FIRE PROTECTION DISTRICT MINUTES
Regular Meeting
A. CAll. TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, July 7, 1993, in the
Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The
meeting was called to order at 7:07 p.m. by President Dennis L. Stout.
Present were Boardmembers: William Alexander, Charles J. Buquet II, Rex Gutierrez, Diane Willjams, and President
Dennis L. Stout.
Also present were: Jack Lam, City Manager;, James Markman, City Attorney; Jerry B. Fulwood, Deputy City
Manager; Linda D. Daniels, RDA Manager; Rick Gomez, Community Development Director, Brad Buffer, City
Planner; Joe O'Neil, City Engineer, Bob Dominguez, Administrative Services Director; Mary Kuhn, Personnel
Analyst I; James Frost, City Treasurer; Duane Baker, Assistant to the City Manager, Diane O'Neal, Management
Analyst II; Susan Mickey, Management Analyst I; Chief Dennis Michael, Lloyd Aimand, Deputy Chief Fire
Marshal, and Bob Corcoran, Deputy Chief, Rancho Cucamonga Fire Protection District; and Debra J. Adams,
Secremry.
B. ANNOUNCEMENTS/PRESENTATIONS
B 1. Presentation of Proclamation to Nick Gemis and Robert Dillingham for their courage in coming to the aid
of an injured co-worker.
President Stout presented the proclamations to Nick Gercis and Robert Dillingham.
C. COMMUNICATIONS FROM THE PUBLIC
No communications were made from the public.
D. CONSENT CAI.ENDAR
President Stout asked if he could vote on Item D6 since he had not been present at the hearings. He stated he has
read the Ixanscript and the minutes.
James Markman, City Attorney, stated he could vote on this matter.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA,
CALIFORNIA, MAKING CERTAIN DESIGNATIONS AND REQUIREMENTS
PERTAINING TO THE DISTRICT'S PETTY CASH FUND AND RESCINDING
RESOLUTION NO. FD91-021
D6. Approval to adopt Resolution denying an appeal of a grievance filed by the Rancho Cucamonga
Firefighter's Local 2274. (1302-00 FIRE DIST)
RESOLUTION NO. FD 93-013
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA,
CALIFORNIA, DENYlNG AN APPEAL FROM THE DENIAL OF A GRIEVANCE
FILED BY RANCHO CUCAMONGA FIREFIGHTERS LOCAL 2274
MOTION: Moved by Willjams, seconded by Alexander to approve the staff recommendations in the staff reports
contained in the Consent Calendar with the exception of Item 12)4, with Stout abstaining from the minutes of June 2,
1993. Motion carried unanimously, 5-0.
DISCUSSION OF ITEM D4. Approval to waive formal bid process and negotiate purchase
price for replacement of fire apparatus and authorize utilization of District's Vehicle
Replacement Reserve Funds, not to exceed $150,000.00 to be used in conjunction with the
Insurance Settlement to purchase replacement fire apparatus.
Councilmember Gutierrez asked Chief Michael to explain this process to him.
Chief Michael, Fire District, explained the City's and Disuict's bidding process. He explained that since the City
had within the last year-and-a-half purchased two fire trucks, instead of going through a formal bid process, he felt
they could get a better buy more expeditiously by negotiating with the same vendor. He stated they wanted to waive
for formal bid process for this reason, and to authorize a negotiated bid on the replacement vehicle.

MOTION: Moved by Gutierrez, seconded by Buquet to approve Item D4. Motion can'ied unanimously, 5-0.

ROOS COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAl. YEAR 1993/94 (1302-00 FIRE DIST)

Boardmember Gutierrez asked what the boundaries were for this District.
Chief Michael, Fire District, explained this to Boardmember Gutierrez.

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY,
CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN MELLO-ROOS
COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1993/94
MOTION: Moved by Gutierrez, seconded by Alexander to waive full reading and approve Ordinance No. FD 23.
Motion carried unanimously, 5-0.
F. ADVERTISED PUBI-IC HEARINGS

Boardmember Buquet asked if he had heard from the BIA after they had received this information.
Deputy Chief Aimand, Fire District, stated no.
President Stout opened the meeting for public hearing. Addressing the Fire Board were:
Kent CrowIcy, Chamber of Commerce, stated they are grateful for being able to participate in this process.
Mr. Lansdell, 6153 Sapphire Street, stated he supported the police and fire and felt the City should also. He
asked if the City had volunteer fire tighten.
President Stout referred Mr. Lansdell to talk to Chief Michael about this.
There being no further response, the public hearing was closed.

ORDINANCE NO. FD 22 (first reading)
AN ORDINANCE OF THE RANCHO CUCAMONGA FIRE PROTECTION
DISTRICT ADOPTING BY REFERENCE THE UNIFORM FIRE CODE, 1991
EDITION, AND MAKING CERTAIN DELETIONS, MODIFICATIONS AND
AMENDMENTS THERETO AND MAKING CERTAIN DELETIONS,
MODIFICATIONS AND AMENDMENTS TO THE 1991 CALIFORNIA FIRE CODE
MOTION: Moved by Buquct, seconded by Alexander to waive full reading and set second reading of Ordinance No.
FD 22 for the next meeting as modified. Motion carried unanimously, 5-0.
G. IDENTIFICATION OF ITEMS FOR NEXT MEETING
G1. President Stout stated he would like to review with the City Manager and then bring it back to the Fire Board
the operating procedures of the Fire District vis-a-vis, work shifts, overtime and a number of issues to determine if
the methods used now are the most efficient use of resources, that they minimize the expenditure of overtime, and
that the City is not neglecting anything.
H. AD.IOURNMENT
MOTION: Moved by Buquet. seconded by Wi!liams to recess until the conclusion of the City Council meeting for
an Executive Session to occur to discuss personnel matters. Motion carried unanimously, 5-0. The meeting
recessed at 7:26 p.m.
