FIRE PROTECTION DISTRICT MINUTES
Regular Meeting
A. CA!.I. TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, June 2, 1993, in the
Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The
meeting was called to order at 7:13 p.m. by Vice President Charles J. Buquet II.
Present were Boardmembers: William J. Alexander, Rex Gutierrez, Diane Williams, and Vice President Charles J.
Buquet II.
Also present were: Jerry B. Fulwood, Deputy City Manager; James Markman, City Attorney; Linda D. Daniels,
Redevelopment Manager; Olen Jones, Sr. RDA Analyst; Brad Bullet, City Planner; Joe O'Neil, City Engineer;
Shintu Bose, Deputy City Engineer; Sigmund Dellhime, Management Analyst II; Cindy Hackett, Associate
Engineer; Bob Dominguez, Administrative Services Director; Ingrid Blair, GIS Supervisor, Ann Hunsberger,
Accounts Payable Supervisor; Chuck Varney, Sr. Business License Technician; Mary Kuhn Personnel Analyst I;
Duane Baker, Assistant to the City Manager; Diane O'Neal, Management Analyst II; Susan Mickey, Management
Analyst I; Jan Sutton, Deputy City Clerk; Chief Dennis Michael and Ralph Crane, Deputy Fire Marshal, Rancho
Cucamonga Fire Protection Diswict; and Debra J. Adams, Secretary.
Absent were: President Dennis L. Smut, and Jack Lain, City Manager.
B. ANNOUNCEMENTS/PRESENTATIONS
BI. Vice President Buquet asked James Markman to explain how Items E1 and E2 would be handled.
James Markman, City Attorney, stated this is a hearing or evidentiary trial due to a grievance filed by the Fire
Fighters Union for these matters. He stated public testimony will not be given from the public for Item E1 unless
they are called as a witness, but that the public could comment on Item E2
C. COMMUNICATIONS FROM THE PUB!,IC

Jackie Boida, citizen of Rancho Cucamonga, stated she had spoken before the Council regarding the Utility
Tax. She stated she totally believes and supports the fire fighters and police services, but added that after
reading an article in the Inland Valley Daily Bulletin about the f'we fighters asking for a raise, she could not
believe it. She stated if the fire tighten are not happy working in Rancho Cucamonga and think they can
do better in Ontario, they should go work for Ontario. She asked that the fire tighten just wait for a raise
until times are beuer. She felt the f'we fighters needed to know how the Re, development Agency's budget is
set up so they can understand the whole picture.

John Lyons, 11984 Dorset, stated he served nine years on the Board of Directors of the Fire Board before the
City took it over. He stated he supported the Utility Tax if it were only to go towards public safety. He
asked that th~ Fire Board members not promise the fire fighters any raises until times are better.

MOTION: Moved by Alexander, seconded by Williams to approve the staff recommendations in the staff reports
contained in the Consent Calendar. Motion carried unanimously, 4-0-1 (Stout absent).

Vice President Buquet called a recess at 7:56 p.m. during Item El. The meeting was called back to order at 8:07
p.m. with all Boardmembers present, except President Stout, to continue with this item.

Vice President Buquet opened the meeting for public hearing. Addressing the Fire Board were:
Richard Shore, Rancho Cucamonga Fire Protection District, stated that most of the conversation that has
taken place tonight was based on the Fire District not having any funds. He slated they have conducted an
audit of the Fire District's finances. He mentioned the unique situation within the District, i.e., a Fire
Chief working under the City Manager, and that the same individuals serve as the Fire Board,
Redevelopment Agency and City Council. He slated that the Fire District budget has more money in it
than the City says it has. He commented on the use of funds from the Re, development Agency. He
thought some of this money could be used for operations and maintenance. He stated the Fire Dislxict had
carried over previous years' money and that they still claim they have no money to give raises. He slated
there appears to be money in this year's budget that will be carried over to next year. He stated the City
does not have to touch the Utility Tax money to give the fire fighters a raise.
Boardmember Gutierrez asked if his information could be made pan of the record.
Mr. Shore stated he would be happy to give copies to anyone who wanted one.
Jackie Bolda, resident, stated if the Fire District has all the money that Mr. Shore says they do, the City
Council should reconsider the Utility Tax.
There being no further comments, the public hearing was closed.
Bob Dominguez, Administrative Services Director, commented on the budget figures for the Fire District and stated
that there is a chance of losing $2.6 million from the General Fund that may have to be paid to the State. He stated
this would have a brutal affect on the District. He continued to comment on budget amounts and what they are to be
used for.
James Markman, City Attorney, continued to give information for the Fire District/Redevelopment Agency budget
operations. He stated Redevelopment funds cannot be counted upon to carry any subslantial share of General Fund
obligations to operate the Fire District. He stated people always look to the Re, development Agency for money, but
their money cannot be used for maintenance and operations funds.
Boardmember Williams stated she would like to carry this over to the June 16, 1993 meeting and look at the
information that was brought up previously.
RESOLUTION NO. FD 93-003
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT. RANCHO CUCAMONGA,
CALIFORNIA, TO RESOLVE AN IMPASSE IN THE MEET AND CONFER
PROCESS BETWEEN THE BOARD AND THE RANCHO CUCAMONGA
FIREFIGHTERS, LOCAL 2274. IAFF REGARDING WAGES
ACTION: The Board concurred to continue Item E2 to June 16, 1993 at 7:00 p.m. to be held in the Council
Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga.

F. IDENTIFICATION OF ITEMS FOR NEXT MEETING
F 1. Boardmember Alexander felt it would be a good idea to have a workshop to discuss some of the issues that
have been brought up. He stated he did not want to have a Utility Tax created which is more than what is really
Vice President Buquet stated he is very curious as to what the State's "hit" will be. He felt information could be
presented to the Board through the budget process.
Boardmember Alexander stated he felt it would be good for the public to also have input on the information.
Vice President Buquet commented on the loyalty the Board and Council has towards public safety.
Boardmember Gutierrez suggested that he and Boardmember Alexander, as the Public Safety Subcommittee, meet
with the f'tre fighters and anyone else who is interested to talk about the budget and so forth.
The Board concurred and stated they would like the information to be brought back to the entire Board at a later date.
G. ADJOURNMENT
MOTION: Moved by Gutierrez, seconded by Alexnnder to _recess to an Executive Setsion at the conclusion of tim
City Council meeting (11:50 p.m.) to discuss personnel matters. Motion carried unanimously, 4-0-1 (Stout absent).
The meeting recessed at 9:01 p.m.
