CAI,I, TO ORDER A regular meeting of the Rancho Cucamonga Fire Protection District was hem on Wednesday, July 15, 1992, in the Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:08 p.m. by President Dennis L. Stout. Present were Boardmembers: William J. Alexander, Charles J. Buquet II, Diane Williams, Pamela J. Wright, and President Dennis L. Stout. Also present were: Jack Lain, City Manager; James Markman, City Attorney; Linda D. Daniels, Deputy City Manager; Jerry B. Fulwood, Deputy City Manager; Rick Gomez, Community Development Director; Brad Butler, City Planner; Nancy Fong, Sr. Planner; Richard Alcorn, Cede Enforcement Supervisor;, Joe O'Neil, City Engineer;, Mike Olivier, Sr. Civil Engineer; Monte Prescher, Public Works Engineer, Jim Hart, Administrative Services Director; Ingrid Blair, GIS Supervisor; Duane Baker, Assistant to the City Manager, Diane O'Neal, Management Analyst II; Susan Mickey, Management Analyst I; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; and Debra J. Adams, Secretary. B. ANNOUNCEMRNTS/PRRSENTATIONS No announcements or presentations were made. C. COMMUNICATIONS FROM THE PUBI,IC CI. Van Barbell, 6624 Ash, stated his field had caught fire in the recent Etiwanda area fire. He mentioned he had met with staff to discuss weed abatement and the eucalyptus tree issue, and hoped that more discussions would follow by the City Council. He felt disking should be done in their area as opposed to mowing. He stated they wanted the most protection possible. C2. Candice Fowler, 13205 Catalpa, also from the Etiwanda fire area, commented on the cost to maintain the eucalyptus trees and also mentioned the cost of tree removal permits by the City. She asked for something to be done so they would not have to pay for the tree removal permits when they are endangering their homes. C3. Donald Lundgren, 13020 Vista Street, from the Etiwanda fire area, reported on how he noticed the fire as it started. He stated he did not feel the fire fighters were doing all they could to stop the fire. He felt they should have concentrated on the fields as well as the structures that were burning. Fire Protection District Minutes July 15, 1992 Page 2 Boardmember Alexander stated some of his concerns were being taken care of, and he suggested Mr. Lundgren talk to the Fire Chief. Chief Michael, Fire District, stated he would be holding a neighborhood meeting with the residents to address any concerns they had, and that they would be sent a notice of the meeting. Boardmember Wright asked what the response time was to the fire. Chief Michael, Fire District, stated it took 6 minutes 20 seconds from the time the call was made to 911, but it was only 4 minutes for arrival time once the fire station actually got the call. He mentioned the rapid response of additional equipment to the fire location. C4. Pat Matthewson, Ash St., stated their house was damaged in the fire. She mentioned how some of the residents took gift packs to the f'tre fighters to thank them for what they did, but felt there was also room for improvement in handling the situation by the fife fighters. She mentioned that 911 was not aware the fire was still going on, that when she called them they told her everything was under control. Boardmember Buquet stated that was County dispatch that probably told her this. Pat Matthewson felt something should be done to prevent this from happening again. C5. Barbara Steiner, 6562 Ash, felt the frees surrounding her home were not on her property, but suggested whomever owns them should see to it that they are properly taken care of. Rick Gomez, Community Development Director, was asked to update the Board as to what had happened since the time of the tire. He mentioned a meeting that had been held on Monday with Boardmember Wright and staff and the residents. He stated additional meetings have been coordinated to further assist and address the concerns of the residents. He continued to list the steps staff is taking to help the residents in this area. President Stout asked for Chief Micbael to prepare a report for the Board to include information on the windrows. Boardmember Buquet stated he was confused with the County's policy on abatement of weeds. Boardmember Wright commented that Chief Michael had requested that disking take place for this area, and that it was not done by the County. President Stout asked if anyone knew any information as to the cause of the fire, to please let the City know. Boardmember Alexander felt if the trees are a threat, something needs to be done about them to protect the residents. Boardmember Buquet felt a blanket tree removal permit process be established for this area. President Stout felt there should not be any fees for the permits to be issued. CONSENT CAI.ENDAR Approval of Minutes: June 3, 1992 June 4, 1992 June 17, 1992 June 18, 1992 June 30, 1992 (Williams absent) D2. Approval to declare a 55 foot modular training trailer (I.D. No. 80-14, Serial No. 9043, Mfg. Catolac) as surplus property. MOTION: Moved by Williams, seconded by Wright to approve the Consent Calendar. Motion carded unanimously, 5-0. E. IDENTIFICATION OF ITEMS FOR NEXT MEETING E 1. Boardmember Alexander asked for an update on the Etiwanda fire situation. F. AD.IOURNMENT MOTION: Moved by Buquet, seconded by Williams to adjourn.
