CAI.I, TO ORDER An adjourned meeting of the Rancho Cucamonga City Council, Redevelopment Agency, and Fire Protection District was held on Wednesday, May 26, 1993, in the Tri-Communities Conference Room of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 6:04 p.m. by Mayor. Chairman and President Dennis L. Stout. Present were Councilmembers, Agencymembers, Boardmembers: William J. Alexander. Charles J. Adams, City Clerk. n. ITEM OF DISCUSSION B1. DISCUSSION OF PROPOSI~D BUDGETS FOR FISCAI. YE. AR 1993/94 Jack Lain, City Manager, presented a recap of the introduction of the budgets that was made at the last meeting. He stated staff was a._.~ked at the last meeting what impact Measure U would have if it did not pass. He continued by stating the County would probably charge the City $1 per capita or $113,000 for crime labs and $124,000 for records keeping. He stated staff was asked at the last meeting to provide information on the Community Services cost recovery, and to also provide animal control and library budgets for the City Council. He stated he has those in his possession, but has not dislzibuted them as yet. Councilmember Williams stated she was concerned about the money that was budgeted in the Redevelopment Agency budget for the Greater Ontario Visitor's Convention Bureau (GOVCB), but that there was no money set aside for our local Chamber of Commerce. She felt the money should go to our own Chamber. She stated she would be happy to cut out the Founder's Day Parade. She stated there was money set aside in the amount of $2,500.00 for the Commissions and felt that could now be cut out. She felt the Chamber could focus on assisting the small businesses. City Council/Redevelopment Agency/ Fire Protection District Minutes May 26, 1993 Page 2 Councilmember Gutierrez stated he concurred with all of Councilmember Williams' comments and felt these were things the City needed to look at. Jack Lam, City Manager, explained what the GOVCB is and the services they provide. Councilmember Buquet felt there were a lot of sports activities hem locally, and did not necessarily think the City needed to join Ontario's group because he did not think it would be beneficial. He felt the City should provide money to the Chamber in order to continue and be a part of their activities. Councilmember Alexander felt that since the Chamber realized the City needed to cut costs, that possibly the City should cut the GOVCB and the Chamber funding. He stated he did not have a problem with eliminating the Founder's Day Parade also. Councilmember Buquet felt the City needed to look at things not only at budget time, but that everyone should do this all through the year. Mayor Stout stated he is not interested in "dumping" the parade, He felt a lot of people enjoy that. He felt it should be continued. He also felt it inappropriate to make the decision of cutting the Chamber tonight. He felt the City had a responsibility to the taxpayers to see if the Chamber really needed the money. He felt a letter should be written to them about the need for the funds. Jack Lain, City Manager, commented that the GOVCB money was also out of the Redevelopmerit Agency's budget, but that the Chamber money is from the General Fund. Councilmember Williams commented that the crowds at the parade are very different than they use to be. She felt if the City was going to go with the parade, it needed to have something done so that more Rancho Cucamonga residents would show up. She stated she would like to see the GOVCB money transferred to the City's General Fund and give it to the Chamber if they wanted it. Jack Lain, City Manager, stated the Chamber could also be paid by the RDA under economic development purposes. Mayor Stout stated this would need some kind of an agreement with the Chamber that the money would be spent for economic development purposes and in which areas. Councilmember Gutierrez stated on his own time he would like to get more information on the RDA budget and how it works. Councilmember Williams stated she would agree to the idea of writing a letter to the Chamber regarding the money and ff it was to come from the RDA and which areas they would spend the money on. Councilmember Buquet felt the City Council needed more information on some of these considerations. Jack Lam, City Manager stated that staff could write a memo to the Council explaining the GOVCB and the Commission money matter. Councilmember Gutierrez asked if it was appropriate for the Council to ask staff to go back and trim the Assessment Districts so that there are no increases. Mayor Stout explained how the Districts used to be subsidized. He stated the City is now handling them the way the law states it should be done. City Council/Redevelopment Agency/ Fire Protection District Minutes May 26, 1993 Page 3 Councilmember Gutierrez felt the Assessment Districts should be gone through to see if items can be cut so they do not have to be increased. Mayor Stout stated that the City tried to cut services to cut costs, but that the residents did not like it. He stated possibly the residents need to decide what class of service they want. Councilmember Willlares stated if the City doesn't keep up the maintenance on the Districts, it will cost more in the end. Councilmember Alexander stated he did not know if the residents would like the idea if it affected the property value of their homes. Councilmember Buquet stated he did not think it was a good idea to cut back on services when the City has been spending years to play catch up. He stated he did not think the Council should be looking neighborhood-to- neighborhood, but that possibly they should all come under homeowner's associations. Councilmember Gutierrez stated he felt the Assessment Districts needed to be cut back or hold the line. Mayor Stout stated he would like to discuss the items brought up as policy alternatives. Jack Lain, City Manager, explained how the budget adoption process will work. C. CONSENT ORDINANCF. S C 1. CONSIDERATION TO AMEND CITY COUNCIl. COMMISSION ORDINANCES Debra J. Adams, City Clerk, read the title of Ordinance No. 513. ORDINANCE NO. 5 13 (second reading) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA AMENDING SECTION 2.20.020 AND ADDING A NEW SECTION 2.24.230 TO TITLE 2 AND REPEALING CHAPTER 2.28 AND 2,56 OF TITLE 2 OF THE RANCHO CUCAMONGA MUNICIPAL CODE PERTAINING TO POWERS AND DUTIES OF VARIOUS COMMISSIONS MOTION: Moved by Willlares, seconded by Alexander to waive full reading and approve Ordinance No. 513. Motion carried unanimously, 5-0. D. COMMUNICATIONS FROM THE PUBI,IC DI. Jim Frost, City Treasurer, felt the parade was a way to give something back to the public. He felt the people that move here expect a certain level of service even though they do not necessarily want to pay for it. Jack Lam, City Manager, stated that could be looked at. Councilmember Willjams stated she agreed with checking this out and restructuring the parade and is willing to keep the parade if something new is developed so it could be used as a marketing tool for the City. E. ADJOURNMENT MOTION: Moved by Alexander, seconded by Williams to adjourn the City Council, Redevelopment Agency and Fire District Board, with the Fire District Board adjourning to an Executive Session to discuss personnel matters, not to re, convene.
