CAI,I, TO ORDER A regular meeting of the Rancho Cucamonga Fixe Protection Dislrict was held on Wednesday, December 16, 1992, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:16 p.m. by President Dennis L. Stout. Present were Boardmembers: William J. Alexander, Charles J. Buquet II, Rex Gutierrez, Diane Williams, and Chairman Dennis L. Stout. Also present were: Jack Lam, City Manager; Andrew Arczynski, Assistant City Attorney; Linda D. Daniels, Deputy City Manager; Jerry B. Fulwood, Deputy City Manager; Brad Buller, City Planner; Larry Henderson, Principal Planner; Joe O'Neil, City Engineer; Robert Dominguez, Administrative Services Director; Diane O'Neai, Management Analyst II; Susan Mickey, Management Analyst I; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Capt. Bruce Zeiner, Rancho Cucamonga Police Department; and Jan Sutton, Secretary. B. ANNOUNCEMENTS/PRESENTATIONS B1. Presentation of Proclamation to Ms. Vicky Halczak for her prompt actions and effective utilization of Cardiopulmonaxy Resuscitation (CPR) which saved the life of a six month old infant. President Stout presented the proclamation to Vicky Halczak. Vicky Halczak thanked the Council, and recommended that everyone learn CPR. Approval of General Fund 01 Monthly Expenditure Report for November 1992, in the amount of $354,050.68. D4. Approval of Community Facilities District 85-1 Fund 02 Expenditure Report for November 1992, in the amount of $126,928.48. D5. Approval of Memorandums of Understanding between the District and Rancho Cucamonga Firefighters Local 2274 (CO FD 92-005), Rancho Cucamonga Fire Management Personnel (CO FD 92-006), and the Rancho Cucamonga Fire Support Services Association (CO FD 92-007). FD 92-024 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF RANCHO CUCAMONGA AND THE RANCHO CUCAMONGA FIRE FIGHTER'S LOCAL 2274 CONCERNING WAGES, BENEFITS AND OTHER CONDITIONS OF EMPLOYMENT AND RESCINDING RESOLUTION NO. FD 92-020 RESOLUTION NO. FD 92-025 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF RANCHO CUCAMONGA AND THE RANCHO CUCAMONGA FIRE MANAGEMENT PERSONNEL CONCERNING WAGES, BENEFITS AND OTHER CONDITIONS OF EMPLOYMENT AND RESCINDING RESOLUTION NO. FD 92-020 RESOLUTION NO. FD 92-026 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF RANCHO CUCAMONGA AND THE RANCHO CUCAMONGA FIRE SUPPORT SERVICES ASSOCIATION CONCERNING WAGES, BENEFITS AND OTHER CONDITIONS OF EMPLOYMENT AND RESCINDING RESOLUTION NO. FD 92-020 MOTION: Moved by Gufierrez, seconded by Alexander to approve the staff recommendations as contained in the staff reports of the Consent Calendar, less Item No. DS. Motion carried unanimously, 5-0 (Gutierrez abstained on the minutes). Fire Protection Diswict Minutes December 16, 1992 Page 3 DISCUSSION OF ITEM DS. Approval of Memorandums of Understanding between the District and Rancho Cucamonga Firefighters Local 2274 (CO FD 92-005), Rancho Cucamonga Fire Management Personnel (CO FD 92-006), and the Rancho Cucamonga Fire Support Services Association (CO FD 92-007) President Stout thought that the Fire Board had previously given direction to evaluate integrating the City Manager into the operations of the Fire District more, and that all the language in the Memorandums presented indicate the Fire District Board or Fire Chief be the operative persons, and while he had no objections to that, he felt the City Manager should also be added. He read an example from page 65 and explained how he would like to see the language changed. Chief Michael, Fire District, agreed that the intention of the Board was to integrate the City Manager, but when these Memorandums were produced they did not go in and update any of the language, and stated that when they come up for renewal, they could go in and adjust the language at that time. He stated at this time they collected the data from all previous agreements and incorporated it into one document President Stout stated he had no objections to approving the Memorandums as they are now if it is understood that the language will be corrected the next time they are presented. Boardmember Alexander asked when the next cycle was. Chief Michael, Fire District, stated it would be during the next meet and confer cycle. Boardmember Buquet asked if they could just make the indicated language changes tonight. Jack Lain, City Manager, stated if any modifications were made to the Memorandums at this time, it would have to go back to all parties involved for approval. President Stout stated at the next cycle they should incorporate the corrected language into the Memorandums. RESOLUTION NO. FD 92-020 RESOLUTION NO. FD 92-026 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF RANCHO CUCAMONGA AND THE RANCHO CUCAMONGA FIRE SUPPORT SERVICES ASSOCIATION CONCERNING WAGES, BENEFITS AND OTHER CONDITIONS OF EMPLOYMENT AND RESCINDING RESOLUTION NO. FD 92-020 MOTION: Moved by Stout, seconded by Buquet to adopt Resolution Nos. F"D 92-024, FD 92-025 and FD 92-026. Motion carried unanimously, 5-0. E. STAFF REPORTS El. SELF:-CTION OF OFFICERS TO THE RANCHO CUCAMONGA FIRE PROTECTION DISTRICT BOARD OF DIRECTORS Staff report presented by Jack Lam, City Manager. Boardmember Alexander stated to be consistent with past practices, he felt the Mayor, Mayor Pro Tem and City Clerk should serve as President, Vice President and Secretary. MOTION: Moved by Alexander, seconded by Williams to appoint the Mayor as President, the Mayor Pro Tem as Vice-President, and City Clerk as Secretary. Motion carried unanimously, 5-0. F. IDENTIFICATION OF ITEMS FOR NEXT MEETING No items were identified. G. ADJOURNMENT MOTION: Moved by Buquet, seconded by Alexander to adjourn. Motion carried unanimously, 5-0.
