FIRE PROTECTION DISTRICT MINUTES

A. C~T.T. TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District met on
Wednesday, February 7, 1990, in the Lions Park Community Center, 9161 Base Line
Road, Rancho Cucamonga, California. The meeting was called to order at 7:05
p.m. by President Dennis L. Stout.
Present were Boardmembers: William J. Alexander, Deborah N. Brown, Charles J.
Buquet II, Pamela J. Wright, and President Dennis L. Stout.
Also present were: Jack Lam, City Manager; Andrew Arczynski, Assistant City
Attorney; Linda D. Daniels, Deputy City Manager; Olen Jones, Sr. RDA Analyst;
Jerry Grant, Building Official; Susan Neely, Finance Manager; Jan Sutton, Deputy
City Clerk; Chief Dennis Michael and Division Chief Lloyd Almand, Rancho
Cucamonga Fire Protection District; and Debra J. Adams, Secretary.
B · ANNOUNCEMENTS/PRESENTATIONS
B1. Chief Dennis Michael, Fire District, announced the California Fire Chiefs
and Fire Districts Association is holding annual legislative activities in
Sacramento on March 13, 1990.
B2. Chief Dennis Michael presented the new Fire District seal to the
Boardmembers.

D3. Approval of General Fund (Account No. 933-010) Monthly Expenditure Report
for December 1989, in the amount of $365,108.53.
D4. Approval of Mello-Roos Community Facilities District No. 85-1 (Account No.
833) Monthly Expenditure Report for December 1989, in the amount of $64,762.55.
D5. Approval to execute contract (CO FD90-001) for legal services.
MOTION: Moved by Alexander, seconded by Buquet to approve the Consent Calendar.
Motion carried unanimously, 5-0.
E. STAFF REPORTS
El. STATUS REPORT ON RESIDENTIAL, COMMERCIAL AND INDUSTRIAL FIRE SPRINKLERS
Staff report presented by Division Chief Lloyd Almand, Fire District.
Boardmember Brown stated she had asked for this to be on the agenda and
understood there had been some debate by the old Board about this, and was
wondering if the Board was interested in sending this to the Public Safety
Commission to investigate some of the problems.
President Stout concurred that this should go to the Public Safety Commission
and have public hearings which would allow the building industry to participate
in this. He felt a recommendation should come back to the Council at a later
date.
Boardmember Alexander stated he agreed this issue has been debated many times,
but did not feel they would be able to change the building industry's point of
view on the monetary aspect of fire sprinklers. He did not think there was
anything wrong, but felt the Council was going to have to take a stand as to
whether they want to protect life and property through the installation of
residential sprinkler systems. He stated he did not have any objection for the
Public Safety Commission looking at this.
President Stout felt the Board needed help on how to structure the Ordinance.
Boardmember Alexander also stated he would like the Commission to consider
providing a benefit or incentive to the development community if it is mandatory
to install fire sprinklers in residential units.
Boardmember Buquet stated he did not feel it should necessarily be up to the
Public Safety Commission to write the language of the Ordinance, but felt they
could check with other agencies to see how they have handled this matter. He
stated he would also like information on the technology that is available. He
further stated that after they have gathered the information it should be
presented to the City Council.

MOTION: Moved by Alexander, seconded by Brown to refer this matter to the Public
Safety Commission. Motion carried unanimously 5-0.
E2. CONSIDERATION OF FORMING FIRE DISTRICT'S MELLO-ROOS COMMUNITY FACILITY
DISTRICT 88-1 APPEAL PANEL Staff report presented by Chief Dennis Michael, Fire
District.
MOTION: Moved by Alexander, seconded by Wright to approve staff's
recommendation. Motion carried unanimously, 5-0.
E3. CONSIDERATION TO EXEMPT ON AN ANNUAL BASIS ASSESSOR PARCEL NUMBERS 226-
061-62, 3.01 ACRES; 226-082-08, 80 ACRES; 226-082-20, 18.34 ACRES; AND 226-082-
21, 60.19 ACRES, FROM FIRE DISTRICT'S MELLO-ROOS COMMUNITY FACILITY DISTRICT 88-
! Staff report presented by Chief Dennis Michael, Fire District.
Mr. Clark stated he is in agreement with staff's recommendation.
RESOLUTION NO. FD 90-002
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA
FIRE PROTECTION DISTRICT OF THE CITY OF RANCHO CUCAMONGA,
CALIFORNIA, MAKING INTERPRETATIONS REGARDING THE SPECIAL TAX
FORMULA FOR COMMUNITY FACILITIES DISTRICT NO. 88-1
MOTION: Moved by Wright, seconded by Brown to approve Resolution No. FD 90-002.
Motion carried unanimously, 5-0.
