A regular meeting of the Rancho Cucamonga Fire Protection District was held on
Wednesday, July 17, 1991, in the Council Chambers of the Civic Center, located
at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was
called to order at 7:10 p.m. by President Dennis L. Stout.
Present were Boardmembers: William J. Alexander, Charles J. Buquet II, Diane
Williams, and President Dennis L. Stout.
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Linda
D. Daniels, Deputy City Manager; Jerry B. Fulwood, Deputy City Manager; Rick
Gomez, Community Development Director; Tarry Smith, Park Planning Development

MOTION: Moved by Willjams, seconded by Alexander to approve the Consent
Calendar. Motion carried unanimously, 4-0-1 (Wright absent).

El. CONSIDERATION FOR APPROVAL OF A RESOLUTION ADOPTING THE MELLO-ROOS
COMMUNITY FACILITIES DISTRICT NO. 85-1 ANNUAL BUDGET FOR FISCAL YEAR 1991/92 IN
THE AMOUNT OF $2,075,000.00 FOR FIRE PROTECTION OPERATIONS AND MAINTENANCE
SERVICES Staff report presented by Chief Dennis Michael, Fire District.
President Stout opened the meeting for public hearing. Addressing the Fire Board
were:
Guy Eisenbrae, resident of the City for 13 years, and asked questions to
clarify the assessment increase.
Chief Michael stated it was being increased by approximately $39.00 above last
year's amount for a total assessment of $91.00 to be charged.
Mr. Eisenbrae continued to ask questions about the boundaries of the
AsSessment Districts, and came to the assumption that it was most of the
area east of Haven that was part of 85-1. He also asked if the area west
of Haven was included in an Assessment District for the Fire District.
Chief Michael, Fire District, stated no.
Mr. Eisenbrae stated it appeared to him that only a portion of the City
was paying for this but that the entire City would benefit.
Chief Michael, Fire District, stated the entire City would benefit and explained
in detail why this was eo to Mr. Eisenbrae.
Mr. Eisenbrae stated he felt this assessment should be spread out over all
of the City since all of the residents are benefitting from this. He felt
this needed to be balanced out.
Boardmember Alexander stated he felt Mr. Eisenbrae's comments were valid and felt
this matter should be studied further.
Andy Gurney, 12924 Chestnut, asked if the City has considered using
volunteer firemen.
President Stout stated the City started out with volunteer fire fighters and
later went to paid volunteers or reserves. He added there was only one City in
San Bernardino County that uses volunteers, and that was the City of Montclair.
Mr. Gurney added he would like to be a volunteer for the City and felt he
was qualified because of past experience.
Boardmember Buquet invited Mr. Gurney to contact the City to be part of its
volunteer program where he could best be used.
There being no further response, the public hearing was closed.
Boardmember Buquet stated he appreciated the comments made about the increased
costs. He added this District was to insure that service levels remain the same.

President Stout opened the meeting for public hearing. There being no response,
the public hearing was closed.
Boardmember Buquet felt the study was very good and felt the increases were
modest. He also mentioned some of the fees even went down.

MOTION: Moved by Buquet, seconded by Williams to approve Resolution No. FD 91-
019. Motion carried unanimously, 4-0-1 (Wright absent).

G1. Boardmember Alexander requested information on the ultimate leveling off
of assessments as previously mentioned.
H. ADJOURNMENT
MOTION: Moved by Alexander, seconded by Williams to recess to Executive Session
to discuss labor relations which would be held at the conclusion of the City
Council meeting, not to reconvene. Motion carried unanimously, 4-0-1 (Wright
absent). The Board recessed at 7:35 p.m.
