A. CALL TO ORDER
A regular meeting of the Rancho Cucamonga Fire Protection District was held on Wednesday, May 18, 1994, in the
Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The
meeting was called to order at 7:05 p.m. by President Dennis L. Stout.
Present were Boardmembers: William J. Alexander, Charles J. Buquet II, Diane Williams, and President Dennis L.
Stout.
Also present were: Jack Lam, City Manager; James Markman, City Attorney; Jerry B. Fulwood, Deputy City
Manager; Linda D. Daniels, RDA Manager; Rick Gomez, Community Development Director; Brad Buller, City
Planner; Larry Henderson, Principal Planner; Cindy Norris, Associate Planner; Joe O'Neil, City Engineer; Mike
Olivier, Sr. Civil Engineer; Bill Makshanoff, Building Official; Suzanne Ota, Community Services Manager; Bob
Dominguez, Administrative Services Director; Susan Stark, Finance Officer; Alex Ahumada, Administrative
Services Officer; Jim Frost, City Treasurer; Diane O'Neal, Management Analyst II; Susan Mickey, Management
Analyst I; Chief Dennis Michael, Rancho Cucamonga Fire Protection District; Capt. Bruce Zeiner, Rancho
Cucamonga Police Department; and Debra J. Adams, Secretary.
Absent was Boardmember: Rex Gutierrez.

D3. Approval of Mello-Roos CFD 85-1 Fund 02 Monthly Expenditure Report for April 1994, in the amount of
$151,020.58.
D4. Approval to amend Fiscal Year 1993/94 Appropriations.
DS. Approval of a Resolution establishing the annual tax rates (~ in special tax rates are
recommended) for Fiscal Year 1994 in Mello-Roos Community Facilities District No. 88-1.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA,
CALIFORNIA, ESTABLISHING ANNUAL SPECIAL TAX FOR COMMUNITY
FACILITIES DISTRICT NO. 88-1 FOR FISCAL YEAR 1994/95
D6. Approval to authorize the borrowing of funds for Fiscal Year 1994/95; to enter into an amended Joint
Exercise Powers Agreement; the issuance and sale of a 1994/95 Tax and Revenue Anticipation Note; and
participation in the California Communities Cash Financing Program.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE RANCHO
CUCAMONGA FIRE PROTECTION DISTRICT, RANCHO CUCAMONGA,
CALIFORNIA, AUTHORIZING AND APPROVING THE BORROWING OF FUNDS
FOR FISCAL YEAR 1994/95; THE ENTERING INTO AN AMENDED AND
RESTATED JOINT EXERCISE OF POWERS AGREEMENT; THE ISSUANCE AND
SALE OF A 1994/95 TAX AND REVENUE ANTICIPATION NOTE THEREFOR
AND PARTICIPATION IN THE CALIFORNIA COMMUNITIES CASH FLOW
FINANCING PROGRAM
MOTION: Moved by Alexander, seconded by Buquet to approve the staff recommendations in the staff reports
contained in the Consent Calendar. Motion carried unanimously, 4-0-1 (Gutierrez absent).
E. PUBLIC HEARINGS
El. CONSIDERATION TO APPROVE FIRST READING OF AN ORDINANCE AUTHORIZING THE,
LEVY OF A SPECIAL TAX ($1.97 ANNUAL INCREASE OF $.16 PER MONTH PER DWELLING IS
PROPOSED) FOR FISCAL YEAR 1994/95 IN MELLO-ROOS COMMUNITY FACILITIES DISTRICT NO. 85

President Stout opened the meeting for public hearing. There being no response, the public hearing was closed.

CUCAMONGA FIRE PROTECTION DISTRICT, SAN BERNARDINO COUNTY,
CALIFORNIA, AUTHORIZING THE LEVY OF A SPECIAL TAX IN MELLO-ROOS
COMMUNITY FACILITIES DISTRICT NO. 85-1 FOR FISCAL YEAR 1994/95
MOTION: Moved by Alexander, seconded by Buquet to waive full reading and set second reading of Ordinance No.
FD 24 for the next meeting held by the Fire Board. Motion carried unanimously, 4-0-1 (Gutierrez absent).

MOTION: Moved by Buquet, seconded by Williams to adjourn to a Budget Workshop to be held on May 26, 1994
at 5:30 p.m. in the Tri-Communities Conference Room. Motion carried unanimously, 4-0-1 (Gutierrez absent).
