eligibility list until a new eligibility list is established through competitive examination, not to exceed one year from June 23, 1990. AND ITEM D3. Approval of a one-step salary adjustment for Office Assistant Robin Brock for outstanding performance of duties and responsibilities. President Stout stated he asked for these items to be removed because they involved personnel matters, and felt these types of issues should be handled the same way as City personnel issues are handled. Jack Lam, City Manager, stated staff agrees and would be preparing an amendment to the Ordinance to change this, but for the present time, according to regulations, it should be done with the Board's approval. CONSIDERATION FOR APPROVAL OF FIRST READING OF AN ORDINANCE AUTHORIZING THE LEVY OF A SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1990-1991 FOR PURPOSES OF FIRE PROTECTION SERVICES Staff report presented by Chief Michael, Fire District. ORDINANCE NO. 19 (first reading) AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1990-1991 Debra J. Adams, Secretary, read the title of Ordinance No. 19. MOTION: Moved by Alexander, seconded by Buquet to waive full reading and set second reading of Ordinance No. 19 for July 18, 1990. CONSIDERATION FOR APPROVAL OF RESOLUTIONS ADOPTING AN ANNUAL BUDGET, APPROVING AN APPROPRIATIONS LIMIT, AND ESTABLISHING THE ANNUAL SPECIAL TAX TO BE LEVIED IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 88-1 IN FISCAL YEAR 1990-1991 Staff report presented by Chief Michael, Fire District. RESOLUTION NO. FD 90-011 ARESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, APPROVING AND ADOPTING A BUDGET FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 1990-91 RESOLUTION NO. FD 90-012 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, APPROVING APPROPRIATIONS LIMIT FOR COMMUNITY FACILITIES DISTRICT NO. 88-1 RESOLUTION NO. FD 90-013 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY, CALIFORNIA, ESTABLISHING ANNUAL SPECIAL TAX FOR A COMMUNITY FACILITIES DISTRICT FOR FISCAL YEAR 1990-91 MOTION: Moved by Alexander, seconded by Brown to approve Resolution Nos. CONSIDERATION TO PARTICIPATE WITH THE WEST END COMMUNICATIONS AUTHORITY FOR PROJECT MANAGEMENT SERVICES FOR THE 800 MHZ BACKBONE SYSTEM, THE FIRE DISTRICT'S SHARE NOT TO EXCEED $7,800.00 Staff report presented by Duane Baker, Sr. Administrative Assistant. President Stout asked when this might become a reality. Duane Baker felt it should take about 18 months depending on signing of the contracts. MOTION: Moved by Buquet, seconded by Brown to participate in the program. Motion carried unanimously, 5-0. F. IDENTIFICATION OF ITEMS FOR NEXT MEETING F1. Boardmember Alexander stated he would like an update on the 800 MHZ issue by means of memorandum. Jack Lam, City Manager, stated a memo would be directed to members of the City Council and the Fire Board. ADJOURNMENT The Fire Board recessed at 7:30 p.m. to Executive Session to discuss personnel matters and labor relations, which would occur at the conclusion of the City Council meeting. At the conclusion of the City Council meeting at 10:40 p.m., the Fire Board went into Executive Session. They reconvened at 11:30 p.m. and approved the Memorandums of Understanding.
